A Brief History of the Bersamin Family

I’m saddened and deeply disturbed when I (Dr.Leo) learned from the Abrenian.com Website that the younger generation of Bersamins are having ‘behavior’ short of what the people expected them (Bersamin) in Government Office to have…that is ‘integrity’, pro-people and ‘well behaved’ – behavior in accordance with strict code of moral values’.

Integrity above reproach is hard to acchieve nowadays. YES IT’S TRUE, as the saying goes;…”Behavior changes with the changing times”. I hope the good behavior remain!!!

I can’t help but reminisce about the ‘good old days’ when every thing is simple. I can recall the older generation of Bersamins who have served the people via Government offices, fully aware that they are only ‘temporary’ stewards of the province … and being temporary in status they can be removed from office by majority of votes.

I can recall the older generation of Bersamins whose ‘integrity’ was beyond reproach like..

1. DON. HONORIO BERSAMIN the 1st progenitor of the Family Bersamin. He was married to Dona Romana Villamor. These were Dr. Leo’s grandparents. Don Honorio was a land owner and pilanthropist. He donated hectares of his land west of Bangued, when in early 1920′s the community needed land to build the highest Academic Institution of the province at the time.

Incidentally, after the American – Filipino Conflict of 1900 to 1902, the American Government established the early educational system in the Islands. In Bangued, they built the long Building east of the Plaza …this was the LONG BUILDING and was made as the EAST CENTRAL ELEMENTARY SCHOOL… this was the grade school I (Leo) attended. after 1 year of Kindergarten to the 1st year of grade school at the Catholic School.

Kababayans, have you passed as students through the Academic Portals of the Abra High School? If you have, then, you’ve been touched by the ‘legacy’ of Don Honorio Bersamin to the people of the province of Abra.

1. Don Honorio Bersamin. (previously mentioned).

2. Don Longino Bersamin. Oldest son of Don Honorio. Married to Maestra Isang Ferraren. Don Longino was twice elected as Mayor of Bangued (in the late 1920′s and early 1930′s). He was responsible in the initiation-creation of the ‘water supply with faucets’ in every household in the municipality of Bangued.

The abundant supply of water comes from the crystal-clear spring water of Lusuac Penarubia, at the time owned by Don Longino’s cousins… Don Ignacio Villamor (1st President of Univ. of the Phil. and later became the Chief Justice of the Phil. Supreme Court) and Don Julio Villamor Borbon (was Abra Governor early 1930′s and initiated the construction of the ‘Tangadan Tunnel’ at the border of ILOCOS SUR and ABRA).

Both cousins Dons Ignacio and Julio gave the water to the Bangued people ‘FREE’.

Allow me to trace the route of the water from source Lusuac to Bangued, through Cosili thence to Casamata Hill of Bangued where the water is received by a huge cement water reservior located at the summit of the Hill, where the statue of ST. MARY now stands.

It took me a long time to figure out how the Lusuac water reached Bangued without electric-pump during the time, how to propel forward the water. Yes, natures way…. the Romans did it. They knew the source of water for the city of Rome to create their ‘water fountains’. Water came from a higher source. Through a system of ‘aquaducts’(acting as pipes) the water is channeled to the City of Rome. The force to propel the water from source is created by difference of height (higher source and to lower City of Rome) plus gravity creating a ‘water head-pressure’ to cause the water fountains to function!!! How ingenious these Romans were. Michelangelo never had ‘electric-pump’ at the time.

3. Dr. Luis F. Bersamin, Sr. married to Pharmacist Ms. Rosario Purruganan daugther of the late Governor of Abra Eustaquio Purruganan.

Dr. Luis was the second oldest son of Don Longino. He was a WW II veteran of the Phil. Medical Corp and Survivor of the Bataan Death March. Dr. Luis became the first Governor of Abra after World War II.

As the Governor of the province, Dr. Luis’s first project was the building of the Provincial Hospital (APH) (his ‘legacy’ to the people of the province). After the War, he saw the deteriorating ‘Health’ situation of his constituents. He asked his cousins the Tuasons Meno and Moises who were in the Logging-lumber business at the time to ‘bid’ for the construction of the Hospital using their lumber… The Tuasons won the ‘BID’, the older Meno stayed to oversee the Construction of APH while the younger Moises went back to the high mountains of Abra to resume the Logging-lumber business.

