Election 2016: Abra political leaders sign covenant for peaceful elections

BAGUIO CITY, Philippines—Officials and Tingguian elders in Abra province have signed a peace covenant that they hope would address political violence in the province in the run-up to the 2016 national elections.

The covenant, called “Pagta ti Kappia,” asks local leaders, including those seeking posts in the 2016 elections, to heed new rules against the proliferation of unlicensed guns and other weapons, a ban on private armed groups, and the practice of good governance and transparency.

Abra earned notoriety for political killings during previous elections, until the province was overseen by a government security task force composed of policemen and Army soldiers in 2004.

The 2013 election was considered Abra’s most peaceful exercise by the police and nongovernment organizations.

Under the peace covenant signed on Dec. 5, the province’s leaders will be overseen by a special action office starting Dec. 21. The document sets in place a grievance system to prevent conflicts and imposes penalties for violators.

The peace initiative, however, was marred by the murder of La Paz town administrator Noel Belena, 61, who was shot and killed by two men on the eve of the covenant signing.

Belena died from two bullet wounds in the back when he was attacked as he drove a motorcycle through Canan village in La Paz at 11 p.m. on Dec. 4. The killers have yet to be arrested.

Chief Supt. Ulysses Abellera, Cordillera regional police director, joined the covenant signing and reported the murder to the participants.

In a text message on Monday, Abellera said the police had not yet classified Belena’s murder as politically motivated pending an investigation by the Abra police.

Belena’s brother, former reporter Abe Belena, urged the National Bureau of Investigation to solve the murder and stop political violence in Abra. “Our family suspects that my brother was the first victim of political violence in Abra for next year’s elections,” he said.

He said his brother was the political strategist of La Paz Mayor Joseph Bernos and had been organizing supporters in the province for Bernos’ congressional bid in next year’s polls.

Bernos joined the covenant signing that was attended by Abra’s top officials, including Gov. Eustaquio Bersamin; Bernos’ sister-in-law, Rep. Joy Valera-Bernos; Maj. Gen. Angelito de Leon, commander of the Army’s 7th Infantry Division; and lawyer Mae Richelle Belmes-Beronilla, provincial election supervisor.

The peace document describes the “pagta” as an indigenous conflict resolution system binding parties to agreed conditions following an oath called “bagawas.”

“It is synonymous to a blood compact, which requires parties to honor the agreement at all costs,” it said.

During his recent visit to the Cordillera police headquarters in Benguet province, Director General Ricardo Marquez, Philippine National Police chief, said the next challenge confronting the police would be the 2016 elections, after the PNP secured world leaders who attended the Asia-Pacific Economic Cooperation (Apec) summit in Manila.

He said the Cordillera police would need to ensure peaceful elections in Abra. “There are institutionalized mechanisms for election-related peace and order operations. We just need to implement them properly,” he said.

Lets be optimistic that no violence will be occurred this election but lets not be hypocrite if tagamasid n others will insist that koliglig will not engage vote buying as bernos will surely do for them to win this election. In fact koliglig grp have given 10t each to the brgy captains who committed themselves ti their grp while the bernoses have dole out 30t each to their allies brgy captains. In this figure i can predict now who will victorious this election.

  2. Abra is tired of violence and blood shed. Some elderly, enfluencial political leaders who had experienced this evil practices called the attentions of young mayors to distance themselves from provincial candidates who are known of these barbaric actions. So koliglig got better line up , the less evil kind, although the opposition tried its best to get them as previous same partymates. Money will surely flow but I’m sure love of peace will destroy love of money. In 2013 elections, koliglig garnered 67 200 votes and the challenger for governor now had only 56 300 votes. That’s a cool 10 000 votes difference!
    With our prayers, it is hoped that everyone heeds the challenges presented by gen Magalong

As i said in my previous comments if koliglig will not dole out the same as the bernoses eventhough i dnt like eithrr the bernoses il go with the sure winner to boost my career which koliglig almost destroyed my reputation if not my ability n records i shoukd have been in the garbage.

