“Warlord” Arms Seized In Abra

La Trinidad, Benguet  –An arms cache suspected to belong to a warlord whom police did not name yet, was seized at a barangay chairman’s home in Lagayan town in Abra.

This after an aggressive drive versus lawlessness in Abra has been reaping fruits with three drug peddlers also cornered before the arms cache haul.

At least 11 high-powered guns including assault weapons and ammunitions were hauled in barangay Pulot, Lagayan town Tuesday morning.

Abra police director Senior Superintendent Albertito Garcia, who is leading an elite police group called “Abra Shield” recently instituted to arrest the rising lawlessness in the northern province said operatives on orders of Judge Renato Pinlac, the Acting Executive Judge of Branch 25 of the Regional Trial Court, of San Carlos City, Pangasinan seized in the house of barangay Pulot, Lagayan chairman Leonard Jimenez Donato a Winchester M-14 rifle bearing serial number 11208 with inserted magazine and loaded with 10 rounds of ammunition; an Elisco M-16A1 assault rifle with defaced serial number with inserted short magazine and loaded with 11 bullets; another Elisco M-16A1 assault rifle with tampered serial number RP155451 inserted with a short magazine and loaded with 11 bullets; a Norinco caliber .45 pistol bearing serial number 196200 inserted with 10 rounder magazine and loaded with eight bullets; one American Classic Caliber .45 pistol without serial number inserted with a magazine and loaded with six rounds of ammunition; six long magazines for M16 rifle; one short magazine for the same rifle; 175 rounds of ammunition also for M16; and one black bandolier also for M16 rifle.

Policemen also raided the barangay tanod Joy Ban-o Bersamira and seized an Elisco M-16A1 assault rifle bearing serial number RP 108962 inserted with short magazine and loaded with 19 rounds of bullets and two long magazines loaded with 44 bullets.

While policemen also seized from the house of farmer Rodolfo Concepcion Bernal, a homemade caliber .45 pistol without serial number; one bullet for caliber .45; one bullet for 7.62 mm rifle; two black homemade leather pistol holsters; and one black magazine pouch for calibre .45, while a caliber 38 revolver without markings and bullets was seized from the home of Peter Boling Donato.

Authorities also seized a Karatay gauge 12 shotgun with firearm license number 8566514 which will expire on September 25, 2015 was taken at the residence of villager Joven Donato Sindon.

All of them except Sindon were arrested, said Cordillera police director Chief Supt. Isagani Nerez.

This while barangay tanod Rey Tolosa Atayde, 40, resident of sitio Calumbuyan, also in Pulot, Lagayan, Abra gave up to policemen an M-14 assault rifle with serial number 1461054 inserted with one magazine and loaded with 14 bullets while Barangay Sabnangan, Luba town Chairman Rufino P. Buenafe turned-in a homemade single shot cal. 45 (paltik) with no marking.

Chief Superintendent Nerez further policemen to sustain this momentum and go after illegal firearms in both urban centers and the countryside, stressing, “we must continue to hit hard on these criminals who are behind the distribution and possession of illegal firearms.”

Over the weekend, operatives also of “Abra Shield” arrested two for illegal drug possession in Zone 1, Bangued. Rex Joseph Bulos Sundiam, 24, from Brgy. Sinapangan, Bangued, and Junalyn Taeza Ramilo, 23, from Zone 3, Bangued, were tipped off by a citizen stating that the suspects were on board a black single motorcycle XRM who have just bought shabu from South Calaba, Bangued, and were heading towards Bangued town plaza.

Operatives intercepted the motorcycle of the suspects and found one sachet of suspected dried marijuana leaves; one improvised tooter and two cellular phones.

Operatives also arrested a farmer last Friday afternoon in his own home in Barangay San Antonio, Bangued. Abner Bonete Ducayag, 20, sold two heat sealed plastic sachets of shabu to one of the operatives along the Abra river banks.

Nerez said their all-out drive versus drug syndicates in the highland Cordillera region will be further pushed to higher levels.

