Governor Takit Bersamin want to live a legacy on his last term as Governor

BANGUED, Abra (PIA) – Determined to see the gains of his efforts and initiatives for a more peaceful and progressive Abra, Governor Eustaquio “Takit” P. Bersamin is pushing for institution building.
In his last term as governor of Abra, he wants to put systems in his governance for more efficient and effective service delivery for the benefit of the Abrenios.
Bersamin’s vision and mission is to be of service to his fellow Abrenians and to make a big difference in his own humble and simple ways of doing things to help improve the life of his people.
To fulfill his promise of bringing development to the province that had long been neglected, he provided the basic physical infrastructures such as concreting the major road networks and bridges to facilitate commerce and trade as well as institutional development during his first term of office.
In his second term, he started to boost the economic activities in the province by continuing what had been started by his predecessors through the support of the national line agencies like the Department of Trade and Industry, Dept. of Science and Technology, and Dept. of Labor and Employment, together with the various sectors such as women, farmers and the rebel returnees through the technical support of the provincial government particularly the Office of the Provincial Social Welfare and Development and the Provincial Agriculture and Veterinary departments. Skills development trainings and initial capitalization and mechanized tools and machineries have been provided to the farmers, women and small, medium and micro enterprises to increase their productivity and competitiveness in the market.
In his third and last term as governor, Bersamin has set his program on institution building – both inside and out in order sustain the gains of his administration.
First is the institution building within the PLGU. He has already instituted the biometrics system in the daily attendance of their employees, and automated payroll system.
Human Resource Audit was also adopted as a system to check on the profiles of the provincial employees. With it is the Human Resource Information System which provides a data base of all the provincial employees for efficiency and effectiveness in service delivery. The data base contains a more defined profile of each individual employee where the capacities of the employees are recorded. The records of the employees serve as a guide for determining what trainings are needed by each employee based on their position and functions. This way, the deployment of personnel is facilitated and where trainings are provided, employees are not overlooked.
The Strategic Performance Management System of the provincial government is already approved by the Civil Service Commission and ready for implementation.
Second is the institutionalization of the support programs, councils and committees. Appropriate legislations and executive issuances have been passed and approved to establish enabling laws governing the operations of the various councils such as the Provincial Peace and Order Council, Provincial Development Council, Provincial Disaster Risk Reduction and Management Council , Provincial Nutrition Council, Local Blood Councils, and the like.
Last year, Bersamin had also initiated the formation of the Local Economic Development Team to focus on the development of the economic sector especially the local products that have been adopted by the different municipalities as their OTOP (One Product, One Town Policy).
Bersamin believes that whatever endeavors initiated, if not fully supported will only go down the drain, hence the institutionalization of all the support programs for sustainability whoever takes over his seat come 2016. (JDP/MTBB – PIA CAR, Abra)

I doubt, however, if the freedom of information bill will be enacted into law in its original version. It is more likely that if ever it is enacted into law, it will be a watered-down version. I believe our legislators will not legislate against their own selfish interests. If that were the case, I don’t think politicians will kill or engage in vote-buying in order to stay in power. If we make it difficult for them to steal and plunder they will stop venturing into politics. But that is wishful thinking. It remains a pipe dream.

They act like robot parrots just repeating “the wrongs” over and over, regardless of the number of logical and factual posts appearing in so many blog sites. I hope these people are not paid shills…… I don’t have the talent or patience to teach the offspring’s of the people I just described above. TAKKI Is (like all of us) are not perfect, but I strongly feel they have legitimate beefs. The current government is very very good and acting above the law (keep smiling TAKKI, I voted for you but in the future you will have (at least) one vote less…smile 🙂