For the first time I (Dr.Leo) heard the word ‘NEPOTISM’ uthered by cousin Gov. Luis (nepotism has no place in a good government, he said. I was very young then, I did not know the word but it got stuck in my mind. Many years later I learned the meaning of the word ‘NEPOTISM’ from the Dictionary…means favoritism shown or bestowed in consideration to family relationship NOT ON MERIT…After knowing the meaning of the word, I said to myself, “what a brilliant fellow my cousin Luis was!!!”

After his term as Governor, Dr. Luis left the GOVERNORSHIP (one term only) he returned to the practice of Family Physician his first love. By the way, shortly before WW II, I Leo used to carry his medical bag for 10 centavos which was a lots of money then for a youngster when he made his rounds in the municipality of Bangued to see his patients from Linasin (north), Lalaud (west), sinapangan (south), barikir, (east) which usually took the whole day.

What a joy I had for the 10 centavos and the Medical Bag had endeared me to the Medical profession.

4. Mr. Luis P. Bersamin, jr., went by the name of ‘CHITO’, married to Ms. Evelyn Mayor. Divorced after having three children … Charito, Mary Ann & Michelle, and remained single. At a time of political turmoil during the dark years of the province, he became the Mayor or Bangued then became the Congressman for the Province a much contested office at the time… Chito got the mandate of the Abrenians but time was not to his favor… his life was cut short by assasin’s bullet.

In 1997, I took my family to visit Bangued My family consisted of an American wife and four young adult children. It was the time I saw cousin Manong Luis ‘bed-ridden’. It was the darkest ‘political era in the province of Abra’, the first time I heard Bangued as being the ‘killing field of the Northern Luzon’. Manong Luis confided on me, he said this he adviced his son Chito “To lay low and not to antogonize the incumbent administration”.

Cong. Chito was the oldest son of the late Gov. Luis F. Bersamin, Sr. Chito remained single after his divorce till his untimely death in the early 2006.

In 2005, my last Bangued visit in months of February to March… I stayed at his residence in the old Purruganan Ancestral House… and had evening conversations with him after hectic days in the Congress. I noticed disatisfaction in his voice regarding his status as a Congressman because he can not implement his ideas to bring forth betterment of the province. In order to do the job, he said, “I must be the Governor”. and you uncle shall be my adviser from distant USA, he added.

At this point, I reminded him about the advice of his Father, ‘Not to upset the cart’.

ADDENDUM:

Regarding Chito’s contribution to the Abrenians. Recorded are water supply to several communities he sponsored using money allocation from the Congress, put up-built in the form of artesian wells. Another was the bridge at SOOT RIVER in the southern Abra. These are his ‘legacy’ to the people of the province.

5. Mr. Eustaquio ‘Takit’ Bersamin married to Ms. Ruby Mamsaang. TAKIT is the son of
Dr. Luis F. Bersamin, Sr. He was voted to the Governorship soon after the death of his older brother Cong. ‘Chito’.

Question…”Does Takit have projects, pending or otherwise that can be considered his ‘legacy’ to the people of province?”

Many Abrenians have noticed Gov. Takit, with a Bersamin DNA in his blood is treading the wrong side of a righteous road. Compared to the Bersamins who held Government Offices before him…

Don Longino – Mayor, Dr. Luis, Sr -Governor, Chito’ Luis, Jr – Congressman.

His constituents blames him (Takit) for exercising poor executive judgements…Claimed to have acquired proved or unproved accomulated wealth not commensurate to salary or investments (USA or ABRA).

Folks, these accusations, please present proofs, documented proofs, not hearsay-gossip.

Many of your kababayans believed that you TAKIT is under the ‘saya’.

All informations mentioned here are obtained from the Abrenian.com Website.

I know FOR A FACT that Don Longino, Dr. Luis and Cong. Chito never, never ENRICHED themselves while they were in Office!!! and I know the wives of Don Longino and Dr. Luis personally, they were of ‘ILOKAN HERITAGE’.

They remained just plain housewives and never allowed Abra people call them MAYORA or GOVERNADORA …meaning not involved in the government activities or functions.

I have never met personally Mrs. Ruby Mamsaang Bersamin. All I know about her is that she is from Penarubia, Abra.