Since the start of “Abra Shield”, prompted by the brutal killing of former journalist Jacinto Turqueza more than a month ago and the alleged spike of lawlessness, and resurgence of warlordism in the province, several criminals have been arrested and are now facing charges.***Artemio A. Dumlao***

  3. Good job Abra PD Garcia. We expect that other municipalities known for far worst killings should also be raided. In fact, Bangued should have been the first one considering the number of deaths n drugs related incidents that happened recently. If Lagayan is singled out, there is a general impressions that such raid had a political color because it is the only strong opposition to the provincial political leadership. Further raids will surely result on less firearms because owners just transfer their guns in safer places.
    The search warrant issued by a judge in Pangasinan shows that PNP has no more trust in Abra judges and probably Abra justice system.

    • its true that the justice system in Abra cannot be trusted. First of all we have a Provincial Prosecutor who lawyers for the criminal proteges of Abra politicos. Just take the case of this barangay captain of Pulot Lagayan. He was caught in possession of more than three high powered firearms and yet the corrupt Provincial Prosecutor recommended bail even if under the new law there should be no bail recommeneded. That barangay captain should be holed up in jail but because of twisted process of preliminary investigation he will post bail and will be free again to commit more crimes. Watch out, when his case gets to court it will be dismissed by the corrupt judges also.

    • We are most grateful to the Abra Shields for the efforts in locating and disarming lawless PAG elements in the province. The efforts however was a way midpoint in neutralizing these armed groups and their evil politician handlers. We cannot however mandates those people who has the knowledge of those crimes committed to courageously stand as witnesses because of the high probabilities of being killed. They may have many ambitions in life or yet they have their families and children that are defending on them. These is the dilemma of the common citizenry. These crops of evil politicians who likes to sow fears through the barrel of their guns would not go the distance before they will witness their evil deed to fall heavily upon them and their kins for generations. These is the law of the universe. You reap what you sow. I would like to renew my call for the churches to stand for the peace and prosperity of the province. A simple prayer of a parishioner has power to change the province. If all of us will pray in unison for goodness and righteousness to prevail what do you think would be the power that will created out of those prayers? God Bless Abra.

Donato was a former henchman of jendrix fir bigtime hit for reasons they only known for them they parted ways so a poltician who want jendrix out of lagayan took advantage of the hook so he started to issue fas.

  11. Last year I mentioned the words of justice Bersamin that ‘ people beyond the river were responsible on the death of cong. Chito.’ The best blogger in this forum was confronted by the Bersamin Clan ’cause he had gone beyond the issue of Chito’s death – the ininffecientcy n corruptions even in higher court. But with his humility as a true gentleman, he accepted his blunder although i personally believed that he exposed the truth.To make it short, the criminals behind his death is as clear as the sky in summer to the Bersamins, but the question is, why does the Bersamins does not retract their charges. Is it political vested interest? Vengeance for no cause? The governor who stayed in the US for almost 1/2 of his life might have good reasons to have cabalio behind bars. We don’t understand him as religious founders of different sects don’t reallyunderstand God’s words that’s why we have so many religions today. What’s your opinion on this issue, especially Neiling, whom I acknowledged to be expert on religious matters.

      • Im not a lawyer but i beg to disagree with bloggers pretending to know legal procedures. If indeed there are no evidences to file murder case against vicsyd then the doj panel should have not filed the information to the court meaning there was a probable cause to indict vicsyd so a full blown trial be needed to convict or to acquit vicsyd. So ung blogger ngsasabi na til now walang solid evidence mono sya.

