THE Department of Budget has released the shares of Abra, Kalinga and Mt. Province in tobacco excise tax collection in 2012.
The Special Allotment Release Orders (SAROs) and the Notices of Cash Allocations (NCAs) were released by the DBM to local government units producing burley and native tobaccos and manufacturing Virginia-type cigarettes.
Initially, a portion of the total tobacco excise tax shares amounting to P3.45 billion was released by the DBM which is divided among tobacco producing and manufacturing LGUs.
Of the amount, Abra has a share of P432,631,219 from the 2012 excise tax of its 5,200,727.70 kilograms of locally-manufactured Virginia-type cigarettes.
The provincial government of Abra has a share of P185,413,380 and the rest of the amount is the share of the tobacco producing and Virginia-type cigarette manufacturing municipalities.
The LGU breakdown is as follows: P46,102,811 for the municipality of Pilar; P26,803,492 for Villaviciosa; P22,320,886 for San Isidro; P14,030,526 for Pidigan; P13,339,852 for Tayum; P12,840,740 for Luba; and P10,649,249 for Bangued.
A share of P4,888,632 is given to Bucay; P4,592,167 for Danglas; P5,678,953 for Dolores; P4,622,803 for Manabo; P7,150,347 for Penarubbia; P4,675,852 for Sal-lapadan; P6,791,384 for San Juan; P6,752,013 for San Quintin; P4,578,109 for Tineg; and P5,618,943 for Tubo.
The municipalities of Boliney, Bucloc, Daguioman, La Paz, Lacub, Lagangilag, Langiden, Langayan, Licuan-Baay, and Malibcong also gets a share of P4,578,108 each.
From the 2012 collection of burley and native tobacco excise tax, Abra has a share of P359,918 for its; Kalinga has P26,665 and Mt. Province has P18,054.
These provinces has a volume production of 105,038 kilograms; 7,782 kilograms; and 4,269 kilograms of burley and native tobacco respectively.
LGUs can download the funds only after documentary requirements pursuant to Local Budget Memorandum no. 69 has been submitted to the DBM-CAR.
These documents include a list of projects and programs relative to tobacco farming, livelihood, capacity-building, infrastructure and agro-industrial projects to be implemented using the fund with supporting documents such as the approved City Council ordinance or resolution for the projects/programs, the mechanism and period of implementation, and the projected and estimated number of beneficiaries.
The projects and/or programs should be included in the Annual Investment Program and they should have a Copy of Certificate of Registration from the Securities and Exchange Commission as well as a Copy of Certificate of Accreditation from the Cooperative Development Authority.
The 15 percent share of the LGUs from the incremental revenue from the excise tax on tobacco products and locally manufactured Virginia-type cigarettes is in accordance with the Republic Act 8240 and RA 7171.
In a statement, DBM secretary Florencio Abad said the allotment of shares is for tobacco farmers and cigarette manufacturers to sustain the industry.
“Tobacco farmers will now have the budgetary support to develop their self-reliance through livelihood and cooperative projects that can help increase their productivity or enhance their income,” he said.
“More than just strengthening the LGUs the benefit from the releases, the proceed from the taxes give these LGUs more economic opportunities. In the end, the progress of the tobacco industry also sustains the country’s overall economic expansion and exclusive development,” he added.

Pilar, where I worked for more than a decade still has dirt roads when I visited my friends around recently. But happy to note and to learn that the provincial road from poblacion Pilar to Dalit, with around 20 km which used to have only sporadic cemented parts is now completely cemented. This was completed by the support of gov Takit according to reliable informations I gathered from barangay captains n SBs . No awan ni gov. Ken ti KALAHI PROGRAM nga nangsemento ti Patad n Nagcanasan road, adu nga kalsada pay laeng ti saan nga nasemento sa diay ti laksid ti kadakkel ti share ti Pilar. Napanan ti kuarta? Naibagayon tadi,casino, mansions, luxury cars,investments here n abroad.
Take note: RA7171 became a law in 1990 during the term of pres. Aquino. The share of provincial government this year is more than 185 m from the 432 m for the entire province. As I mentioned before, RA 7171 is giving our congressman n governor bigger amount than 70 m from PDAF. So you could imagine how much was received by the province before Takit’s . There are accuses against gov Takit which may be partly true, but what he has done good for our province is greater than what previous governors had done put together.

Brother MOKONG, the kind of revolution that I have in mind is for the farmers to stop planting tobacco because they are just like slaves of our heartless politicians. They instead plant other high valued crops such as corn, garlic, union etc. which are free of excise tax .

