New Abra police chief to focus on guns, goons

LA TRINIDAD, Benguet — Newly installed Abra police director Senior Superintendent Virgilio Laya is focusing on loose firearms, neutralizing gun-for-hire groups and dismantling Private armies.

In a phone interview, Laya said direct orders from Cordillera regional police chief Isagani Nerez posed a challenge to Laya. “I dare you to account more loose firearms, neutralize the Gun-for-Hire groups and individuals including those personalities involved in illegal drugs,” the regional director reportedly said.

Laya took the reins from Senior Superintendent Benjamin Lusad who relinquished his post in formal turnover rites May 21.

Lusad led the Abra command for almost two years while Laya managed the region’s Community Relation Division for more than three years.

Lusad, in his parting message was very much honored and thankful for the overwhelming appreciation, gratitude and support displayed by the local chief executives. He also recognized the untiring support of the PNP Abra Team for bringing back the honor and respect of the people towards the PNP.

Laya said tried and tested strategies will be used in the accounting of loose firearms including Oplan Bakal and Katok which enjoins individuals who have firearms to register their pieces.

Laya added there is a lone private army, which is targeted to be neutralized through peaceful dialog.

“We will be talking with the suspected private army group and convince them to surrender and clear their names,” he shared.

One of the cases hurled into the limelight in Abra is the ongoing investigation of the LIgiw family.

The death of Licuben Ligiw, and his sons, Freddie “Fermin” and Edie has enraged private groups and human rights activists.

The Ligiws were reported missing by their family on March 6, and were found after a search on March 7, the trio were buried in a shallow grave near their hut at Baay-Licuan, Abra, the family are members of the Binongan tribe.

Laya said a final statement from a witness is awaited by the police to finish the investigation.

  11. i doubt if the new PD can neutralize these PAGs and trim down the numbers of loose firearms in Abra……it is easier said than done. my doubts escalated when i heard one incident happened just recently that PNP Abra under his leadership failed to serve a warrant of arrest to the general manager of abreco for graft and unexplained use of coops funds. Abra for a long time has been deprived of leaders whose sentiment is for its citizenry…..we abrenios are pleading to our leaders to extend their utmost concern in making Abra a more peaceful place to live and elevate
    economic opportunities by creating more livelihood programs.
    PROVE YOUR WORTH AS A PROVINCIAL DIRECTOR and be a puppet of no one to clear all our doubts……

  41. I agree on the legalization bill for medicinal purposes with controlled quantity like what I read on one or two states in USA . But for elligal drugs from marijuana, no way. Look at Mexico, leading source of drugs, it remains a poor country like the Phil. with daily murders n other crimes. While the few drug lords are billioners, the majority are wallowing in extreme poverty where many gamble their lives to cross the border to US by traveling miles of semi desert land.

    • tagamasid i always read your comment and i found it informative but not realistic, now may i ask you which do you prefer a marijuana cultivator of thieves like takki who stole peoples money? for a cultivator once naani na nya at naibenta he has a hard earned money that economy of abra benefitted. the cultivator will no longer engaged in gun for hire, theft, and other forms of swindling inorder to survive. but a thief of peoples money like takki and other politicians with their cohorts in looting funds of abra like contarctor, alipores, treasurer and their illegal and ambitios legal wife have a large impact in the economy of abra that will create chaos and anymosity among abrenians, those living in poverty line will become a thief like them to their fellow, become a gun for hire for them to feed their family and the worst they are victims of exploitation of our dear corrupt leaders by insinuating illegal acts to do against ther perceived opponents in return they will be rewarded either by cash of emplyment int the LGU. a cultivator or a thief?

    • Much that some bloggers wanted to propagates the legalization of marijuana, it would not happen at least during these generations. Lawmakers understood that Filipinos are still incapable spiritually, morally and intellectually to handle the scientific use of marijuana. Instead it will only add to the ruins of our youth and people. Seemingly, bloggers neither understood nor exhibit a bit of ethical standard by the way they talk of the matter. The book of Matthew 6:33 says, “Seek ye first the kingdom of God and His righteousness and all this things will be given unto you”. I can say that goodness must reign first in the heart of man before we can talk about the legalization of marijuana.

How could you that when the truth is you can’t have your position right now if not for the recommendation or approval of corrupt politicians? Are you telling us that you have the interest of conducting background check of all political bodyguards or gun-for-hire groups and have the guts now to intimidate the concerned judges for the issuance of their arrest? Good grip and God bless your heart if you’re really honest with yourself not to us for now! We are already fed up with your “Papogi style” or should I say arrogance for media exposure just to impress your superiors who are perhaps have the same colors like you. For how could they be promoted without kissing/bribing as well the ass of the corrupt politicians? Don’t tell us guys that you worked hard or in all honesty purposes you got your promotion without the blessings of the thief politicians? Tell that to your children or your paramours not us and let’s hear what they say. For those who still have the decency or honesty left in their heart, resign and look for a decent job abroad or somewhere else instead of being used forcedly by these leeches in your entire life by which your poor children might suffer then the bad karma or consequences of your wickedness or should I say cowardliness?
