Where in the world is Senator Drilon?

Today, the Philippine Senate started to look into the involvement of Senate President Franklin Drilon on the alleged overpriced Iloilo Convention Center.

While this is going on, where is Senator Drilon?

He’s actually here in the U.S. This photo was taken today in a Premium Outlet in Livermore, California. Notice in the background is Drilon busy with his phone. He’s with two other persons whom  I don’t recognize.

When you start to feel the heat in the Philippines you ran to a much colder place like Northern California…

Maybe that is what you are referring to Pagayam NeverKnown. Human being truly values freedom. Historically, if freedom will be threatened will surely cause for an uprising. The North Korea that you have mentioned is the last bastion of Communism. Truly different in form in which monarchy was incorporated in its system. Kim Il Sung down to the grand son Kim Jung On were revered as King and Father of North Korea. Since God and religion was excluded in their national ideology, they would ambitiously do all their evil might to conquer South Korea and parts of the world. It is ironic that their people would starved because the government prioritize their nuclear armament rather than agriculture to feed its people while the South Korean counterpart would allocate a part of their national budget in food support to the North. If the issue of reunification will come to its fulfillment, it would be the end of world communism. Senator Drilon’s case in the senate will not going to prosper I would say since he is an ally of the President. Pnoy is notoriously known to acquit his allies quickly whenever they are involve in scandals and in the contrary will readily convict his perceived enemy in the court of public opinion. All these Zarsuela in the Senate has an aim to allow the administration to cope up with the presidential race comes 2016. Let us all pray for enlightenment to these power hungry politicians.

  5. The House committee on Public Works and Highways will pursue its scrutiny on the 200-million Abra Provincial Hospital, one among the government infrastructures built by controversial Hilmarc’s Construction Corporation (HCC) being investigated for alleged overpricing and possible corruption.

    Supposedly completed in 2010, the 170-bed capacity hospital building which stands on a 5,498 square meter land in Calaba, Bangued, went only in operation three years after when the crib wall of the stonemasonry collapsed and structural defects reportedly became evident after a storm hit Abra in 2011.

    The Department of Health through it’s universial health insurance system implementing agency PhilHealth, has also ordered the downgrade of APH status earlier this year from Level 2 to Level 1.

  6. This issue keeps coming back. I guess it will remain a burning issue until the hospital will serve Abrenians the was it was supposed to.If you recall, a part of the new hospital was damaged during a storm due to substandard materials. This was back in July 2011.- the story was on our old site – Substandard Construction Blamed on APH Building CollapseThe damaged building was since repaired. I saw it for myself back in March this year. But the wall remains untouched.A user alerted me that the wall is finally being repaired AGAIN to the tune of P14 Million. The user sent mesome snapshots of the on going repair
    This so called “Legacy” by the Governor has been such a roller coaster ride. There were so many contrasting reports. So I decided to get something straight from the horse’s mouth – the governor himself and even the First lady herself. So don’t take my word for it. Read on…these are OFFICIAL news reports by reputable news sources. (I am posting each stories on it’s entirety in case the source link will somehow mysteriously disappear. So bear with me.) You can draw your own conclusion.
    First, the construction was completely under the radar until the New APH got damaged in 2011.
    Substandard building construction blamed

    The partial collapse of a newly constructed hospital building in Abra which brings back the worrisome images of collapsed Ruby Towers in the 1960s is a hot topic amongst overseas Abrenians including Filipino Australians, writes Robyn Alfonso.
    The ire of Abrenians living overseas has recently been ticked off by news of the newly constructed provincial hospital having been badly damaged even before it got the chance to open.

    Several threads in discussion groups have been throbbing hot with exchanges as to how the damaged back wall occurred.
    Posted photos triggered allegations and suspicions of ‘substandard materials’ used, while others questioned the reliability of design.
    On closer look, it appeared however that the damage has been partly caused by the collapse of the rip-rap retaining wall that the building was adjacent to.
    The contractor of the damaged building, according to reports, was Glen Eduarte, Mayor of Tayum, a town next to the provincial town capital of Bangued.
    The gaping wall exposed a construction lacking in reinforcement, one concerned Abrenian observed.

    Then the Governor assured Abrenians that the Hospital is sound and he will launch an investigation on what happen. He consider this as a priority project (see bold letters). Note This was in July 2011.

