La Trinidad, Benguet  – Abra mayors were aptly warned by the Cordillera police that they would lose their control over their policemen if they won’t cooperate with the peace efforts in the province.

Cordillera police director Chief Supt. Isagani Nerez also hoists they will exhaust all judicial remedies to counter the action or inaction of abusive and uncooperative local executives.

Nerez made these amidst appeals to Abra mayors “to give their full cooperation to efforts in combating crime in their respective towns in order that peace and order and security shall once again prevail in the province.”

These came after two policemen, the Cordillera police said, who were rendering security on a government project were disarmed and fired upon last week by alleged henchmen of Lagayan town mayor Jendricks Luna, whose comment on the matter is still not available as of this writing.

Luna, and seven other Lagayan officials are facing multiple five criminal complaints and four administrative cases before the Ombudsman.

Deteriorating Peace?

Amidst the allegedly deteriorating peace, the Cordillera police has activated operation plan “Abra Shield” purportedly “to stem the seemingly deteriorating peace and order situation in the province of Abra.”

Nerez told town mayors and local policemen in Abra that he won’t allow the return of lawlessness in the province, which was rocked by violent crimes in the past few weeks, including the murder of Jacinto Turqueza, an administrative officer of the Abra Provincial Prosecutor’s Office, in the capital town of Bangued last week.

“In the last few years, Abra has experienced relative peace, but in recent weeks, lawlessness has once again reared its ugly head on the people of Abra, which was marked by the spate of killings and other violent crimes,” Nerez lamented. He vowed however, “I will not allow this situation to persist.”

Nerez presided over a Command Conference over the weekend at the Abra Police Provincial Office, attended by police provincial officers and town chiefs of police, as well as local government officials led by Abra Gov. Eustaquio Bersamin and Congresswoman Joy Bernos.

Nerez declared in that conference Cordillera police’s Command Memorandum Circular 07-2014 activating Implementation Plan “Abra Shield” to arrest the tide of lawlessness pervading in the province.

“The recent violent incidents in the province of Abra had once again brought the specter of lawlessness, which has tarnished the improving image of the province,” the circular stated in its backgrounder to justify its issuance.

Heads Rolling

Abra police director Sr. Supt. Virgilio Laya has been relieved from his post and was brought by Nerez to the regional police command in La Trinidad, Benguet.

Former Regional Headquarters Support Service chief Sr. Supt. Alberlito Garcia will take over the Abra police command.

Nerez also relieved Supt. Mario Mayames as Company Commander of the Abra Provincial Public Safety Company, “after he failed to take actions against a group of men who accosted and disarmed two of his personnel who were providing security in a government project in Lagayan town.”

Under the “Abra Shield,” a composite team composed of policemen from the Regional Public Safety Battalion Light Reaction Unit (RPSB LRU), 22nd Special Action Company of the Special Action Force; 1st Maneuver Company RPSB and the Public Safety Company of the Abra police, is tasked to “conduct intensified and sustained anti-criminality operations in the province to prevent and control the occurrence of crime, account for loose firearms and neutralize organized criminal groups.”

Nerez directed them to initiate intensified anti-crime operations, mount a relentless campaign against loose firearms and conduct a more aggressive battle to dismantle and neutralize private armed groups in the province.***Artemio A. Dumlao***

  2. It does not take a rocket scientist to recognize the deteriorating peace and order condition in the province. Oh yes, once again, the mad dogs are on the loose. The control over the police by local executives has not resulted in anything positive. In many instances, the police were even used by these local executives as their own private army. Lawlessness has once again reared its ugly head. The only answer to this is professional and equal enforcement of the law. That is the task of the PNP. It is not the task of the PNP to provide security for politicians. It is the citizenry who need the protection of the PNP. If politicians are so afraid for their lives, then they have no business entering politics. To have peace and order in Abra, it is imperative to have a PNP that is non-partisan, honest, courteous and proffesional. The citizens will not settle for anything less. Failing that, then the head of the Cordillera Police Regional Command should have the decency to resign or be sacked. The taxpayers of the province deserve nothing less.

    Nerez, at the same time, disclosed his plan to relieve and transfer Abra police officials following a series of killings in the province, including the death of Torqueza.

    He created the Special Investigation Task Force Group that will investigate the killing of Torqueza, 47, a former Manila Bulletin correspondent here. He was working as administrative officer 5 of the Abra Provincial Prosecutor Office at the time of his death.

    He was driving his motorcycle at about 6:25 p.m., Wednesday, when he was shot by unidentified assassins in front of Mike’s Department Store on Taft St. at Zone 5, this capital town. (Rizaldy Comanda)

    • In Davao City where the crime rate is so low, Mayor Rodrigo Duterte is always the first to offer a reward for the arrest, dead or alive of anyone involved in crime. His lack of tolerance for criminals is the reason why the crime rate in his city is so low. In Abra, our so-called leaders do not care unless they or members of their families are the victims. I would like to commend CS Nerez for offering a 100,000PHP reward for information leading to the arrest of the animals who murdered Jack Turqueza, albeit a little late. That should set an example to provincial and municipal leaders who are petrified by fear and shaking in their boots. The leadership jobs call for real men.

  7. Our biggest failure in our fight against criminality in Abra is self preservations. Nobody could deny that there are possible witnesses on crimes committed, but sad to accept nobody have the courage to come out. We are no better than turtles to hide its head once danger is nearby. Worst a handful of less evil leaders seem to care less, probably not offend bloodthirsty allies, (the favorite claim of Eric S.). If only these few chip in an amount, an average to their provincial cock bet, there is hope that crimes cases would be solved. It appears that their fighting cocks are more precious than the lives of abranean victims. What kind of leaders we have?
    Yes, how we wish that a leader like mayor Duterte would be here with us. How I wish further that pres. Pinoy anoint him to be his candidate and our candidate for president in 2016. It is only him, through his no nonsense fighting endeavor that could change our miserable life in Abra.