Yes koliglig will order the pnp n the army but are they going to follow such order knowing that there will be no general behind them.

We know that Abra’s success will require the cooperation and support of each every able individual living in the region — Ilocano’s, Tinggiuan’s and others — must unite, in trust and cooperation, behind this common purpose and in recognition of our common destiny. When Abra becomes a haven of peace and a hub for flow of ideas, commerce, and investments in the region, we will all prosper together.
    You have judged by what you see in Abra as of now, not what others tell you. The convenient
    of shopping (mall’s & department stores) and fancy restaurant does not address the present problem of un-employment, peace & order and progress. This things that you see in Bangued are not here to tap our common resources, such as gold, copper, energy and manpower. They are here to suctions the meager income which the common people have, by luring people with their junk foods thus encouraging un-healthy living. Much more to our understanding that most income of our common people living in Abra are Salaries, US Aid, Hongkong Aid, Middle East Aid and European Aid (OFW’s) and last but not the least Political Monies.

    To lay the foundations of future Abra, we should not light the flame of conflict; but to rebuild lives and not to destroy a province. People of Abra has long been oppressed because of this greedy politicians who dress like a Sheep but underneath is a Wolf. Abra has long been a sanctuaries of Pag’s, Goon’s & Terrorism. Terror and violence cannot be the instrument to shape Abra’s future or dictate the choices of Abrenians. You know who are this politicians together they bind a common goal, make the people poor, let the intelligent leave the province, amazed the populace with artificial or bubble economy & progress. So how do they make the people poor, it is done by imposing higher taxes, so that a small vegetable peddler cannot even escape the wrath of a arrogant municipal tax collector, imposed more higher taxes to businesses so that the consumer will pay more on the items bought. And if the people are poor you can easily control them, this is the concept of communism which is long dead which are still practice by our politicians in Abra. Politicians never hired you if you are intelligent, less you use your brains for their personal gains, so what happens the poor guy must leave the province and seek somewhere else for an employment, there are no opportunities around.

    People of Abra come 2016 Election, as I went over the list of aspiring candidates, I have seen but one who could able to make a change in our province, I was able to talk to him and found out his ideals and noble purpose are magnanimous. But I believed he cannot do it alone without your much needed cooperation. So do not sell your votes you must be wise and discerning less you want our province to stay as what I described above. THINK??? Let us give our vote to

    • May i ask u loud n clear whom u will support for governor? The two aspiring candidates dont deserve my votes but i have to vote joy bec she is widow. Accdg to what i had read in the bible whch i cnt remember the verses that widows are blessed likewise thos wives who are not submissive to their husband will be punished si make a choice a blessed widow or non submissive wife? At the same time i hate koliglig for what he had done to innocent abrenians being killed in the street and he almost ruined my career if not my ability i was not able to rebuild my career.

Your descriptions of the actual political, social, n economic situation in abra could be graded at above average. Your dream is the dream of most Abrenians- corrupt free governance, developments, violence free, and deserving leaders. I have tried in my modest capacity to campaign against unlawful practices such as vote selling /buying that hindered development n progress in decades which my family reaped harassment n threat. I accept that i failed miserably in that campaign in my municipality like all other municipalities. I’m really bewildered what to do. like any other concerned Abrenians like you. Maybe we have to accept the truth that everybody is corrupt including you n me; that man has been corrupt since the downfall of Adam. Like your stand to be ala Pontio Pilato. Pilate knows that Jesus was innocent but he allowed Him to be Crucified because he was afraid to the ire of his people. Sorry, it appears that you choose to be ala Pilato just to escape one guy to run after you. The Govaah has been attacked with parallel allegation, ala Pilate, or alleged ‘ allowed his allies to kill n keep himself safe n clean like saint’. Likewise I have been consistently attacked for supporting our gov. but I stand to my honest belief that governor Takit has done much good for Abra than all governors before – peace Innetiative, roads n other infra, social n economic development. I’m not sinless, I’m a sinner like all others, but I fought what I believed what is correct for I firmly believe that only truth makes one free. While ‘ no one is righteous, no not one’, there is also what we call LESS EVIL to select as our leader.