      I haven’t finished reading your entire article, when I came across the following:

      How are you related to Dr. Luis and do you have any information on his time during WWII? My uncle, Lt. Col. Frank S. Adamo, M.D. was serving in the U.S. Army when the Japanese attacked the Philippines. He also survived the Bataan Death March and 3 years as a POW. He was awarded the Legion of Merit medal for saving many lives and limbs by developing a treatment for gaseous gangrene. See http://shar.es/Mulo0

      I must reiterate that the BRIEF HISTORY OF THE BERSAMIN is an excerpt taken from the “Geneology Book” Authored and Written by Dr. Leo Tuason.

      The ‘Book’ is about the Family Tree of BERSAMIN, TUASON, VILLAMOR (included only the early Villamors). The rest of the Villamor history is compiled by my cousin Educator
      Mr. Julio Villamor Nasis.

      Allow me to continue the Family Tree…of the Bersamin, Tuason and Villamor… members who were in Government Offices and served the country.

      I.> BERSAMIN…already mentioned previously.

      II. TUASON … very few were involved in the government.

      a. Meno Tuason, he was MEMBER OF THE PROVINCIAL BOARD in the late 40’s and after WW II.

        b. Mr. Moises Tuason, served his country during WW II as MSGT. of the Philippine Army Artillery Division, Bataan March survivor.

        c. Atty. Mariano Tuason, Judge of the community of Lagayan, Abra before the War. Later became in Manila Judge of the Industrial Relations of the Philippines ( he was an arbiter…. a person designated by the Government to determine or judge the differences between opposing parties).

        • I would love a copy of the geneology book that you just so happen to write. Let me ask, how can bad mouth your own relative? I understand your views differ from his. On the other hand this post is rather years old so I don’t know wether your view still differs today.

        b. Atty. Mariano Tuason, became the JUDGE of Lagayan, Abra before WW II. at a time when peace and order prevailed. At a later date he transfered to Manila and became the JUDGE of the Industrial Relations of the Philippines ( as an ARBITER, a person designated by the Government to determine and judge the differences between opposing parties).

        Many persons who have held Government Offices do not enriched themselves while serving the people, in my humble honest opinion.

  5. Good one Doc. Lots of people do not know any of these. Very imformative. There are a lot of people angry at you now. If I were you, I would be scared to go home to Bangued now that a lot of Madam X supporters or the so-called alipores are frustrated and angry. Maybe a threat or bounty is already in place on your head now. As far I know Chito is also of the same trapo. Same banana equals saba. But TakeIT Bulsa-Amin has achieved his doctorate in graft and corruption. He made Chito a kindergarten. LOL……. What you know Doc is just a little tiny information of Madam X involvement in the capitolyo, including the ordering of medical supplies at APH. It has to go thru Madam X cuz of the cut. How much? You will be surprise. Supporting your husband would be great and we, abrenians would welcomed it but not meddling and running like you are the elected governor. Also, you mentioned NEPOTISM in your book, Gov TakeIT and Madam X Bulsa-Amin does not apply to them. Inka idiay capitolyo ket namaramaran ti kabagyan ni Madam X nga taga PeniaRuby. AgAin, you will be surprise.

      I’m glad to learn that you found my atricle ‘A BRIEF HISTORY OF BERSAMIN’ informative, and that it has caused anger among my kababayans. ‘Anak ti Abra’ warned me not go home to Bangued, lest I could be terminated permanently.

      Folks, people with ill-feelings towards me will be disappointed to know that I don’t intend to go home to Bangued any time from now… I am too old for long trips. But I’ll continue to contribute articles on this WEBSITE as long as I can punch keys on the Key-board and as long as SYSOP allows me to do so.

      Sir, the words NEPOTISM and ‘BID’ on Government projects were words from the late Gov. Luis Bersamin, Sr. father of Gov. Takit. (NOT FROM DR. LEO’S MOUTH).

      As a Gov. Dr. Luis used the word ‘BID’ when he asked his cousins… Tuasons Meno and Moises to bid for lumber for the construction of the 1st APH. Dr. Luis finally concluded with the word ‘NEPOTISM’ for a good governance in the Government. What a brilliant fellow my cousin was. HE SINCERELY MEANT IT WHEN HE MENTIONED THE WORD TO HIS COUSINS.