        • With all due respect, it may be very difficult to understand why charges were filed against former Gov. Vicsyd in the absence of evidence about his complicity in the murder of Cong. Chito. I have read all the posts in this thread and I noticed that there have been so many insinuations about the participation of politicians and hitmen but the major piece of the puzzle was never mentioned. As I have written many times before, I have no political allegiance to anyone. My only allegiance is to honest, competent and resolute governance and more importantly to the truth. I am merely a keen observer of Abra politics. It is my opinion that the major piece of the puzzle is Gen. Eugene Martin. He was mainly reaponsible for the change in leadership in the province. All his moves then were intended to neutralize Gov. Vicsyd and his people. Add to that the sympathy votes cast in favor of the opposition, never mind if they did not fit the job description of the positions of governor and congressperson.
          Every crime’s solution must tell a story that is credible and simple enough for the common people to understand. The story peddled to us by Gen. Martin tells the story of a gunman who used a motorcycle in the commision of the crime. He left the motorcycle and in the motorcycle was found the receipt in the name of Panday who allegely bought the motorcycle to be used in the commission of the said crime. Only the most gullible person would believe that. Next, when the hitmen were apprehended in Montalban, Rizal, the gun allegely used in the murder of Cong. Chito together with the SIM cards and mobile phones containing records of communications about the crime were taken from the suspects. Pray, tell me, does that happen in real life? Not by any stretch of the imagination, certainly. The first instinct of a murderer would be to get rid of the gun and anything and everything that would incriminate him.
          The months following the murder of Cong. Chito, to my mind may be considered as one of the darkest chapters in the history of Abra. It was a state of undeclared martial law being admnistered by Gen. Martin. The basic constitutional right of a person to be secure from unlawful searches and the right to be secure in his person were violated by the PNP with impunity under the guise of stopping violence. But did the violence stop? Hell, no.
          Tell me, how can anyone stop Gen. Martin from fabricating evidence? How can anyone stop the justice department from filing charges against Gov. Vicsyd when everyone and his brother were sympathetic to the Bersamin family?
          It was not unlike a lynch mob, the people who went after Gov. Vicsyd and those perceived to be his cohorts. Has peace returned to Abra after they put Vicsyd away? Again, hell, no.
          I am not a fan of Gov. Vicsysd. I have never voted for him. I have always believed that his wife was better qualified to lead the province during his time as governor. But in the interst of fairness and justice and more importantly the truth, I decided to give my two cents worth on this issue. “Let justice be done though the heavens fall”.

    • I remember sharing my thoughts on the origin of these killings in Abra to which Mario Bang countered it as irrelevant. I made a comparison on Marcos versus Ninoy to that of Vicsyd and the Lunas. Vicsyd have been in power for decades and aspiring powers would plot for his demise. True to my insinuation, the Luna Matriarch forged alliance with General Martin which was the best move if you are planning to uproot the foundation of Vicsyd because of the latter connection to the above powers. Before we knew it, two Bersamins were already waylaid. Just like at the death of Aquino that led to the fall of Marcos, all fingers now pinpoints to Vicsyd as the perpetrator of the crime. Thus, the Lunas took control and went on to spread in all directions. But their advancement shortchanged; they were pushed back to their origin. To these days, nobody knew who mastermind the killing of Ninoy. Except that some Communist Commander returnees testified that it was all a part of the grand plan to communize the Philippines. All sorts of stories now coming out. The puzzle that Sir Pedro Abrenio mentioned might shed light to the issue. Pagayam Tagamasid, a man who will cling to power at all cost and at the very expense of the people will not going to succeed. Let us continuously pray for peace to finally shine through in our beloved province. River of bloods were shed already. Let those righteous individual comes out. Let us uphold the Glory of God with these blood offerings.

    • Can u update us the result cross matching examination on the cal 45 seized frm bart from those emptyshells recoveted frm the crime scene of boy kagat n nelson parel. If positive then pedro abreno is wrong on his assumption that crime suspects used to get rid of evidence that will incriminate them. There are no such thing in investigation there always be an evidence that will lead to the solution of the case. There is no perfect crime.