    Abra gov assures soundness of new hospital building

    BANGUED, Abra, Aug. 3 (PIA)- – Governor Eustaquio P. Bersamin assured that he will look into the soundness of the new Abra Provincial Hospital (APH) building currently under construction before it is turned over to the provincial government.
    This he made in the wake of criticisms being made after the cribwall of the stonemasonry that is supposed to protect the new hospital collapsed last week.
    This incident generated so many negative comments in the social network and the media, not only against the contractors and the provincial engineers who are supposed to be supervising the construction project but to the Governor, he being in command over the implementation of the said infrastructure project which is funded by a loan from the Land Bank of the Philippines.
    The Governor urged the people instead to help him ensure that the project be completed efficiently rather than giving so many negative statements that are demoralizing.
    He gave his assurance that investigation is going to be conducted within their level because he is for good governance and transparency. He also appealed for the people not take verbal reports ‘because the damage has to be investigated to determine who is at fault and we have to consider many factors surrounding the circumstances.’
    “I would like to tell everyone that I am determined to fix everything because I want to finish the project despite what happened. We need this new hospital very badly because as of now, our old hospital can no longer accommodate our sick patients,” he announced.
    Bersamin also said that he will make sure the facilities that will be put into the new hospital will all be new as he would not want to bring in the old facilities like beds and anything from the existing APH. (JDP/MTBB-PIA CAR, Abra)

    Septermber 2011, Here’s an interesting piece. The governor declared that the Hospital will be opened at the end of the year (2011). Also, the damaged ripraping was supposed to be repaired by the contractor at his own expense. So why is the construction is now going now (see above photos) to the tune of P14 Million at the expense of the Provincial Government?
    New Abra Provincial Hospital to be named “Dr. Luis F. Bersamin, Sr. Memorial Hospital”

    BANGUED, Abra- – The Abra Provincial Hospital Annex Building will be named Doctor Luis F. Bersamin, Sr. Memorial Hospital after the late father of Governor Eustaquio P. Bersamin, who initiated the said project.
    The draft ordinance naming the new hospital building which will be inaugurated before the year ends, was presented in a public last September 12.
    People who knew the late Dr. Bersamin recall how he served with compassion especially the impoverished Abrenians, for free, not only during his stint as governor but even before and after his term as governor.
    There was no objections on naming the new hospital building after the late past-governor during the deliberations. Moreover, the proposal was unanimously voted by the members of the and likewise recommended by the provincial health board.
    The SP is now preparing all the documentary requirements set in the guidelines of the National Historical Commission of the Philippines in renaming schools, hospitals and other public structures named after the province or municipality.
    Meanwhile, the damaged riprap at the back of the hospital building is already being reconstructed by the contractor at his expense and under tighter supervision of the Provincial Engineer’s Office. *(JDP/MTBB-PIA CAR, Abra

    This gets more interesting. January 2012, New Equipments worth P10 Million was supposedly delivered to the new hospital. I didn’t see anything when I visited the place in March 2013. I did see some boxes at the ground floor. BUT the hospital is not ready. So the Governor again promised that it will open mid-year.

    DOH-CAR delivers equipment to new Abra Provincial Hospital

    BANGUED, Abra -– The Department of Health–Center for Health Development – Cordillera Administrative Region (DOH-CHD-CAR) had delivered last week the first set of hospital equipment to the new Abra Provincial Hospital.
    Provincial Health Officer Godofredo Gasa announced that delivered equipment costing P10 million include: bio safety laboratory cabinet, two units of laboratory water bath, laryngoscopes, blood pressure monitors, suction machine, electro-cardiograph machine and anesthesia machine.
    More medical equipment are expected to be delivered soon. The provincial health office ad proposed to the DOH-CHD hospital equipment worth around P40 million.
    In an interview with Governor Eustaquio P. Bersamin, who is instrumental in the construction of the new hospital building, said the new APH building will be opened hopefully within the mid year. This is to make sure the structure is finished and furnished properly and adequately.
    The construction of the new APH building was supposed to be finished within the first quarter of this year as earlier projected and programmed, but the completion is delayed due to the damage incurred last year.
    Besides, the Governor said they will have to procure the needed facilities and equipments that are needed in the operation of the new hospital.
    The existing old APH building will be maintained to accommodate more patients in the future and hopefully the in-patients and out-patients will not have to be occupying the same building and using the same facilities. (JDP/MTBB-PIA CAR,Abra)