      • Doc, why don’t you ask your nephew gov TakeIT and his wife Madam X if they know the meaning of the word NEPOTISM? I was just reading your book and Did not say you said it. I’m not here to argue who said what or whom. I am referring the word nepotism and it’s meaning. If they, meaning gov TakeIT and Madam X, do know, saan kuman nga namaramaran ti kabagyan ni Madam Xen diay capitolyo nga taga peniaRuby nga panay empleado. Be it qualified or NOT or NO education at all, it does NOT matter. It’s who you blow or suck or kiss ass. Vic BAULamin knows a thing or two about kissing MaDaM X ass. And regards to bidding gov’t projects, why is it that only one contractor winning those bids? These are the pakyaw contracts. Do you know who? Guess again, doc. Diay manugang na nga bulok a mayor ti Tayum nga substandard ti pannaka aramid na. What does that tell you doc? You can check the statuses of these projects implemented by your nephew gov TakeIT and his manugang kuno mayor ti Tayum at the COA office in Manila. The provincial roads pidigan to pilar and tayum to Bucay, just to name a few. In less than a year, ay keh biri-birin. Lumsot pay diay pilid ti motor diay biri nan. Diay hospital nga in-utang na ti 480M, until now is not finish. Did they even acknowledge your one balikbayan box sent to him personally? I’m certain that it was somewhere in penaRuby or somewhere to her kamaganak or being used for his rooster. Good decision doc not visiting Abra very soon. Just stay away. It’ll be your own good. You will live longer.

      You are very knowlegeable on the current events of the province. I need clarifications

      on some items you mentioned:..

      1. You have implied …for me not to show my face in Abra, lest I’ll be exterminated.

      Let it be known that Dr. Leo has not caused ‘anger’ to anyone Abrenian. I use my true

      name, not a NOM DE PLUME because the articles I write is for the young Abrenians or

      AGTUTUBO who someday will become the leaders of the province.

      Not a single time have I challenged the authority of people in the government or

      outside the government.

      People who have ill-feelings towards me will be disappointed to know for I’ll not be

      there Bangued for their target practice mark because I’m too old to make long trip to

      the Phil.

      2. You insinuated that the late Cong. Chito was a ‘TRAPO’. Using the Spanish

      word ‘trapo’ doesn’t mean you are educated. For your information, the Spanish Trapo

      means a piece of cloth used to clean soiled/dirty objects. Is this what you meant,

      a poor way of describing the character of the late. Cong. Chito.

      3. You mentioned that Gov. Takit received his doctocrate in graft and corruption

      Annak Ti Abra, what University did you get your degree. What have you acchieved?

      Its easy to accuse someone by simply using ‘hearsay/gossip’ materials. which ofcourse

      are not admissible in a court of law.

      Finally, if you have something against Gov. Takit and wife Ruby, then ANAK TI ABBA

      challenge them in the “HAllS of JUSTICE”.

      TO BE HONEST WITH YOU, annak, I don’t have any knowledge of what’s going on in the

      Capitolio. I YOU DO HAVE, PLS EDUCATE ME.

      If you have noticed wrong doings hapenning., anak, challenge the wrong doer in ‘Court’.

      4. NEPOTISM, is applicable to anyone in the Government serving the people.

  8. Good there are people like doc Leo who can speak what he have known for a long time I salute you sir ur information will serve as wake up call to all abrenians . Doc Leo should go farther his study about the Bersamin. Include who is behind wy takit had been dragged to corruption and scandal.

    • What does that matter Jerome? In a nut shell- she is a daughter of a former Mayor, move to the States and held a high position in various firms, made more $$ than you can probably count, left the states to support her husband only to be held accountable to trash talk coming from folks like yourself.

      So now what- Who the hell are you- you planning to run for candidate or something?

      • May be, we could just file cases if there are truth behind them? Just a suggestion. Gathering enough evidence could be the solution to everyone’s problem. If any of the political families have done these things I read about, surely there would be evidence that would stand in a court of law. If there is none then we look for it. We could rise above this and be mature enough to know what is needed to be done to make Abra great.

One thing for sure is –if the alleged accusation charged against the governor will be proven true in the court of law, whereby the good reputation of the whole family might suffer unbearable embarrassment, the good doctor motivated by his undying love to his clan has no choice but to discourage right now the occurrence or recurrence of such unacceptable rumor that might soon turn into heart-breaking reality. But for now, everything is just fine, there’s no judgment yet that shows he was guilty of, which his detractors can’t do anything except continue lambasting him left and right where only the ignorant of the law or less-educated like me will incline to believe or listen to their dirty tactics. His wife could never be responsible for whatever the consequence of his actions for he is man enough to know where is the north and south of his watch. He is not as silly or short-minded like us, who always blame others or luck if anything goes bad.

