UPDATE: ABRECO to live another day

Earlier, we reported that APRI will disconnect service to ABRECO at noon on November 17, 2014.


In another email to abrenian.com, APRI agreed to extend the payment deadline to ABRECO by November 18, 20014 at 3:00PM (Philippine Time). This act is a gesture of support to DOE, according to the email.

ABRECO has to pay Php 13.7 million by this date to avoid disconnection.

    When we experienced the same problem before , I made mentioned a possible source of money to pay Abreco’s deficit, from RA 7171, the BIG MONEY, from tobacco excise tax. Tobacco farmers called this RA 7171 as 7 awan 7 awan. Again, in 2010, I overheard our former cong. said that ” bassit tiRA 7171 tatta, ta 150 million laeng”, and mind you this was only the first release of 2 releases per year. Another woe is the excessive politicking where people are put into a position because of who they knew not what they know. It is common conclusion that leaders of Abra has no iota of “delicadeza” when they hold on to a position at all means even when people are already living miserably because of their undoings. Instead of the RA 7171 that Pagayam Tagamsid is always mentioning, the Provincial Government may lobby for a wind mill power plant project to the Department of Energy so we may have an independent power source. The Pangasinan Provincial Government have made an sensational move just recently when majority of the Board Members approved a resolution endorsing a proposed nuclear power plant project in the province by a Korean firm. Sometime, an unpopular decision has to be made if the public good is put in the line.

    • This problem will not go away until and unless a genuine change in the management of ABRECO is effected. A special audit of the finances should immediately follow and all those responsible for the plunder of funds should be prosecuted to the fullest extent of the law. We cannot forever use a band-aid solution to this problem. What we have at ABRECO today is an incompetent, inept and less than honest management. Let us call a spade, a spade. The GM of ABRECO is being congratulated for a job well done because he was given a one-day reprieve. The job of the GM is to manage ABRECO and we can all see the mess he has done. Perhaps, people who think the GM must be congratulated have their eyes “wide shut”. Well, what can I say, “None are so blind as those who refuse to see”. If indeed the GM of ABRECO did his job well, then why do we have this problem again?
      He is even trying to insult our intelligence by blaming storm “Mario”. The province of Ilocos Sur was the worst-hit province. They even had to seek the help of INEC so they could restore power in the province at the soonest possible time. Yet, they do not have any problem meeting their obligations. I was not born yesterday. The excuses made by the management of ABRECO are meant exclusively for the gullible.
      The whole trouble begun when GM was placed at the helm of ABRECO. Everyone in Bangued knows the financial status of the GM before he entered ABRECO. You have to be blind not to see how he has lived it up since then. Napakahirap nang tiisin and kakapalan ng mukha ng mga miyembro ng ABRECO management team. Nakakaawa na ang mga taga ABRA. Tama na, sobra na, patalsikin na.
      With all due respect, my friends, funds coming from RA 7171 is not a genuine solution. If we use it to prevent a cut-off, it will only serve to embolden the management team at ABRECO to continue on its evil ways. The permanent solution, with all due respect, is to change the management team of ABRECO and to make sure justice is meted out to them. Unless we do it, this problem will continue coming back like a nightmare.

    • I dnt have formal training in fiscal management but pls give a glance to my post koliglig that reallignment of fund not intended or d kasama sa budget for 2014 will constitute malversation of fund. Takit n others know that. For takit to help abreco first he shold let gm to be accountable for the mess he created by asking him to resign n file apropriate charges if tgere are evidences to indict him fir graft.kaso d nya magawa kc kaaway ni jendrix mga seares fir takit sino kaaway hendrix kakampi nya kc gusto nya pagsabongin ung opposing grp yan style ni koliglig na idol ko sa chicks.

    You are right sir Pedro, inefficiency, corruptions are the main roots of this problem. Sacrificing RA 7171 is not the solution. But my point here is an immediate solution, after all the poor farmers sweat n blood RA 7171 is used by evil minded politicians for their personal interest instead of uplifting the miserable life of the lowly but honorable tobacco farmers.

      • All of us want an immediate solution to the problem. I understand you fully well, TAGAMASID. Each of us is entitled to his or her own opinion. We are all united in the need for reforms. There is no quarrel with that. But ERIC SHAWN has a point, funds coming from RA 7171 cannot be used for the purpose of paying the arears of ABRECO. That would be another violation of the law. If funds coming from RA 7171 are being stolen by local officials, let us make them accountable for that. It is high tiime public officials are prosecuted and jailed for their shenanigans. Let us do our share in giving back to our tobacco farmers their share for their diligence and hard work. If we must suffer the loss of power, then let us suffer if it is the only way we can boot out the crooks in ABRECO. We must put an end to this madness. We have suffered long enough.
        Let us remember, the problems of ABRECO will not end if the arrears are paid to Aboitiz Power. The problems are so enormous – non-payment of salaries, non-remittance of SSS contributions, non-remittance of Pagibig contributions, non-remittance of BIR withholding tax as well as non-payment of loans. The longer the management team stays in ABRECO the bigger the problem will be. Is GM Loreto Seares, Jr. above the law?
        Let those who want to defend the management team of ABRECO defend them. Everyone has the right to make a fool of himself or herself. After all is said and done, it is the long suffering people in Abra who will decide on whose side they will be on.

  12. In the interest of fairness and truth, Gov. Takit, in an interview aired by TV Patrol Ilocos yesterday said that the problem plaguing ABRECO is mismanagement. I absolutely agree with him. Whenever our leaders are neglecting their duties, let us criticize them and remind them of their sworn duty. But surely, they must have done something good too. If are to remain true to ourselves, we must commend them when they do right by us. We are all human and there comes a time when we have to do a difficult balancing act whenever relatives, either by consanguinity or affinity betray our trust. I commend Gov. Takit for choosing to call a spade, a spade and for taking the high road, however difficult it must have been for him. I hope he chooses the straight and narrow path all the way. It is imperative that a change in the management of ABRECO be effected at the soonest possible time.
