Abra’s 2014 Congressional Fund goes to education, social services

BANGUED, Abra, May 13 (PIA) – Abra Congresswoman Ma. Jocelyn Valera-Bernos convened last week a meeting to clarify the role of the line agencies in charge of the implementation of the programs where her Congressional Funds are being channeled.

The funds are basically intended for education and social services.

Bernos said she has allocated P14 million this year for immediate financial assistance to individuals in crisis situation. The funds will be given to the local government units for implementation by the Municipal Social Welfare Officers.

The congresswoman also assured the Department of Education of her support in the provision of the needed school buildings. The DepEd shall make a list of the schools where additional buildings or classrooms will be needed to address the problem of lack of school buildings when the Senior High School shall be implemented in 2016.

For the college scholarship program, Bernos said, she had allocated P12M to the Commission on Higher Education (CHED) so that the college scholarship for the Abrenios will continue.

During the dialogue, Bernos said there is no problem with the teachers because there are adequate teacher items. However , there is a new policy in hiring of new teachers as per Department Order No. 14 Series of 2014.

Assistant Schools Division Superintendent Amador Garcia explained the Ranking System of the DepEd shall apply in the hiring of new teachers. The usual localization in the hiring of teachers where only teachers from their own communities are considered for the positions will no longer apply, he said.

Bernos said the local chief executives have to respect this new policy.

Assistant Regional Director Dr. Estela Carino also informed that there is now a Memorandum of Agreement between the DepEd-CAR and the National Commission for Indigenous Peoples (NCIP) – CAR for the integration of the Indigenous Peoples Framework in the curriculum. (JDP/MTBB – PIA CAR, Abra)

    • I like it everybody wants to share my my infamous popukarity by adopting my user name eric shawn the most lovable character in my favorite magazine. Nevertheless, every politicians now are all on denials in the misused of their pdaf and ira as well. Hoping that local politicains in abra shld be indicted also at the sandigan.   11. I believe this Educational Program and for Social Servicesof cong. Joy are the best programs if ever implemented. The basic roots of violence and poverty is poor education or miseducation of most people especially in remote municipalities. Because of poverty and ignorance, evil minded leaders take advantages of them, using them for their selfish agenda, which made them (politicians) thousand times richer in decades of plunder while the poor remains poorer. With good education, there is a better hope for change in Abra from exploitation to a more responsible citizenry.
