Elections 2013: Cecilia Seares Luna running for Governor
Bangued, Abra. It was just before dinner at Mayor Ryan Luna’s hotel atop the casamata hill when former Congresswoman Cecilia Seares Luna joined us in our table just outside the hotel. half an hour earlier, Mayor Luna welcomed us with ice cold beer and assorted appetizers of kilawen, lechon and fresh water fish.
It was past 9:00PM. Darkness has covered the town of Bangued below with only a couple of lights flickering amidst another hot and humid night. Around us are a couple of bodyguards lazily lingering around. I cannot see their faces but I can sense they are puzzled by my presence.
The former Congresswoman greeted me warmly as she asked if we’ve eaten. She looked very relax as she exchange pleasantries with everyone around the table. “la mangan kayo ah”, she blurted.
I last saw Ma’am Cecy in Las Vegas when she was still the Congresswoman but this is also my first time to talk to her one on one. She was wearing a simple t-shirt and pants and looks like she was ready to call it the night. She explained that she just came from an all day sorties around Abra.
I had plan the evening to talk to both mother and son regarding the upcoming elections but since I got her attention first, I might as well go ahead with the interview. We moved to another table away from everyone to have more privacy.
SysOp: Good evening ma’am Cecy. Thank you for talking to me
CSL: Good evening nakong. It’s nice to see you again
SysOp: How have you been doing? I mean after you lost the elections in 2010, what have you been doing?
CSL: I am fine. Not everyone knows but I have been very active even after 2010. I have been supporting my son (Mayor Ryan). I didn’t stop visiting places around Abra. I try to keep myself busy.
SysOp: Speaking of the 2010 Elections, What do you think happen?
CSL: Ammom nakong, I know I won that election in 2010. I was cheated and I was betrayed by the camp of Bersamin. He was supporting me from the start until the last minute when Takit raised the hands of Joy Bernos.
SysOp: Why is that?
CSL: Until now, I don’t know why he did that. Back in 2007, Vicsyd Valera and his wife still has a good grip of power. I remember that time when Takit was losing hope because he doesn’t have the capability of a head on collision of the superior forces of the Valeras. I assured him that we are going to back him all the way. Look at what happen? He became the governor and I won in Congress. Of course in 2010, it was a different story. As I said the governor ditched me the last minute. “Ngem no pay kasta, ammok nga mangabakak”. Until now the governor cannot look me in the eye. He cannot deny that mga tao ko risk their lives for him in 2007.
SysOp: Then what happen?
CSL: Most of the ballots were already in. My lead against Bernos was more that 7,000 votes. When the ballots arrived from La Paz, I fell behind by more that 1000 votes. The Mayor of La Paz (according to our people) tried everything (including vote buying and terrorism) for me to lost. They robbed me and the Abreno’s of the right to represent them. Joy Bernos went on to defeat Cecilia Seares-Luna by just 1,082 votes.)
SysOp: Why do you decide to run for governor?
CSL: Because I see the need for a change. The Governor has not done much for the past 3 years. Abra is in debt for more that P700 Million. The new hospital is a mess despite spending more than P200 Million. I’ve travelled around Abra and the people wants me to run. The provincial projects are a mess. The Abra-Kalinga road has been neglected. That Abra-Ilocos road has not been completed.Iddi 2010, awan ti nakalaban ni Governor, issu nga nabaybayan na ti Abra. this year pagarup na no awan manen. SysOp: The governor said that the New hospital is within the standard. What can you say about that?
CL: If it’s within standard, why is it that up to now, they have not opened it? Even the old hospital ket nabaybayanen. Where are the free medicines and doctors went? Kakaais ti tattao. No mapan mo bisitaen dyan old hospital, agdulok ka pay ti makitam. If am the governor, I will make sure to rehabilitate the old hospital. I will bring back free medicines and doctors. SysOp: You think you will win?
CSL: Yes I have high confidence I will win. this is also a vindication on what happen in 2010. Meron naman akong suporta sa mga tao. Basta maging neutral ang military and PNP.
SysOp: What about Abrenians abroad?
CSL: I still have supporters abroad. Remember I was in Las Vegas for the In-Inniliw? But time has changed. I see the same people who supported me and now talks alot against me. Ngem kasdiay latta ah ta they are benefiting from the other camp.
SysOp: You very well know that the biggest problem during elections is violence. What can you say about that?
CSL: Who wants violence? I am a mother, my sons are very active in politics. I worry everyday about their safety. Sinno ti inna nga mayat nga magdung-aw ti anak na? That’s why I’m always praying that there will be no violence. My sons respects me, they listen to me. Ammon there were times where our bodyguards were killed and I know how my sons would react. But kaasi ni apo Diyos, deng-denggen dak pay laeng. I can still pacify them. As I said, I am commited to a peaceful elections. We will not draw first blood.
SysOp: People are worried that if you win as the governor, Hans will win in Congress and Ryan will be re-elected in Bangued, Abra will be in the hands of the Lunas. This is what they consider Political Dynasty.
CSL: There’s nothing wrong with that. My sons are all qualified to run for office. Hans is an attorney, he is young and has fresh ideas. He will definetly represent Abra well. Ryan is doing good in Bangued duirng his first term. It’s actually an advantage because we know each other and it will be easier to push for projects that will benefit Abra.
SysOp: What’s you priority programs if you win?
CSL: I’ve already mentioned the rehabilitation of the Hospital System. Masapul unay to tao ti hospital. Libre nga ospital, libre agas ken libre doctor. I will also revisit the fixing of the Abra-Kalinga road and the Abra-Ilocos Road. Nagitay nabaybayan nga programa ti gobyerno ket simpaek.
SysOp: Any message to all Abrenians?

I received a call from someone that I should step up and run for office again. And that’s what I’m doing.

Majority of people here in US do earn$5-6000/month only and not $42000 as you claimed… Not unless you have a good business which make the difference….For me, I used to earn $55,000 annually and im a professional …I’m just stating facts here coz I care about Abra..and also I noted that our politicians there in Abra tend to have more money when compare to local politicians here.