    Now the Coup De Grace, “right from the horse’s mouth” – This new release was taken from the Governor’s Official website. Note here, the Governor is saying that the construction only took 14 months from February 2010. This is not possible considering the cronology of stories above. Is this a typo? or the Provincial Government can’t do math? Also note about the amount of P20 Million and it does include the repairing of the wall.
    Lastly, despite all the money that was poured into this Hospital, The first Lady is going around the U.S. asking for money from Expats for the hospital rooms.
    Better health services seen with opening of Abra’s new provincial hospital
    BANGUED, Abra—In support of the government’s health agenda called “Kalusugan Pangkalahatan,” Abra’s new provincial hospital finally opened its doors to the public.
    Aiming to improve access to quality health-care services in hospitals and other health facilities by the poor and marginalized sectors in the community, the hospital is located at Barangay Calaba in the capital town of Bangued adjacent to the old hospital.
    The new provincial hospital is a two-story structure with a floor area of 5,498 square meters and a 170-bed capacity, an improvement from the existing hospital. Aside from new equipment, the new hospital will also receive state-of-the-art CT scan, digital x-ray, x-ray machine and a C-arm.
    The construction of the new hospital is funded by a P180-million loan obtained from the LandBank to cover the infrastructure, auxiliary system, taxes and allowable mark. The construction was commenced in February 2010 and completed in 14 months.
    Aside from the loan, an additional P20 million was appropriated to cover the completion of the civil works which includes the cementing of the parking lot and access roads, the strengthening of the retaining wall, and the land escape.
    To assure continuous service and provision for potable water, the additional amount was able to add up for the installation of a high-tech ultra-filtration water system and a 500-KVA generator including a sewerage-treatment plant, compliant with the waste-management law.
    With its soft opening and pending the acquisition of new equipment, the new hospital temporarily serves as extension of the old hospital, housing the private rooms and the wards.
    With the support of Abrenian expatriates under the adopt-a-room project initiated by Abra First Lady Ruby Bersamin, each private room has a television set, a refrigerator, and an air-conditioning unit.
    Re-elected Gov. Eustaquio Bersamin said the new hospital is in support of the “Aquino Administration’s Health Agenda,” also called “Kalusugan Pangkalahatan” in partnership with the Department of Health to improve access to quality health-care services in hospitals and other health facilities for the poor and marginalized sectors in the community.

  8. I don’t understand why Sen. Drillon is being questioned on overpriced of a project when he belongs in the
    Legislative branch – a lawmaker. What i know is that Governors n mayors under the executive branch implement projects. Anybody who is expert would please explain on how funds are allocated and implemented? My gratitude in advance for this matter.

    • TAGAMASID, I am not an expert on anything. I have never pretended to be one. My two cents worth is the only thing I can give you.
      In an ideal world, my friend, you would be right. Indeed, the job of the people in the legislative department (congress persons and senators) is to craft laws that would make life easier for us lesser mortals. Unfortunately for us, this is not an ideal world we live in. And most unfortunately for us, officials in the legislative department cannot resist the temptation of dipping their itchy hands into the cookie jar.
      Aside from crafting laws, these officials are given the privilege of identifying projects to be implemented using their pork barrel fund. But these officials go to the extent of suggesting the name of the contractor and at times, the NGO who will get the project. There lies the rub. These officials deal directly with the contractor or NGO and of course the highest bidder (the one who offers the biggest kickback) gets the project. In rare cases where the official is extra greedy, the project will go to his or her own construction company, more often than not, a dummy company.
      Sen. Drillon is under investigation because the contractor of the Iloilo Convention Center and the contractor of all projects in Makati under former mayor Jejomar C. Binay are one and the same. In the Senate hearing, Engr. Canlas of Hilmarc’s Construction refused to answer any question and invoked his right against self- incrimination. To the mind of a thinking individual what he in effect said was that they are guilty but the members of the Senate Blue Ribbon sub-committee must prove it. For how can an innocent person incriminate himself by telling the truth?
      I believe all allegations of graft and corruption must be exposed and investigated whether the official is a member of the administration party or a member of the opposition. Let the chips fall where they must. NO ONE IS ABOVE THE LAW.

