Bangued, Abra. Mayor Ryan Luna of Bangued, went on radio today and criticized Gov. Takit Bersamin on his handling of the ABRECO issue.
In an interview with Hot FM, Luna accused the Governor of playing dirty politics to gain “Pogi” points. “Kasla drama ti mapaspasamak. Pagay-ayaman da metten ti consumers”, he said.
“Apay nga ibagbaga ni apo Gov nga inubra na amin a kabaelan na tapnu masimpa detoy a problema ti ABRECO. ngem apaya a ibagbaga met tiABRECO nga haan nga ni apo Gov ti gapu na. Anya kadi ti usto na?”. He said, referring to the report that it was the Governor who did all the works to get the power re-connected.

Meanwhile, Jendricks Luna who’s a Barangay Captain, joined his brother in criticizing the Governor and Congresswoman Joy Bernos calling them names such as “Apo “Take It” Bulsamin and BoboKal Kungjoy during his weekly radio program.
Mayor Luna, urged all consumers to joing the ABRECO General Assembly tomorrow (Jan. 28) at the DWCB Gymnasium at 8AM, “Intayo ta amwen tayo ti usto”, he said.

We have only two choices: 1. The DOE Secretary says, the people of Abra should allow NEA/CDA to initiate action for a composition of fresh management team to take over ABRECO; or
2. The current management team could just continue as long as they could meet their financial obligations on time.
In lieu of the above, there should be an emergency assembly meeting for members to air their majority voice/choice in the light of another threat of black-out on Feb. 7 and another again sometimes on March and so on, assuming that Abreco was able not on default on Feb. 7. If the majority still forced to choose number 2, is there a guarantee that we could survive with this crisis permanently without relying from the Governor or any outside source of assistance?
It’s our life caught in the crossroad, demand for emergency assembly meeting where we could voice out our personal choice. Maybe we could use our existing human rights organization to lead us if nobody does or we don’t want the Governor to earn POGI points. TIME IS OF THE ESSENCE!

I am one with you, CONCERNED MEMBER. I was at the forum organized by Carmelita Bersalona, Pura Sumangil, the priests and many others. I had every reason not to attend but I consider the problem of grave importance. What can be a more basic necessity than electricity? We have been robbed of the taxes that we paid, many of us have been robbed of their lives and property, and all of us have been robbed of our dignity and self-respect as ABRENOS. Now, we are being robbed of our right to be provided electricity by the same species of people – the hopelessly corrupt and the greedy.
What happened at the DWCB gym yesterday reinforces my belief that we must keep politicians out if we truly want to find a lasting solution to this problem. I have no political alliances because my only alliance is to truth, integrity and respect for the rights of everyone. I did not even know Hans Luna from Adam until he dishonored himself by what he did in front of over 400 consumer/members and an equal number of students, faculty members and priests.
I will never forget when he strode to the michrophone and asked the moderator if he could speak. Having been given the go-ahead, he introduced himself as Hans Luna and said that he is 29 years of age. After that, he lambasted Carmelita Bersalona, Pura Sumangil and even a priest whose name escapes me at this moment. He was all sound and fury and bravado if you will. He said that he wanted the ABRECO management to be changed. Well, who doesn’t. But we are a government of laws and not of men. ABRECO, for all its shortcomings has its own constitution and by-laws and no amount of rabble-rousing coming from his brother, Mayor Ryan and his lap dog, Syd Vasquez can change that.
Is this the kind of person who is aspiring to represent us in Congress? He has no sense of shame. He has misplaced his moral compass and his respect for elders and even priests is gone. It was simply a dumb posture normally taken by born villains. He disrespected himself and he also disrespected us.
Bravado is a texture of character. It does not at all indicate bravery; it implicates quite the opposite. On the other hand the bearers of truth (Carmelita Bersalona, Pura Sumangil and the priest whose name I can’t remember) need no attractive packaging, no sugar-coating, no gloss, no bravado.
Hans Luna was trying to impose his will on those present in the forum and so was his brother, Mayor Ryan, Mayor Marco Bautista and Syd Vasquez. It did not look good and it certainly left a bad taste in the mouth. I believe the people present there, mostly elderly, are not dumb. They will never allow leader wannabes to lead them down the wrong road.
At a time when truth, honesty, morality and dignity have been sacrificed on the altar of personal gain, comfort and expediency, our acts will define who and what we are. Only a citizenry willing to enforce accountability through public clamor and protests in all its forms can end the culture of impunity, be it murder or plunder. The instinct to look the other way erodes the last vestige of any sense of community among us.
As the old song goes, “mountains crumble and rivers run dry”. Change is inevitable. The management of ABRECO must go and they must be held accountable for the mess. Only if these people are placed behind bars can we really learn from this. We must replace them with honest and capable people. To do that, we must keep politicians out together with their evil influence.
A democratic impulse has started to exist and ABRENOS are going to find a way to be heard in new and imaginative ways. Vaclav Havel is right, “Hard as dying for freedom is, even harder is living for it. Hard as it is to blaze forth like a meteor, harder it is to shine like a beacon”. Let us not be afraid. Let us remain steadfast. Let us build shelters in our hearts and havens in our minds. Let us work to be a quiet resplendence emanating through the dark..
I hope to see the rise of more courageous, decent and incorruptible men and women of conscience who will defy moral evil and ambivalence in defense of truth, social justice, godliness and genuine democracy. The price of democracy is personal courage and eternal vigilance. It is written, “For every right that you cherish, you have a duty which you must fulfill. I have no reason to destroy anybody’s reputation. I am merely stating facts. I have never voted for Gov. Takit Bersamin, ever, and I have also criticized him in the past for what I believe was a mistake on his part. But I praised him for helping bring power back because I believe it was the most prudent thing to do. Now, with the surrender of Popoy Barbosa and the governor’s statement that he will not condone the misdeeds of his men, I am again praising him. I believe in the intrinsic goodness of people. A person who makes mistakes and rectifies it, to my mind, is a great person. Sevant leaders are in such short supply in our province and if Governor Takit will continue to make decisions that will redound to the benefit of the greater majority of our people, can we not afford him a chance? You seem to be a great fan of the Seares-Luna clan and that is fine with me. I respect that. But please don’t threaten me by telling me that they know who I am.
You see, my friend, like the majority of our peace-loving ABRENOS, I have lost everything, including fear. The misrule of Gloria Macapagal Arroyo is long over and together with that the abuses committed by the notorious Gen. Martin are also over. As a matter of fact, Arroyo is now detained. Violence will not serve us any good. It can only beget more violence. “Sow the wind and you will reap the whirlwind”. Tell the Seares-Luna clan to do something good and I will praise them. Name-calling will not get them anywhere. Stop imposing your will on us. Last I heard, we are still living in a democracy.
We are all living a monumental lie but most of us want to look the other way. I suggest we start preparing the answers for our children and grandchildren when it is their turn to ask us what we did when all this murder and plunder and intimidation happened. If this the case, then we have no choice rather than to dismantle the cooperative and completely turn it over to the national government for operation and management. There’s no way that we could trust its successful operation if these kind of people will manage it on account of that kind of personalities and attitudes they showed in front of our elderly dignified people which supposedly deserve the best treatment of respect. Look, the cooperative is indebted for millions but why in the world are they still interested to control it knowing that there’s no way to pay it except unless be completely turned-over to the government for possible debt solvency? Those ladies and priest that showed their courageous acts driven by undeniable godly love or concerns to their constituents merit attention from the President of the Philippines for his personal intervention because no matter what they do now, still the will of the few will be enforced for obvious reasons, where they can control the majority members thru deceit and different kinds of scare tactics (like the Chinese) including harassment, perhaps. We can not blame our fearless members to become or pretend fearful by this time because they know that our law enforcements could not guard each and everyone of them 24/7, unlike in the polling place where you can vote now anyone you want without the fear of being found out.

