Waste water from the hospital is allegely poisoning the Calaba River.

The maintenance Engineer denies such accusation. I wonder if he agrees  to swim at the Abra River and see what happens? Would you?

    • I am with you Dr. Tuason. The government keep saying the filtration system is safe but no one presented a definitive study if this is so. Is killing the Abra river the price to pay for progress? or is it even a progress to speak of. Sir sysop is right these people who are saying the water is safe should get thrown into the river and drink the water and see what happens.

      We are going backwards instead of moving forward,

    Treated sewage should not stink at all if treatment was done properly. So where was the treatment plant located? If it was a ‘state-of-the art’ or even just simply an efficient-no-nonsense treatment plant, then why is there stink? The stink itself indicates grave health hazard in the hospital environs along with the danger of toxicity in the Abra River.

  3. i have always been a critic of the putting up of the provincial hospital in its present site, the way the hospital was built and the price it took to build the hospital.
    setting up a big hospital like the new APH should have been studied well and built by technical people meaning that a contractor with experience in hospital building should have been hired and not contractors with experience in building low quality concreting and building school buildings. There is such a thing as a Hospital Engineer or if none, a team of engineers should have been employed. A sanitary engineer is a musy because we have to deal with sewerage and other hospital waste.
    in fairness to the hospital, it has indeed a water treatment facility. but the question here is the manner of disposing the waste water coming from the treatment facility. the treated water is directly pumped out into the roadside canal in front of the hospital. this should not be because the canal goes directly go to the Abra River which is just a few meters away. i am not a sanitary engineer but logic dictates that even when hospital water or sewerage is treated, it should not go directly to the canal but to an impounding area where this waste water will get aerated to remove the odor and oxygen to set in and then eventually disposed thru the rivers.
    another issue which no one seem to be aware of is how they dispose of the filtered waste in the hospital as a byproduct of the filtration.where do they dispose it and how they gather and transport it. we are talking here of toxic waste and as such it is to be disposed off separate from other waste. It is also transported in a closed van and disposed in a secure area.
    There are also several factors that could cause the alleged pollution of the Abra River. one that the DENR should look into is the disposal of piggery waste into these canals and eventually ending up in the Abra River. another is the possibility that septic vaults of houses in the area are overflowing and finding its was into these canals that lead to the river.
    and speaking of polluting the Abra River, do you know where the garbage collected in Bangued is dumped? it is in the banks of the Abra River. we have here what we call a WASH and WEAR garbage disposal. These will eventually end up in the ocean after the floods come during the rainy season.
    see it is not only the hospital that causes this alleged pollution but there are others to blame.

    SIR, I agree to most part of your dissertation, YES, you’re very familiar with “WASTE MANAGEMENT”

    although you have admitted you’re not an engineer but a “CRITIC” ….

    1. The site of the HOSPITAL …to you the site is not right …. where is the right site should have been?

    2. Construction of the HOSPITAL should have been handled by ENGINEERS experienced in building

    public structure or edifice.

    3. The money spent on the construction of the ABRA PROVINCIAL HOSPITAL!!!

    • I believe the above comment/question should be thrown to the Provincial Government agencies if not the Governor. Every pollution problem should be “properly” addressed by the Government, for what are our taxes for?

    • dr leo, our group had always maintained our stand that we do not need to construct a new hospital but rather to rehabilitate the then existing hospital. why? first is based on the rule on building hospitals specially government hospitals which states that the hospital should be near the center of town, that is, it must be accessible and that the fare coming from town should be minimum fare. the site of the then aph was ideal for that preposition. the site now is far from town and the patients that go there have to add to yhe minimum fare. second, it would have been more economical rehabilitating the old hospital.
      as i’ve mentioned the hospital should have been built by experience hospital builders not ordinary contractors who have no experience at all in hospital building. everybody knows who the contractor is, and everybody know their credentials. don’t you wonder why with just a few months in operation, the new aph is plagued with so many problems. to mention a few, the hospital has 3 operating rooms but as of now, only one is functional, the floor is fast becoming delapidated and now this issue about the sewerage. if it were experienced hospital builders then we could have avoided this kinds of problems.
      the funding of the hospital put the government of abra in neck deep indebtedness. the hospitals funding was from a loan at land bank to be paid for 15 years or so.
      now that the hospital has been built, we no longer have anything to say but watch on how this hospital is being run operated and maintained. you are a doctor so you should know that building a hospital is much easier than maintaining it specially in this kind of political setting of patronage.

  5. yes, the pollution of the abra river comes from different factors,to name a few, washing and swimming directly at the river itself,small and large scale mining,the big piggery on the northern part if fully operated will also cause severe pollution because its waste is directed to one of the tributaries.

  6. Pasig river was once a life-full river. As the civilization progressed however, waste and other pollutants found its way to the river that causes its death. Before such alarming situation reach our very own Abra river, the government together with its concerned agencies should invest its resources and manpower to look upon these recurrent to avoid a disastrous environmental problems in the future. Does the municipal engineer’s office has a 20-year plan for the structures, sewage and canals as well as treatment facilities? The problems of the APH discussed in this forum suggest that it has none. These things can only be done if we have leaders that are God fearing and who has strong political will to curve all these problems.

