BANGUED, Abra (PIA) — The Civil Service Commission – Abra Field Unit clarified issues on appointments under the prohibited acts issued by the Commission on Elections relative to the conduct of the May 9, 2016 national, local and Autonomous Region for Muslim Mindanao (ARMM) elections.
CSC-Abra Director Perfecto B. Cardenas said the ban on appointments shall cover prohibitions on personnel movement such as transfer, appointment, detail and reassignment of government personnel during the election period.
Cardenas explained that the transfer or movement of officers and employees in the civil service is in effect for the whole duration of the election period which started January 10 until June 8, 2016.
Other prohibited acts during the period include the suspension of elective local officials, use of security personnel or bodyguards by candidates and organization or maintenance of reaction forces, strike forces, or other similar forces, and the implementation of gun ban.
The ban on appointment such as hiring new employees, creating or filling up of new positions or promoting or giving of salary increases, remuneration or privilege shall cover the period from March 25 to May 8, 2016.
Cardenas further explained that employees who have filed their certificate of candidacy and unfortunately loss in the May 2016 elections, shall not be allowed to be appointed within a period of one year after the elections.
These provisions of the Omnibus Election Code as explained by Cardenas give security of tenure to permanent government employees and officials that the CSC adheres to be observed and implemented.
Said clarification is CSC’s response to apprehensions raised by local government employees who are apparently being harassed by local chief executives who have somehow doubts on the “loyalty” and support of their employees. (JDP/MTBB – PIA CAR, Abra)

All these fears or worries sufferred by our government employees will be wiped out when Duterte becomes our President. He couldn’t oppress their legal rights under the existing laws for the main core of his conviction or objective is to fight anything that curtail the freedom or rights and benefits of the already oppressed poor majority.

This comment or opinion of yours sir catch my attention and I do respect it. But sad to say sir I don’t agree with you (for now,unless I will be convince in the way you asses this battle and brought to your conclusion that Takit will win) because in my perspective sir,Mayor Dominic will be proclaim victorious in the end of this race. This opinion of mine is based on the performance and the way this two respected leaders lead their constituents during their given term. As we all know, both of them has their own flaws. But Takit was far left behind when it comes to the achievements and performance of Mayor Dominic. In the livelihood aspect sir, it is crystal clear that Mayor Dominic made fruitful projects that leads to more jobs for the municipality of Bangued. We have now this famous fast food chains, grocery establishments, even malls and more. Who are employed to all of this establishments? People who are residing in our province,Abrenians. There is even this one guy in our barangay that used to be “tambay” but now I see him working in one of the fast food chain. Is that not a sign of progress? Before all you can see from that guy are problems in life but now you can see in him hope and JOY. When it comes to peace and order, Mayor Dominic made the men in uniforms or policemen visible and accessible, through this satellite police stations. May be, he is not that successful in this aspect for now. But at least he made efforts and actions regarding this matter. Even in the recreation and enjoyment aspect for their constituents. Takit was even far left behind from this, we cans see the beautification of Bangued town plaza from the upgrading of the basketball court to the dancing fountain as the center piece of the plaza. Even the senior citizens of Bangued were given importance through benefits given by the local municipality. According to my observation Mayor Dominic has more barangay captains on his side than Takit. These means that if you have more number of barangay captains in your side there is a bigger chance and possibility of victory. These are some of my key pointers on assessing this battle between Mayor Dominic and Takit Bersamin and made me conclude that Mayor Dominic will be proclaim victorious in May. Love and respect for each and everybody.

Sir i just shared my ideas regarding the mayoralty race between Mayor Dominic and Gov. Takit. I just enumerated and pointed out the key pointers why I think Mayor Dominic will win in this battle. I only asked you sir on how you assessed the mayoralty position and what made you think that Takit will win over Mayor Dominic. The reason why i asked you sir, is that I want to be enlighten and may be just may be, convince that Takit will win over my bet Mayor Dominic.If I offended you in any way, I beg for your forgiveness, I am sorry sir.