I will not stoop down to your level. I will only exchange opinions with people who exhibit a modicum of respect and decency. In other words, the required number of consumers are afraid to attend the on coming General Assembly meeting and vote for a formation of new or fresh Management Team as suggested by the DOE Secretary for fear of their lives if they will not vote those endorsed by our powerful and scary politicians. And even if they could, there’s still a suspicion of bribery or force where the true voice of the majority will never be heard in this province where there’s no real spirit of democracy in a situation like this. Therefore, it is really fitting and proper to force the national goverment to manage our cooperative and form the Team that really meet our needs.

The downfall of Abreco is not caused by artificial hands/factors either but purely natural recurrence. Therefore, if I may safely assumed that artificial disaster was created or converted intentionally into natural cause for the said fund to become valid and legal for the benefits of all consumers not just for political motives and if it’s the only solution of arresting the downtrend direction of our economy and saving the lives of our ailing hospital patients, then why don’t we just be thankful and just close our mouths and smile for the moment until we could have better or unquestionable solutions?

BAGUIO CITY—The Abra provincial board has authorized Gov. Eustaquio Bersamin to advance payments to another of Abra Electric Cooperative’s (Abreco) debtors, the National Grid Corp. of the Philippines (NGCP), which restored power supply to all 27 towns on Thursday night, the Philippine Information Agency (PIA) said on Saturday.
The PIA, however, did not give details as to how much the provincial government paid NGCP.
Hours after a blackout struck the province on Thursday due to the withdrawal of its only power supplier over a P56-million debt, a crisis committee composed of officials and civic leaders in Abra also convinced Abreco to impose management changes.
Abra’s power crisis was triggered by Abreco’s debts to the Aboitiz Power Renewables Inc. (APRI), operator of the Tiwi-Makban geothermal power plants in Batangas, Laguna and Albay.
At noon on Jan. 24, APRI disconnected Abreco from its system after it terminated its contract on Jan. 10 over unpaid bills and unfulfilled contractual obligations.
The NGCP arrangements are short-term, said Pura Sumangil, founder of the civic group, Concerned Citizens of Abra for Good Governance.
She said Abra’s consumer groups would meet today to listen to Bersamin and the crisis committee outline the discussions that led to the power restoration in the province.
