Abra mayor fined for misconduct

File Photo: Mayor Christopher Millare Sr. of Licuan-Baay, Abra was honored as the Best Police Community Relations Local Chief Executive of the Cordillera Administrative Region on August 1, 2011 at Camp Bado Dangwa, La Trinidad, Benguet

THE Office of the Ombudsman recently found a former municipal mayor of Baay-Licuan town guilty of simple misconduct during his term from 2010-2013 and ordered him to pay the fine equivalent to his three-month salary after the conduct of a through and impartial investigation.

In a recent decision, Ombudsman Conchita Carpio-Morales fined former local chief executive Christopher Millare, Sr., 55 of Baay-Licuan town.
The complaint stemmed from the ex-mayor’s misuse of the town’s 20 percent Development Fund in 2011 and 2012 for the rehabilitation of the municipal hall.

During his term, Millare appropriated P3.2 million of public funds for a purpose different from which these were appropriated by law pursuant to the usual government accounting and auditing rules, regulations and guidelines.

In its decision, the Ombudsman said she found “substantial evidence” against Millare and meted him the penalty of a fine equivalent to three months of his salary, payable to the Office of the Ombudsman immediately upon receipt of the same so as not to complicate matters relative thereto.

The decision noted the fine “may be deductible from the respondent’s retirement benefits, accrued leave credits or any receivable from their office.” If he was able to receive such benefits from the government after ending his term in 2013, he will be required to personally settle his obligation directly before the Office of the Ombudsman.

The Ombudsman further directed the Department of the Interior and Local Government to implement her decision immediately upon receipt. This was received by the DILG head office in May 20, 2015 and implemented by Licuan-Baay’s municipal local government operations officer the next day.

Millare lost his re-election bid in 2013 but, despite the numerous cases and findings against him, he is reportedly eyeing a comeback in the 2016 polls.
The concerned former local chief executive could not be reached for comment on the matter as of press time. (Roderick Osis)

Daydiay ketdi reported nga project ni congresswoman nga night vision goggles, 16000 pcs released, December 2012, n another 16000 pcs , February 2013 for PNP, at 12 000 pesos, this is 384 000 000. How many police do we have? Where are the 32 000 goggles? Another one reported project is river dredging in San Barbara, Pangasinan worth 5 000 000. Why in Pangasinan? Kasta met tay na awan nga equipment para APH, NO Sinno ti talaga nga agsungbat. Dagitoy koma ti maipaayan ti kaso saan ket nga simple nga misconduct.
Peace n clean conscience be with you.

    • I agree. If you look at the COA reports. Every single mayors up to the governor and congresswoman used their funds to whatever they like and whomever they can get more kickbacks. They should have end up with the same fate with Ex Mayor here. I guess the slapping of fine was more of a political move because the ex-mayor is planning a come back.

It is very evident that who ever has contacts within the Ombudsman, can expedite cases against their enemies. It is no longer based on merits of the case.

If the ombudsman is really serious about curbing corruptions we will be seeing 27 Mayors, a Governor and a Congresswoman all wearing Orange jump suits.

      • You’re right on the money sir Adobo! Kung sino ang malakas na may kilala sa Ombudsman sa kanila na ang pabor if the price is right…I’m not sure though if the Commissioner knows this practice of her subordinates or action men. Otherwise, she should be fair in dispensing justice or the filing of cases against erring public officials in simultaneous basis not one at a time (if there’s still any) in order to avoid suspicion of selective justice or unfavorable favoritism.

        • God doesn’t like bad things to happen, but He allows it. Remember how Eve n Adam were tempted. Man was given the freedom of choice since the beginning. God doesn’t force anyone to receive what He offers. It’s up to anybody to accept what is good or to embrace what is bad. Unfortunately, ‘we are all sinners . No one is righteous, no not one.’ Romans 3:10, 21. Our only hope is what Naeling usually telling us – prayer n trust.
We could also help our province through positive actions n not just complaining or criticizing. We can’t all be political leaders. We should write our leaders or see them n give our opinion. Give our recommendation/suggestions, I’m sure they appreciate it like what i usually do which ended satisfafying results.
May Love n kindness be with us always.

But where is that motive, the noble principle which he tried to instill to the hearts n minds of the Pilinino people? What a legacy he is living now and leaving to us! SHAME, HYPOCRITE! And how about his young leutinant, the colonel turned politician, that senator included in the 2nd batch of plunderer? He is Like our local CPLA kingpin who fought for against alleged corruptions and other abuses! What a shame, but they got no shame because the glitter of gold is their god, Satan’s most effective weapon to strengthen his kingdom. Truly without doubts, ‘ the love of money is the root of all evils.’ Our greatest consolation as abused poor is in our trust with the Lord’s words ‘Blessed are the poor in spirit ( the poor N mild tempered) since they will inherit the earth’.