It’s unfortunate that somebody aspiring to be a lawmaker does not know about amendments, and the influence of a president to a possible amendments of the provisions of a law like this corrupt infected law RA 7171. I believe the president who usually controls both congress and senate could suggest corrections of this RA to benefit the poor farmers instead of being used as milking cow of heartless politicians. I’m now convinced that such possible new hope for change does not deserve votes of Abrenians and my vote dreaming for change. The failure to hear the Huge Anouncement for the candidacy didn’t happen during the province festival only justify that everything is nothing but plain farce.

We are hoping that you have file your candidacy and hoping that you could make a big difference from the present situation in Abra. As saying goes; it there is a will then there is a way. Because, at present there is no candidate to go against this greedy politician, who does not offer window of opportunities for the underprivileged. Who every project they make you can find their big tarpaulin that this is their project, where in fact it came from
the peoples tax thus making their constituent a stupid person. They give less and expect an ROI to that big. Soo big that they cannot even carry them. So if we vote again this politicians less assure there is no much time to

There will be training & I probably will need people like you in the group. I will get more information by the end of this month. Anyone interested, they also have a shortage of investigators in the Luzon area which is the reason of delayed dispositions of all filed graft & corruption cases although there ia already an assigned case number. They only have 7-investigators throughout Luzon.
As a commemoration of the Graft & Corruption awareness next month, I plan to sponsor a Citizen Action Group with the IWPR- institute for War & Peace Reporting, CCJD- Center for Community Journalism & Development, Minda News, and the NUJP- Nat’l Union of Journalists of the Phil. They are all in partnership responsible for the Phil. Public Transparency Reporting Project as well as the Phil. Human Rights Reporting Project.

If only we have the manpower who would work together, we could accomplish more to see a result. Ms. Hennessey is in Australia & I am here, in the US. It’s so difficult following up via emails or phone calls. I feel a follow-up in person is more effective. Getting results take more time because if this.

Until I have in my hands all the requirements to file my candidacy, I am not making such an announcement. If you push through with your desire to make difference of our province, you can have my modest support, as long as you don’t go head on with Takit (As I mentioned before). I also support anti-dynasties campaign, and vote only gov Takit if other Bersamins will participate.

Posted by comli2013 | April 12, 2015, 1:20 pmmadam comli2013, Article IX, section 2, item #4 of the 1987 constitution states that no officer in the civil service shall engage directly or indirectly in any electioneering or partisan political campaign.
Though this was clearly stated in the Philippine constitution, it is well known that civil servants are dragged into the political fray because they have no choice but to follow their bosses, who most of the time are politicians.

There are laws relative to the civil servants on theur accountability to the people they are serving for like the RA 4316 or known as the code if ethical doctrine of public officials n employeees. Some of our lGU employees dont know this doctrine eventhough they are filing SALN. They should ask Mr pex Acosta to lecture them with this act.

This is one good example for a reason to introduce a new HB .

Because, as far as the civil society is concern, justice is only for the rich and privilege person in Abra. Then when you transact with the local LGU, you need a lot of grease money to ease up the burden of waiting, this employee are not meant to serve the people of Abra, they wont open their files if you do not give the so called LAGAY. We have a lots of Laws that is not being implemented in Abra.

Change gotta start from our Justice System down to our local gov’ts. This is where we really need a caring & honest President to impose tough consequences for the lawbreakers whom the people had entrusted to deliver good service.
In America, you break the law, you pay for it. It does’nt matter if you’re the wealthiest or not. We can make our country as one, if we elect a good President.
I received a text yesterday. My nephew’s case was re-scheduled because there was no Judge to hear cases scheduled for that day? How is this possible? All these must be changed. We can do it! I sense a lot of intelligent Abrenians who can effectively work together to help reform what is not working for the good of our province. Enough is enough…The time has come….

First have you experienced firsthand victim of “injustices” meaning have u been charged in the court or in any quasi judicial body for u to know that justice is for the rich only. U are one of those promoting info gap to abrenians with intent to destroy the trust of the masses towards the current sytem of democracy. Im telling this becaus i was charnged indiscriminately in the dufferent forum( court quasi body) n my complainants are rich n influential people of abra like koliglig n his allies n his foes because they cant turn my head to be blinfolded in yheir corrupt practices n illegal activities . as long u are in the side of truth yuo will be vindicated thats why i beginning to trust the justice sytem.
