This new ordinance was supposed to be in effect last week. But due to the lack of information, the police were distributing this flyer as a warning. No one has been arrested so far.
This ordinance I heard was patterned from similar ordinance in Davao City and Marikina among others. It was authored by SB Joel Bolante. This was enacted probably to curb the killings done by men riding-in-tandem using the motocycle.
I have not seen the full text of this ordinance but judging from the flyer below, I personally see it as a violation of everyone’s right to ride with anyone they want. This is simply illegal profiling.
Personally I find this ordinance unnecessary.

I never heard that the municipal ordinance of Bangued was passed by the Sangguniang Panlalawigan. For a municipal ordinace to take effect, it must be approved by the Provincial Board, like other ordinances. By that per se, the implementation of the riding in tandem ordinance is illegal.
I truly respect the purpose of the ordinance, which is to curb criminality in the municipality perpetuated by “riding in tandem”. But the end does not justify the means. I agree with Sysop that it curtails basic rights of the riding public. Take note, there is no national law that imposes penalties to two men riding together or riding in tandem. It means it is not prohibited. So therefore there is no legal basis of the ordinance. Plain and simple, the ordinance is illegal. It violates the right to travel and public conveyance.
While I strongly agree that it may somehow curb killings in Bangued, It is not the solution in solving or decreasing violent deaths.
The solution to this is to dismantle the private armed groups maintained by the politicians. Look at the homes of the politicians, you will see men all toting or carrying belt bags or shoulder bags roaming around the vicinity of their houses and even the municipal hall, or wherever a politician is going.
Why not prohibit also the carrying or having shoulder or belt bags by men.

Every ordinance passed in the in a barangay has to be concurred by the sanguniang bayan of the town. Every municipal ordinance has to be concurred by the sanguniang panlalawigan. Meaning that the SP has to approve the municipal ordinance for it to take effect. I know this because for several times, I have been called to the SP to be either a resource person or I am part of the one pushing for the ordinance to be passed. while I may agree that somehow it may curb the incidence of deaths perpetrated by riding in tandem, I am questioning the procedure it was passed, because it did not go the normal process. As you say, peter brown, the first step in the formulation of a resolution or ordinance is for the holding of a public consultation for all people to know the purpose, the contents of the ordinance. I did hear from the radio a schedule of a public assembly regarding this ordinance, but sad to say, only a handful people attended such a public consultation. Why? Because most of the people are either afraid to voice out their views because of intimidation or they just don’t care at all. If you really care about this, you should have attended the public hearing that was held at the premises of the municipal hall of Bangued. The only thing is, they did it only once and right under their noses. Who would jeopardize his life questioning a priority “Papogi” ordinance of Dominic Valera. Would you dare peter brown? i don’t think so.
I agree that the ordinance may somehow curb killings done by people riding in tandem. I had family members executed by people riding in tandem, but who are these, riding in tandem killers? Quite ironic, because the perpetrators are minions of politicians who are somehow connected to the ordinance. See, my point is why don’t just this politicians ask themselves to stop ordering their minions from summarily executing people perceive as their enemies. See that most riding in tandem killings are done by politicians’ armed bodyguards cum hired killers.

The ordinance made by the Municipal councils of Bangued is a copycat to the ordinance passed by other cities like Mandaloyong. Some may see it as a violation of human right but as always, laws are enacted for the greater good and not only for the few. For the sake of many, we can always sacrifice our own comforts. At least, our good municipal councilors have done something to curve violence perpetrated by riding criminals in tandem even in this small way and unnecessary. The downside of democracy in the Philippines is that we are only concerns of our rights. We talk so much, we criticized a lot that we forget our obligations as good citizen of the Republic. As one says “Wait till you become”. Let us give the ordinance the benefit of the doubt. As always, let us pray to God Almighty that He may finally give justice to our Province and destroys all these corrupt practices and violence that is prevalent to our Province.

The “Riding in Tandem” ordinance is already signed by the local executive hence it is presumed that it had gone through public consultation. An ordinance can only be repealed through a tedious legal procedures. I think that only few people and does not even represent a significant numbers are trying to discredit the ordinance. Davao City as we always heard has a lot of “Do not do” signs put in places around the city and so they could claim the identity as most peaceful and orderly city in the Philippines. If a place and its people are immature we need more laws to limits our evil tendencies. I could also sense a lot of immature bloggers here in aCom. Sir Sysop should regulate the system and be more strict in implementing the rules of engagement here.

Psalm 119:11 says ” I have hidden your Words in my heart, that I might not sin.”. Reading gives us the right path, a ‘ lamp to our feet, a light in our path.’ Furthermore knowledge of the Scripture gives us inner peace that promotes better health and quality life. So why don’t we read the bible and listen to God’s word and share to others His beautiful messages a way of helping Abra a better place to live in!