      • ERIC SHAWN, I respect you for your knowledge of things happening on the ground as I have the highest respect for Mario Bang for the same reason. I, too, believe that there is no perfect crime because I believe perfection is God’s business alone. I also believe that the natural order of things is for a criminal to dispose of anything and everything that will incriminate him. It is most especially so in a high profile case such as the dastardly and cowardly murder of Cong. Chito. Logic simply dictates it. However, I will not discount the possibility that the criminal may have had the mind of an amoeba and may have indeed kept evidence that will incriminate him. You see, as the saying goes, “a sucker is born every minute”.
        In the hearing of the case for murder against former Gov. Vicsyd, the defense blasted into smithereens the credibility of the witness. Asked a seemingly harmless question, where he studied, the witness answered – in ASSIST. A check with the records of ASSIST from its beginning to the present showed no such name was ever enrolled in the school.
        Asked where in La Union, Gov. Vicsyd met with them to plan the murder, the witness spoke of a certain restaurant. Later, it was found out that the restaurant with the said name never existed. Yes, ERIC SHAWN, there is no perfect crime, but there is FRAME-UP.
        I meet every now and then with friends, respectable and successful residents of Bangued and over dinner, we would discuss events that took place in our beloved Abra. They belong to both sides of the political spectrum and a handful, myself included, are neutral. We have the highest respect for each other so we can discuss almost anything dispassionately. This is where we talk about the logic of events and their implication on the populace. Some of them have walked in the corridors of power and some of them are still in power.
        When Gen. Martin wanted to be appointed as PD of Abra, then former Gov. Vicsyd thumbed him down. That would prove to be his undoing. When Gen. Martin was appointed head of Task Force Abra, he reportedly intimated to a former mayor – “Napakatanga ko naman na commander pag walang nangyari kay Gov. Valera”. One may interpret that anyway he wants for all I care.
        In the realm of possibilities, yes, ERIC SHAWN, anything is possible. But in the realm of logic, rarely does anything defy logic. I will always respect your opinion as I have always respected the opinion of everyone.

I remembered once duterte told in a security cluster meeting in an airport near the bombing incident that there are two things to be considred in idenrifying culprit the real truth n the juridical truth. Since chitos death is a sensationalized crime wherein even gma wants the culprit n mastermind to be jailed. Those involvrd in investigation know the real truth so they have to transformed it to juridical truth by all means even to frame up individual as long in their conscience that the person to be framed up is indeed the culprit. I kearned this from jailer rolly who almost solved his cases thru this tactics im glad he did not take my life during my incarceration.

Neither do I belong to the legal profession. I am simply a voracious reader and I surround myself as much as possible with respectable and educated people. Simply put, I am just a nobody. Ur source of info are those against the luna for reasons that everybody doesnt want to experience their style if they dont like u too. But for me as i scanned my notes n interviews from the crimescene investigators n usis it was kabalyo. As u said in one of ur post kabalyo was framed up. As to the evidences it may be true but as to the real truth he was. Dnt u worry he will be acquited if the defense can prove that the evidences presented aganst him are inadmissible bec of the fruits of the poisonous doctrine.

  26. Good observations and assessment. This is mine:
    There is corruptions because church leaderships, parents n educators failed in their duties. Humility n simple living is not practiced as taught.
    Love in this world, power n money the most, is supreme in stead of love of neighbors.
    Violence and poverty is caused by the undeserving leaders we have. Winning candidate won by money not by qualifications.
    Violence continue to prevail because of corrupt judiciary and poor support to police campaign for peace. This is aggravated by the control of mayors of local police forces which is often used for their vested interest.
    There is no corrupt leaders if there are no corrupt followers. No vote buying if there is no vote selling.
    There is only hope for change, for a better Abra if everybody does his duties as true abiding citizen without fear, loves his neighbors and there is fear of God

I recommend that you read “Graft and Corruption: The Twin Scourges of Philippine Society – A Primer for Laymen, Public Officers and Employees” by the father and daughter tandem of Ret. Associate Justice of the Sandiganbayan Romeo Escareal and Roxanna Escareal-Velasco CPA. Tagamasid, I have never in my life, checked the veracity of what is written in a book, if on record, no one among those alluded to has taken exception to what is written. I will not dwell on the contents of the book lest I be accused of tarnishing people’s reputations. The cover of the book is telling. It is the photo of the scales of justice with a gavel on one side outweighed by money on the other side. This time, one of the authors of the book is one of their own. To this date, no one has taken exception to any part or content of the book. I recommend this book to you, TAGAMASID, because the problem confronting us today is how money and power are used to upset the balance. Good governance and accountability flies out of the window. How can we expect equal justice or even justice for all if money talks and violence is employed to convince the reluctant? I also recommend this book to anyone and everyone who may want to know where I am coming from in my own take of the murder of Cong. Chito. The book tells of how evidence and testimony are manipulated to arrive at the desired decision. Indeed, power and money do speak and speak loudly.