      • Thank you Sir Pedro Abreno for the explanation. So this scheme used by congressmen n senators is a little less evil than the Napoles non existing Construction co. Legislative branch which primary duty is to make laws for national development is focused in crafting enormous amount of money from pet projects handled by construction companies believed mostly owned by themselves. No wonder, their properties ballooned in so short time while Pilipino life remains in its miserable state. What kind of leaders do we have, who claimed to be Christian, supposedly lovers of neighbors n God but instead lovers of the glitter of gold! When shall Pilipinos learn to select the right leaders without the consideration of the amount offered in exchange of the value of their sacred votes? Certainly, LOVE OF MONEY IS THE ROOT OF ALL EVIL – the end is endless miseries.

        • By the way, TAGAMASID, I believe that Senator Drillon and VP Binay are worlds apart in credibility and integrity. If you follow the investigation of VP Binay which is scheduled again on the 17th and the investigation of Sen. Drillon scheduled on the 13th, you will definitely see the contrast. While VP Binay is afraid to face his accusers and answer hard questions, I believe Sen. Drillon will be man enough to face his accuser and answer hard questions. Then you can decide for yourself if indeed they are worlds apart in more ways than one.

    • Pork barrel or the PDAF has been used for self centered purposes more than the public good. It became a tool for patronage politics. Then Senator Flavier was the only Senator who have not touched his pork barrel but channeled these to the Land Bank in the form of credit programs to help farmers and fisherfolks. He was regarded as the poorest senator, lived a simple life as demonstrated with his home build in the 60s. As a public servant, he served with integrity and endeared himself to many with his humility, simplicity, and cheerful character. If only our political leaders will give importance on the public good as does those few good men who have live with us, we would have witnessed a different scenario by now.

The Senate/Congress investigative committees might not be pressured for whatever immoral motivating factors of rendering their unbiased judgment but how about other crocodiles from the Ombudsman and Sandigan Bayan and ultimately the Supreme Court who has the final verdict if the case is elevated to them? Could we really trust our judicial system especially if Pres. Aquino has been long gone? We could trust his cabinet members/heads in the judiciary in high profile cases but how about their action men/women who prepares the not so high profile cases under their cognizance? Crocodiles and sucking blood leeches are not just obvious in the central govt. but more on the provinces/municipalities where the majority of citizens are still suffering because of corruption and bias dispensation of equal justice. It’s indeed imperative to retain the President thru Constitutional amendments (Federalism/Parliamentary Govt.) if we want that real justice and economic growth would continue to give us hope or reign in our Country until such time that our Creator would run-out of patience and render His last Judgment Day First in our province because of our most corrupt government workers (elected or not) then to the second most corrupt province. If not, sorry for our ass for his hardships or legacy will be just part of statistics in a short period of time. Kiss my ass if I’m wrong……

I likewise believe that the Office of the Ombudsman is in safe hands with the honest and resolute leadership of former Supreme Court Associate Justice Conchita Carpio-Morales. Add to that the filing of charges against the resident auditors of the COA in the City of Makati who gave a clean bill of health to the innumerable projects implemented by the unlamented Jejomar Binay even though they were obviously overpriced. The Supreme Court is also headed by the independent minded and reform minded CJ Sereno. Of course KABULYOG, there will always be people who are less than honest working in our judicial system but the people are more vigilant and unforgiving this time. If the citizens do their part in exposing shenanigans not only in the judicial department but in any department for that matter, then we can expect a better future for us and our families.

  24. We really have plenty of y deserving Abrenians for our leaders. Unfortunately, as mentioned here in Abra A.Com in countless times, the biggest consideration for success in election time is money. I think I worked hard against the evil of vote selling but I failed miserably . This is one of my biggest failures in life. I was also harrassed and intimedidated by military used as goons by power hungry politicians, but thanks God I was spared with ‘ isang bala ka lang.’
    Man learns great lessons from his failures. I believe we have improved security with the Tuwid na daan ni Pinoy and the new PNP leadership under PD Garcia. Let us continue to educate our neighbors to open their eyes about blatant corruptions including their own because of the effects of vote buying n both selling. Let us encourage better qualified Abrenians to try their lucks. Let us continue to implore God’s guidance and power to help us find candidates that are truly honest, dedicated for people’s interest not this present self-centered crocodiles leaders we have. Let us have faith when the Lord said ‘ ask in my Name, believe and it will be given.’