    • you are absolutely right naeling. we need leaders with the political will and determination to implement what is right.the municipality of bangued which is a first class municipality should have a zoning ordinance so as the comprehensive land use plan. with these two documents, the municipality will have control on the use of the spaces in bangued. this will include the prohibition of putting up of big piggeries in the urban areas so as not to pollute the waterways and also the air. this will also determine what particular areas are for industries and those for housing.
      the problem presented here is the pollution of the abra river. but all the canals and streams located in bangue all ebentually drain into the abra river
      a
      we need a multi sectoral group that would oversee this problem. this should be spearheaded by DENR and the LCEs. but the problem here is that our leaders are divided themselves over their own political agenda.
      if you have seen the posts of miss norma henessy in another forum, the true state of the art filtration system are among those she posted. but the filtration system but the filtration system that the aph has is a very small one contained only in one room of the new hospital which must explain that the waste water is not really filtered well

  8. to make things worse, the APH was classified by DOH as a level one hospital from previously being classified as level 2. what does this mean? it only means that the classification of the hospital has been downgraded. why? because of the level of care it offers. this will also mean that the aph will be paid less by philhealth for the services they render. that translates to loss in its revenue. the two level 2 hospitals of abra are Seares hospital and bangued christian hospital, this means that the two hospital offer better service than aph. this quite bothering because the government spent a lot of money to put up the hospital just to be downgraded to the level of valera medical clinic. what are the administrators of the hospital doing?

    GOVERNMENT OWNED LAND. PLS do your home-work on this subject.

        WHEN I WAS IN GRADE SCHOOL, MY BROTHER-IN-LAW THE VETERINARIAN IN CHARGE OF THE

        BREEDING STATION SHOWED ME THE AREAS SURROUNDING THE “BREEDING STATION”…. WHERE

        THERE WERE GUAVA TREES. I BELIEVE SIR, THAT THESE AREAS ARE GOVERNMENT

        PROPERTIES.

    • I mentioned on my above comment of “legal bidding”, there might be a so called “Takutan” or Takitan bidding. Anyway, the “proof” are these questions that the Gov (or you) will not answer: When was the bidding (no agkikitada), who were the bidders (kakabagyanda), who conducted the bidding (alipores ni Gob), where did they conduct the bidding (maybe in galyera).

    Sir, even in this country of USA these evil characters ( Graft and Corruption) exists in the government but in it is

    corrected by active opposition party not by active all finger-pointing people, speaking out-loud constituents .

    LEVEL TWO >>> has better patients care . There are TWO HOSPITALS with such classifications…..

    1. CHRISTIAN CHURCH HOSPITAL of DR. BEN BRINGAS USA TRAINED.

    2. QUALIFIED DOCTORS SEARES MANAGED THE SEREAS HOSPITAL.

  26. Dr. Leo Tuazon, we appreciate your concern for the welfare of our province in spite of your age and of being far away. How we wish more Abrenios have the same heart who are better blessed to imitate your noble example.

    Concerning your doubt on the integrity of gov. Takit not only on your donation but on his kind of governance, I wish to let you know that accusations against him are not all true. Most of these are motivated either by envy or hatred. Actually, I personally believe that he is one of the best if not the best governor Abra we have had. To justify my claim,he is the only governor with no violent instinct, always campaigning for peace n brotherhood and not employing criminals as bodyguards. He accomplished infrastructure more than all precedent governors accomplishments put together. His recent election by entire cordellera political leaders and with the confirmation of pres. Pinoy as chief of the entire Cordillera Development council, justifies that he is a man of integrity and of capable leadership. Furthermore, with his humility, he is very much accommodating to anyone, ready to listen to their needs or grievances. I really don’t understand why some people refuse to see to what really transpire in terms of socio-economic development and peace in Abra with the leadership of our governor.

    There are enough instruments in the three BALIKBAYAN BOXES I SENT TO RUN A SURGICAL

    SUITE of a hospital by well QUALIFIED PHYSICIANS WHO HAS HAD TRAINING IN SURGERY.

    MY understanding is that the doctors of the old APH were appointees from past ADMINISTRATION

    and even the present ADMINISTRATION through recommendation from friends in the same POLITICAL

    PARTY.

    SEVERAL PHYSICIANS in the old APH were appointees ….NOT BY MERIT

    I HAVE HEARD OF DR. GASA ever since the ADMINISTRATION VYCSID VALERA.

    2. GIVE THEM INCENTIVE —SALARY ENOUGHT FOR A DECENT LIVING EXPENSES AT THE BEGINING.

    3. ALLOW THEM TO HAVE OWN PRIVATE PRACTICE FOR LIMITED YEARS …SAY TWO YEARS.

    4. PROVIDE THEM HOUSING ACCOMODATION NEAR THE HOSPITAL . AFTER TWO YEARS THEY

    MUST VACATE THESE HOUSING QUARTERS ….. THESE QUARTERS SHALL BE MADE

    AVAILABLE TO USA VISITING PHYSISIANS WHO SHALL SERVE AS CONSULTANTS IN THE

    HOSPITAL .

    5. IN THE MEANTIME ENTICE SOME OF THE BRIGHTEST HIGH SCHOOL STUDENTS FROM THE

    ABRA HIGH SCHOOL, ABRA VALLEY SCHOOL, AND DEVINE CATHOLIC SCHOOL TO STUDY