      • Thank you sir Pedro Abrenio for your positive comments on my post. I also love to spend my free time reading. I’m interested to have a copy of that book recmmended ‘ graft n corruption’. Hopefully, I could find one in SM book outlets.
        I forgot to mention in my latest post about political dynasty; I believe that it is one root of rampant corruption. If ever charter change will happen, It is hope this antidynasty will be a priority together with the return of two party system. The multi party is only a waste of money, time, and effort on both the candidates and our government itself. Often times wining candidates failed to have more than 50 percent votes – not considered a majority votes.

        • I agree, TAGAMASID. We must put an end to political dynasties. They are the root cause of warlordism. Once ensconced in power, they treat the position as family property, passing it on from husband to wife to children to grandchildren, ad infinitum. To remain in power, they use their private armies to intimidate the voters and at times even the officers of the COMELEC.
          The multi-party system has not worked for the betterment of governance. The return to a two-party system should be given great consideration. The two-party system will help eliminate unqualified people from the race because it will be the party who will decide whom to field. In the two-party system, the issues are joined because each of the two parties have different ideologies. Unlike in the multi-party system where any family can put up its own party and impose its will on the people.
          You can read all about the political dynasties in the Philippines in “The Ties That Bind” by Victor Andres Manhit, a professor of government at the De La Salle University. FYI, Professor Manhit is credited for running the successful electronic campaign of Noynoy Aquino in 2010.

  31. The House committee on Public Works and Highways will pursue its scrutiny on the 200-million Abra Provincial Hospital, one among the government infrastructures built by controversial Hilmarc’s Construction Corporation (HCC) being investigated for alleged overpricing and possible corruption.

    Supposedly completed in 2010, the 170-bed capacity hospital building which stands on a 5,498 square meter land in Calaba, Bangued, went only in operation three years after when the crib wall of the stonemasonry collapsed and structural defects reportedly became evident after a storm hit Abra in 2011.

    The Department of Health through it’s universial health insurance system implementing agency PhilHealth, has also ordered the downgrade of APH status earlier this year from Level 2 to Level 1.

  32. This issue keeps coming back. I guess it will remain a burning issue until the hospital will serve Abrenians the was it was supposed to.If you recall, a part of the new hospital was damaged during a storm due to substandard materials. This was back in July 2011.- the story was on our old site – Substandard Construction Blamed on APH Building CollapseThe damaged building was since repaired. I saw it for myself back in March this year. But the wall remains untouched.A user alerted me that the wall is finally being repaired AGAIN to the tune of P14 Million. The user sent mesome snapshots of the on going repair
    This so called “Legacy” by the Governor has been such a roller coaster ride. There were so many contrasting reports. So I decided to get something straight from the horse’s mouth – the governor himself and even the First lady herself. So don’t take my word for it. Read on…these are OFFICIAL news reports by reputable news sources. (I am posting each stories on it’s entirety in case the source link will somehow mysteriously disappear. So bear with me.) You can draw your own conclusion.
    First, the construction was completely under the radar until the New APH got damaged in 2011.
    Substandard building construction blamed

    The partial collapse of a newly constructed hospital building in Abra which brings back the worrisome images of collapsed Ruby Towers in the 1960s is a hot topic amongst overseas Abrenians including Filipino Australians, writes Robyn Alfonso.
    The ire of Abrenians living overseas has recently been ticked off by news of the newly constructed provincial hospital having been badly damaged even before it got the chance to open.
    damaged_hospital.jpg The gaping back wall of the newly constructed Abra Provincial Hospital was seen in several photographs posted in cyber networks and online forum of overseas Abrenians.
    Several threads in discussion groups have been throbbing hot with exchanges as to how the damaged back wall occurred.
    Posted photos triggered allegations and suspicions of ‘substandard materials’ used, while others questioned the reliability of design.
    On closer look, it appeared however that the damage has been partly caused by the collapse of the rip-rap retaining wall that the building was adjacent to.
    The contractor of the damaged building, according to reports, was Glen Eduarte, Mayor of Tayum, a town next to the provincial town capital of Bangued.
    The gaping wall exposed a construction lacking in reinforcement, one concerned Abrenian observed.