    One thing that bothers me though – is, who do you think among the candidates for governor and congressman if elected or defeated that has still a little heart left by not opposing but helping the oncoming real front leaders/candidates of Abra in 2016 election?

  19. The history of Bersamin political contributions to Abra as detailed by dr Leo is impressive. To me, with close experiences with provincial elective officials, the performances of the 2 Bersamins, Chito and Takit is beyond compare. The accomplishments of gov. Takit in terms of infra.,roads and hospitals etc., in 4 years, compared to vicsyd in 20 years is far greater. Probably his only mistake was his total trust on close relatives who are implementing the numerous projects, like the issue substandard roads.

    To mention few of these: the road cementing of Pidigan to Pilar in 2 yrs.,which Vic’s failed in20 yrs inspite of the hundred millions shared of Abra from RA 7171.( this RA will be explained soon). The reconstruction of Villaviciosa hospital, the rehab.of Abra prov.,the construction of the annex, etc. Probably wittingly or unwittingly in the eyes of traditional politicians enflurnced by previous gov.,gov Takit didn’t entrust some of these projects to mayors. Most of these mayors only use the funds for their vices. This is the truth dr Leo. And for that unwanted warning for your not coming here, it’s a cowardice presumption. Gov is not that kind of man as dreaded.

    Another legacy of Bersamin, the late cong. Chito gave farm tractors to tobacco producing municipalities. Ditoy la napadasan ti Pilar a Naramanan ti bunga ti rigatda manipud ti RA 7171. Maysa pay gayam nga napaaramid na ti remodeling ti cultural center ( tiosko ) ti Pilar nga nagbalin analawa ken permanente. With this brief explanation of the true performances/accomplishments of your ‘kadaraan’, this is a good reason for u to be proud of Bersamin family. ‘This is the truth and nothing but the truth

The adminstrators are deleting everything that is post againsts the Bersamins and they let the pro-Bersamin specially the governor’s wife post whatever they want. this group is already campaigning for him. is that too early? dapat ti nagan da ket TAKIT BERSAMIN REELECTION GROUP 2013.

  46. wow , thank God for technology , its been 12 years since I last visited my home town bangued, a lot have changed and I am greatful to a.com, I literrally had been sitting here for 6 hours just reading the news, comments and blog about Abra and a lot had changed since then.. Dr. Leo , I am in my late 30’s but I do remember the Bersamin’s very well,I cannot forget goodness of Dr. Luis Bersamin , I was a sickly child and though we do not have money, everytime my mother brought me to his clinic, he treated me very well and gave us free medicines.. I love him dearly, I hope and pray that his children and grandchildren will keep his legacy alive… I was in HS when the late Chito B. seated in the office, even then he was a humble man.. I remembered him with his smiles when he sees me in the streets of Bangued. He never failed to called my mother by name eventhough we were one of the poorest in Bangued. My siblings and I are achievers in school and he would always give us small talks to value education.. We now have our careers and been residing here in the US but during the early days of our profession he supported and trusted us with him seeking our services for his physical rehabilitation needs.

    We need God loving and fearing leaders in Abra… It breaks my heart to hear what is happening.. Its time for us to be wise in choosing our leaders and not only that but to keep them and protect them through our prayers….

    I haven’t finished reading your entire article, when I came across the following:

    How are you related to Dr. Luis and do you have any information on his time during WWII? My uncle, Lt. Col. Frank S. Adamo, M.D. was serving in the U.S. Army when the Japanese attacked the Philippines. He also survived the Bataan Death March and 3 years as a POW. He was awarded the Legion of Merit medal for saving many lives and limbs by developing a treatment for gaseous gangrene. See http://shar.es/Mulo0

    Also, you state “Don Longino Bersamin. Oldest son of Don Honorio. Married to Maestra Isang Ferraren” Are you saying that Longino married Maestra Isang Ferraren? I have in my family tree I did for my wife, Araceli Feraren Adamo, I have Longino married to Luisa Feraren, who is the daughter of Juan Bengson Feraren and the granddaughter of Valentin Feraren. Whether the name is Feraren or Ferraren, at this moment is not important; however, could Maestra Isang Ferraren and Luisa Feraren be the same person? I would doubt that Longino would have two wives, one a Feraren and the other a Ferraren.

    How sure are you that Maestra Isang is Longino’s wife? Also, I will ask those in my wife’s family how sure they are that Longino’s wife is Luisa Feraren