As a matter of fact Pinoy has not been successful as economic president, he is indeed an economic failure. Wala yan sa graduate, bakit si Pingguan at Sebyo dyan sa ABRA successful naman sila
        at wala naman economic diploma, well in fact Mayor Dominic, Cong. Joylibee, Govah Takit has no degree in economics but they know how to manage bisnez, papel lang yan economic degree mo.

    Isang matapang kong kamag-anak ang ginamit ng kilalang politiko. Sa tantiyako hindi kulang sa 20 katao ang naging biktima ang pangkat niya – kaaway sa politika ang karamihan at ordinaryong tao nakaaway niya. Batang bata, mga 30 taon na ambushed siya kasama ng ilan at isang mabait na kapatid, patay lahat.
    Pangalawa, isang kapitbahay ay pinakayaman sa aming barangay. Maraming bagay na ipanagkatiwala sa kanya ay unti-unti niyang inangkin o ipinuslit dahil sa bisio – babae, sugal atba.   13. I’ve spent some time here in Abra and was shocked not to mention radicalised by the huge difference between poverty and affluence in such close proximity. Makes me wonder how the abrenian upper classes and western visitor can carry on as if nothing is wrong when this right after the tangadan tunnel.Abra is unchange as if like 15 years ago shows high growth rate is a meaningless measure of prosperity if only narrow upper class elite actually benefited from it

    • If there will be plenty of populist contenders in the political sphere who could put political expediency over difficult policy and institutional reforms. This poses a danger to the economy because Philippine politics is personalised and opportunistic. Voters vote not on issues but rather on the personal qualities and promises made by political entrepreneurs. The electorate, the majority of whom are poor and less educated, is vigilant but it needs to be better informed and educated if it is to hold governments to account in Abra

      • Given these headwinds, in Bangued policymaking has to be nimble, astute and efficient to take advantage of emerging opportunities in a very dynamic Cordillera region. The government should spend its remaining political capital on pursuing difficult reforms — covering trade facilitation, competition policy and regulatory frameworks. It should focus on creating a competitive business environment and bringing down the cost of doing business. Previous reforms have paid off: the Cordillera region ranking has risen in various indicators (on competitiveness and reduced cost of doing business) but stronger action is needed to really make Bangued a preferred investment destination.

  32. Justices are always appointed by the President here in the Philippines before they leave their post as President and to save them from future accusation to be jailed . But, that’s not the case in the United States, where Justices are nominated by the President, and appointed by the Senate. Our Constitution needs to be changed regarding the appointment of Justices.
    Why the President must be “Jailed”??? His administrators Cabinets up to barangay councilman must be Jailed.

  34. Walang problema si boss – landslide yan ik aw Erika ang malaki. Ayon sa isa sa kong kaibigan na dr. Ang kaso tulad mo na nagbibintang sa maling tao at pinagyayabang ng sarili ay may bipolar problem, sakit sa utak na hindi balance ang kemikal. Minsan subrang taas kaya ipinagyayabang mong SG 32 at executive ka . Kung mababa naman bipolar ay naawa ka sarlimo tulad ng pinapapabayaan ka at dimo makamit ng hinahanapmo katarungan. Ang delikado dito may tendency kang magsusuide pag bipolar mo ay subrang mababa na, kaya sa madaling panahon kumoha Kay dr Litong ng referral para sa dr ng utak. The justice that ive been longing for will be achieved promise even without help from takit.     • U are true in your assesment that i can commit suicide not bec i am bipolar but to save my dignity n reputation if i can commit blunder by direct oarticipation or by negligence for doing nothing to a an incident that lives at stake like the mamasapano n other issues like corruption n disater that a leader is accountable.