    • I agree absolutely, TAGAMASID. Our so-called leaders have contributed immensely to the violence that has plagued our province for far too long. The police sorely lack the numbers to patrol the streets because many of them and their army counterparts are being used to protect our so-called “popular” leaders. Many of these so-called “popular” leaders have distinguished themselves not in the field of honest and competent governance but in amassing wealth beyond their means and likewise in betting heavily in the cockpits not only in Abra but in just about any part of the country where derbies are held. Yes, I submit that leaders who have cases filed against them are innocent until proven guilty in a court of law. But, and it is a very big BUT, charges that cannot be proven are not necessarily false and even a high school kid knows that. What is true is that some crooks are just smarter than the others. The anti – dynasty bill must be passed in its original form so that only one member of a family can run for public office. I have always believed that no family, however righteous, honest and competent its members are have the monopoly of talent and leadership. The political dynasties are responsible for almost all of the violence that has bedevilled us for as long as we can remember. They will not hesitate to maim or kill in order to perpetuate themselves in power. Lastly, I am not convinced that Gov. Bersamin is responsible for the improved peace and order situation in Abra. If that were true, why has increasing violence and a sense of lawlessness visited us again today. The fight against crime, specifically, murder, is a law- enforcement problem. Gen. Magalong, to my mind, deserves the credit for the improved peace and order situation during his leadership of the Cordillera Police Regional Command. After he left, things slowly went back to where they were before. Now, it is incumbent upon CS Neres to make sure peace and security is returned to the province. Our people are so tired of violence. They deserve to live in peace.

All these crimes and corruption that beset us are happening in all other places. So what do we expect? what are we grumbling for?. We have deserted God, the origin of goodness, by disobeying His words. We need to hear and head God’s word for us to be able to claim back our position as God’s children, the image and likeness of our creator. Only then that we can live in a peaceful and crime-free environment.

  10. Maybe the governor is partly blamed, but his accountability negligible and is tantamount to our equal responsibility as Abreneans. Naeling is correct, we fail as true Christian. Generally, we lack courage to fight evil. To aggraviate this,many of your kind even make fun of us who are trying hard to show the better kind of life by knowing the Truth. It is only knowing The Lord that give us peace and good life. As He said ” I’m the way the Truth and the Life………”

    In spite of gov. Shortcoming, I still consider him the best we have had. Again his accomplishments not only in infra n peace for not being violent type ,but his effort to reach and share his life to the poor justified my stand with him. Hopefully, CS NERES will do his job as former CS MAGALONG had done . Anyway CS Magalong is now CIDG chief all over the Phil. He deserved the position and continue doing good for the country.

    • CAPITAN, I agree, absolutely. Crime solution starts with information coming from the family of the victim. It is they who are in the best position to know where the threat comes from. If the members of the family of the victim do not cooperate, the work of the police becomes all the more difficult. However, a witness to a crime may not want to come forward with a testimony, not because of sheer cowardice but prudence. “Prudence is the better part of valor.” We all know how violent many of our so-called leaders are. They sow fear in the hearts and minds of the citizenry precisely to keep their families entrenched in power. And with power comes the ill-gotten wealth. I believe most firmly that the bigger cowards are the politicians who author the crime and the gunmen who murder treacherously and with impunity. They can only murder defenseless people and they almost always do it when their victims do not expect it.
      In the many instances that I have exchanged opinions with thinking individuals here in our province, talk drifts to the comparison between Abra and other provinces in the Cordillera, Kalinga included. There is a stark difference in the politics of the citizenry in their respective provinces. In the other provinces in the Cordillera, voters are a lot more mature and discerning. More often than not, an elected leader who betrays the trust of the people will fall by the wayside in the next elections. In Abra, officials are elected not because of their latest performance but because of money and threats of violence. More often than not, candidates do not fit the job description of the positions they aspire for. It has been the same, worn-out names that lord it over. In the rare times that a competent, honest and qualified aspirant offers his service to the people, he loses and loses badly. That is because many of the voters would rather take the money to buy a few meals but in so doing, they mortagage their future.
      It has been the conclusion of thinking individuals that Abra has taken the mindset of Ilocanos in Region I rather than that of the Cordillerans in Region II. It is in the Ilocos region that electoral violence is prevalent and most of the provinces have beeen ruled by dynasties for over fifty years. That is the example politicians in Abra are following in a far worse way. That is made possible by the lack of outrage by our fellow Abrenos. We would have been better off had we chosen the way of other provinces in the Cordilleras but we seem to love being chained to poverty and lawlessnes because of fear.

  23. The House committee on Public Works and Highways will pursue its scrutiny on the 200-million Abra Provincial Hospital, one among the government infrastructures built by controversial Hilmarc’s Construction Corporation (HCC) being investigated for alleged overpricing and possible corruption.

    Supposedly completed in 2010, the 170-bed capacity hospital building which stands on a 5,498 square meter land in Calaba, Bangued, went only in operation three years after when the crib wall of the stonemasonry collapsed and structural defects reportedly became evident after a storm hit Abra in 2011.

    The Department of Health through it’s universial health insurance system implementing agency PhilHealth, has also ordered the downgrade of APH status earlier this year from Level 2 to Level 1.