  9. I believe that everybody is aware that the results of 2016 elections affects us. But the question is how could we change the people who sold their votes. With the prevailing poverty in the country, many electorates vote for the highest ‘ buyer’. ( Latest survey shows, Abra is no longer one of the 20 poorest provinces, Ifagao n Apayao remain) .Roxas is known to be ‘ clean’ but appears to a weakling. Poe needs more experience n Binay is well experienced but unfortunately experienced in CORRUPTIONS. We have tough talking mayor of Davao who have proven his worth by implementing the law making Davao City the pride of the Philippines – 3rd SAFEST CITY ENTIRE THE WORLD by latest survey.
So Duterte is our greatest hope to continue the Matuwid na Daan, but if he refuses to hear worldwide voices, then Roxas is the only option. Our homework is to take courage in helping our less educated poor neighbors to vote for the best qualified – the man of action (not necessarily a decent man needed in Malacanang but aggressive man as Trump the leading republican in the USA aspirant said)
Peace, love n courage be with us.

        • How could we change the people who sells their votes? Due to poverty, this “vote buying-vote selling” of politicians and voters will not be stopped (even if there is law against this) because of lack of enforcement or it is already in the blood of many of us. What can we do? Let the politicians pay for votes and voters accept the money this politicians (from all parties or camp) give-out, but let the people vote for the best person for the position, no “forcing” or bullying. How can this be done? Eliminate political PAGS (nga pagpab-pabuteng dagitoy takrot nga politiko), and/or create “Task Forces from AFP and PNP” to respond to reports of policians/PAGS of bullying voters, almost everybody has cellphones nowadays, just advertise the CP number to text anonymously or not.

Almost our voters will accept from right to left vrrtical n horizontal at the end of the day they will vote according to their consciense or they let the highest bidder to prevail which will probably done bec of poverty n the information gap they are experiencing becsuse the media ngo n the church fsiled to inform the public due to fear of reprisal to the politicians and if not they serve as spin doctors like rose marites gadiang sumangil and others. Relative to PAGS all of them have their own pags. The most prominent politicisns who have pags since 2007 were crislogo luna valera guzman bernos n bersamin. Im sure tagamasid will not agree that bersamin has pags be he do worst he utilized pags that taxpayers are paying their salsries u go to capitol u coukd see the platoon if army n pnp personnel servibg as pags of kokiglig. It was led then by a col ugadan who blocked the pnp in serving a warrant of members of the pag og cong joy n koliglig.

    • Let us pray that God will enlighten him to accept our call. Here is the words of icon pacquiao about mayor Duterte ” I admire most for his strong personality. It’s a rare to find a leader like him. I admire him for his honesty and integrity as public servant. He is a model when it comes to public service.”
Abra as I mentioned in my previous post had graduated as member of the gang of 20 poorest provinces. This implies that Gov Takit has contributed much for minimizing long experienced poverty in our province. Come 2016 when he become the mayor, Bangued will finally eradicate fears from killings, high taxes, and peace will finally reign.
Our prayers for peace, love, n joy for all.

  14. In its decision, the Ombudsman said she found “substantial evidence” against Millare and meted him the penalty of a fine equivalent to three months of his salary, payable to the Office of the Ombudsman immediately upon receipt of the same so as not to complicate matters relative thereto. The decision noted the fine “may be deductible from the respondent’s retirement benefits, accrued leave credits or any receivable from their office.

  15. Selective Justice or palakasan or highest bidder in manipulating our judicial system?, you name it…..otherwise, our agtatakaw elected or non-elected government servants would have been rotten in jail by now….sige lang COA and/or Ombudsman enjoy your day for you are now on the verge of final judgment if your own painful karma wouldn’t be enough yet…Selfless citizens who really love justice, let’s join together to support those who have real balls in pulverizing corruption which is the real root cause of poverty and proliferation of other unstoppable injustices. If you can’t find them in the province maybe we got a shot in the national level esp. those who are running for President.

  16. If only the silent poor majority voters could realize that the like or combination of Duterte and Lacson are the answers of their prayers, the whole country would cease to suffer of unending poverty and other injustices in the hands of our corrupt government servants. It’s indeed their collective choice if they want their children to get rid of the same fate they have been through or still going through…Could we help them realize this fact citizens of good heart?