    Then the Governor assured Abrenians that the Hospital is sound and he will launch an investigation on what happen. He consider this as a priority project (see bold letters). Note This was in July 2011.

    Abra gov assures soundness of new hospital building

    BANGUED, Abra, Aug. 3 (PIA)- – Governor Eustaquio P. Bersamin assured that he will look into the soundness of the new Abra Provincial Hospital (APH) building currently under construction before it is turned over to the provincial government.
    This he made in the wake of criticisms being made after the cribwall of the stonemasonry that is supposed to protect the new hospital collapsed last week.
    This incident generated so many negative comments in the social network and the media, not only against the contractors and the provincial engineers who are supposed to be supervising the construction project but to the Governor, he being in command over the implementation of the said infrastructure project which is funded by a loan from the Land Bank of the Philippines.
    The Governor urged the people instead to help him ensure that the project be completed efficiently rather than giving so many negative statements that are demoralizing.
    He gave his assurance that investigation is going to be conducted within their level because he is for good governance and transparency. He also appealed for the people not take verbal reports ‘because the damage has to be investigated to determine who is at fault and we have to consider many factors surrounding the circumstances.’
    “I would like to tell everyone that I am determined to fix everything because I want to finish the project despite what happened. We need this new hospital very badly because as of now, our old hospital can no longer accommodate our sick patients,” he announced.
    Bersamin also said that he will make sure the facilities that will be put into the new hospital will all be new as he would not want to bring in the old facilities like beds and anything from the existing APH. (JDP/MTBB-PIA CAR, Abra)

    Septermber 2011, Here’s an interesting piece. The governor declared that the Hospital will be opened at the end of the year (2011). Also, the damaged ripraping was supposed to be repaired by the contractor at his own expense. So why is the construction is now going now (see above photos) to the tune of P14 Million at the expense of the Provincial Government?
    New Abra Provincial Hospital to be named “Dr. Luis F. Bersamin, Sr. Memorial Hospital”

    BANGUED, Abra- – The Abra Provincial Hospital Annex Building will be named Doctor Luis F. Bersamin, Sr. Memorial Hospital after the late father of Governor Eustaquio P. Bersamin, who initiated the said project.
    The draft ordinance naming the new hospital building which will be inaugurated before the year ends, was presented in a public last September 12.
    People who knew the late Dr. Bersamin recall how he served with compassion especially the impoverished Abrenians, for free, not only during his stint as governor but even before and after his term as governor.
    There was no objections on naming the new hospital building after the late past-governor during the deliberations. Moreover, the proposal was unanimously voted by the members of the and likewise recommended by the provincial health board.
    The SP is now preparing all the documentary requirements set in the guidelines of the National Historical Commission of the Philippines in renaming schools, hospitals and other public structures named after the province or municipality.
    Meanwhile, the damaged riprap at the back of the hospital building is already being reconstructed by the contractor at his expense and under tighter supervision of the Provincial Engineer’s Office. *(JDP/MTBB-PIA CAR, Abra

    This gets more interesting. January 2012, New Equipments worth P10 Million was supposedly delivered to the new hospital. I didn’t see anything when I visited the place in March 2013. I did see some boxes at the ground floor. BUT the hospital is not ready. So the Governor again promised that it will open mid-year.

    DOH-CAR delivers equipment to new Abra Provincial Hospital

    BANGUED, Abra -– The Department of Health–Center for Health Development – Cordillera Administrative Region (DOH-CHD-CAR) had delivered last week the first set of hospital equipment to the new Abra Provincial Hospital.
    Provincial Health Officer Godofredo Gasa announced that delivered equipment costing P10 million include: bio safety laboratory cabinet, two units of laboratory water bath, laryngoscopes, blood pressure monitors, suction machine, electro-cardiograph machine and anesthesia machine.
    More medical equipment are expected to be delivered soon. The provincial health office ad proposed to the DOH-CHD hospital equipment worth around P40 million.
    In an interview with Governor Eustaquio P. Bersamin, who is instrumental in the construction of the new hospital building, said the new APH building will be opened hopefully within the mid year. This is to make sure the structure is finished and furnished properly and adequately.
    The construction of the new APH building was supposed to be finished within the first quarter of this year as earlier projected and programmed, but the completion is delayed due to the damage incurred last year.
    Besides, the Governor said they will have to procure the needed facilities and equipments that are needed in the operation of the new hospital.
    The existing old APH building will be maintained to accommodate more patients in the future and hopefully the in-patients and out-patients will not have to be occupying the same building and using the same facilities. (JDP/MTBB-PIA CAR,Abra)

    Now the Coup De Grace, “right from the horse’s mouth” – This new release was taken from the Governor’s Official website. Note here, the Governor is saying that the construction only took 14 months from February 2010. This is not possible considering the cronology of stories above. Is this a typo? or the Provincial Government can’t do math? Also note about the amount of P20 Million and it does include the repairing of the wall.
    Lastly, despite all the money that was poured into this Hospital, The first Lady is going around the U.S. asking for money from Expats for the hospital rooms.
    Better health services seen with opening of Abra’s new provincial hospital
    BANGUED, Abra—In support of the government’s health agenda called “Kalusugan Pangkalahatan,” Abra’s new provincial hospital finally opened its doors to the public.
    Aiming to improve access to quality health-care services in hospitals and other health facilities by the poor and marginalized sectors in the community, the hospital is located at Barangay Calaba in the capital town of Bangued adjacent to the old hospital.
    The new provincial hospital is a two-story structure with a floor area of 5,498 square meters and a 170-bed capacity, an improvement from the existing hospital. Aside from new equipment, the new hospital will also receive state-of-the-art CT scan, digital x-ray, x-ray machine and a C-arm.
    The construction of the new hospital is funded by a P180-million loan obtained from the LandBank to cover the infrastructure, auxiliary system, taxes and allowable mark. The construction was commenced in February 2010 and completed in 14 months.
    Aside from the loan, an additional P20 million was appropriated to cover the completion of the civil works which includes the cementing of the parking lot and access roads, the strengthening of the retaining wall, and the land escape.
    To assure continuous service and provision for potable water, the additional amount was able to add up for the installation of a high-tech ultra-filtration water system and a 500-KVA generator including a sewerage-treatment plant, compliant with the waste-management law.
    With its soft opening and pending the acquisition of new equipment, the new hospital temporarily serves as extension of the old hospital, housing the private rooms and the wards.
    With the support of Abrenian expatriates under the adopt-a-room project initiated by Abra First Lady Ruby Bersamin, each private room has a television set, a refrigerator, and an air-conditioning unit.
    Re-elected Gov. Eustaquio Bersamin said the new hospital is in support of the “Aquino Administration’s Health Agenda,” also called “Kalusugan Pangkalahatan” in partnership with the Department of Health to improve access to quality health-care services in hospitals and other health facilities for the poor and marginalized sectors in the community.

    • APHPASYENTE, I am a little confused. The construction was supposedly funded by a loan from the LBP to the tune of 180M PHP. It is a two-story building with a floor area of 5,498 sq. meters. If you do the math, the cost of the building would be 32,739.17 PHP per sq. meter. Assuming for the sake of argument that the amount used to construct the building was 200M PHP, the cost of the building would be 36,376.86 PHP per sq. meter. I am in a quandary how you arrived at the sum of 75,000 per sq. meter. I used the numbers found in the fourth to the last paragraph of this post.
      I will not defend Gov. Takit. He is well capable of defending himself. I, too, want to get to the bottom of this issue. Having said that, I hope the issue is treated honestly and with fairness. It is the only way to obtain the reform that all of us want. It would not do well to bloat the figures because there are a lot of discerning and thinking individuals participating in this forum. Criticize Gov. Takit or any other figure if you must, but let us do it with fairness.
