Even phone load is now also taxed. No amount of consultation can undo the irreparable damage to the provincial economy. I have not been told of charges so far and i have not seen any receipt of ‘alleged’ toll fees. I have heard of them being charged from very credible individuals but always with ‘kano’ to it, thus, my use of ‘alleged’ to qualify my term. As to what i think of toll fees, it’s a different matter altogether. From one of the social media posts, the Abrenian poster said that the ‘toll fee’ ordinance is in the local 2005 tax code and has previously been approved by previous LGU officials. It was however not implemented at the discretion of the then Local executive. Why is that, it must be for good reason. That it is opted by current Execuitve to implement it, that is discretionary of his office. However, the electorate, where you and me belong, do has the right to complain against the ordinance and to demand for it’s non implementation. Whether the gripes are listened to, that’s another matter altogether. But with this consultation being offered for people to attend, it will be a chance for the people to air their gripes and thoughts about it. Personally, i see such charging of toll fees as having negative impact on trade and commerce in Bangued. It may impede business growth and may instead, pose reason for would- be businesses to set up camp instead in Narvacan, Ilocos Sur.

the checkpoint made by dominic valera and turqueza were plain and simple illegal. they were collecting fees. did magalong ask what fees, NO. he does not even know that they were collecting fees because they told him, they were assessing. damn. idiots. did you ask the drivers of the delivery trucks that entered bangued, they were being asked to pay for occupational feels for driving delivery vans, whoaaa., they already paid their drivers license!
even the GRO’s are being asked to renew every six moths, wow, why? only in bangued that you renew your working permit every 6 months hahaha. kawawa naman kayo taga bangued. “Last Monday, December 9, a forum was held at the Municipal Social Hall to clarify the issues regarding the implementation of the Local Tax Code. Some of the issues cleared are the following:
– The Local Tax Code was crafted as early as 2004. Its implementation is long overdue and the administration has to implement it to augment funds for the delivery of basic services.
– Transloading permit for delivery vans and vehicles for conveyance is not a tax, rather a regulatory fee. It is collected once a year.
– Collection of transloading fee is suspended for the remaining days of the year. It will be again collected at the start of the fiscal year in January.
– There was no tax collected in the implementation of checkpoints. It is only for the purpose of data gathering for future use as to the basis of assessing tax due to the LGU from the local businessmen.
– Asking questions during the forum would not mean business permits would be denied during the renewal next year. Permits will be processed when duties are duly paid by the businessman.
– The consumers are the real geese who lay the golden eggs, not the businessmen, according to Treas. Romy Turqueza. The businessmen merely collect the consumers’ taxes and are obligated to submit it to the LGU. The taxes will go back to the consumers in the form of social services. ..”
Interestingly, this highlights some key points:
Check points set up for data gathering? Data gathering does not need check points. Check points are synonymous with gestapo! And gestapos have long ago been incinerated from the world’s civilised memory! This ‘check point’ or – to be less autocratic-sounding – this ‘data collection post’ if it is phase of a statistic building/ data collecting process, should therefore not magically just materialise anywhere without sufficiently and properly informing people about it. It was initially impressed as toll fees for a specific item -‘imported hogs’. But it seemed that the LGU authorities were as unsure or confused of what they were doing and as to how to systematically go about implementing an ordinance to rake in money that any form of protocol or propriety with people, whatsoever was done away with! As it was, people were on a notion that the toll fees are not just for all consumer goods but all goods that are ferried into the perimeters of Bangued.
As to ‘consumers being real geese who lay the golden eggs’ – , if this phrase is taken in the context that they (the consumers) are the beneficiaries of the implementation of the ordinance, how could that be? Reality is that they (the customers) will be getting the rough end of the bargain; they will be enduring higher cost of commodities or they will be constrained to be without those consumable necessities altogether, because the businessman will simply pass on the tax or toll fees he pays on goods to the consumers. Theoretical schemes such as this one, always sound good in speeches and read good on paper: ‘taxes will go back to the consumers in the form of social services’.
Often, reality paints a different picture. What are these actual social services or welfare benefits that will be made available to the Bangued-resident tax payers from these additional taxes they pay to the municipality of Bangued?

“One more thing, according to Treasurer Turqueza, there is no records for them to base their assessment of tax for businesses because of the practice of “negotiated assessment” or even “under the table” transactions during business permit renewal. Hence the move of data gathering using the checkpoint. They base their record of gross sales of wholesalers and retailers to the purchase orders carried by the delivery vans. In case of bad orders or unsold items, these should be recorded by the businessman and present it to the treasury for deductions. The two percent tax will be charged on the final computation.”
“To this the Filipino Chinese Chamber of Commerce Abra Chapter headed by Mr. Jaime Lo, said, businessmen employ different methods of accounting and they are not amenable to the two percent tax based on gross sales (including the value of unsold items). However, he said they keep regular communication with the LGU to further clarify things.”
Curiously, the ‘meeting’ tackled the implementation of a policy in the Local Tax Code and DID NOT touch on the issue of already collected ‘toll fees’ that have been exacted in reality and which prompted the widespread complaints after all. It also simply admitted the condoning of a breach of a legitimate policy: the breach being the practice of ‘negotiated assessment’ a.k.a. ‘under the table’ transaction. And for the convenient rationale of ‘data collection’, the setting-up of check point (which might be functional for other purposes at a later date) is then strategically legitimised as to include the cooperation of the PNP. From a business point of view, while the check-point data-collecting -business is power-image- enhancing, it is commercially off-putting.
By the tone of the statement, the practice of ‘negotiated assessment’ a.k.a. ‘under the table’ transaction is acceptable and largely tolerated. It goes without saying, therefore, that LGU employees in the department that’s in charge of fee collections are on carte blanche to do as they please with collections?
With this in mind, what would be withholding those who are at the check-point to start any money-exhorting technique? With this in mind, what would be withholding those who are staffing the check-point to start any money-exhorting technique? It would be just as well that measures get in place to just get rid of the ‘Under-the table’ or ‘subject-to-negotiability’ practices instead.
If the local executive officer truly wants to see his municipality grow, it is crucial that businesses get attracted (not put-off) to set up in Bangued and for merchants in the neighbouring provinces to bring business into Bangued and not away from it out of unnecessary intimidation.

While there is really a need for more tax collections to meet the demand for greater development , I personally believe there should be a greater campaign against corruptions in the province from barangay level up. Posted by TAGAMASID | December 12, 2013, 1:15 pmAs per observations from our fellow Abrenians the business system in Bangued has never been better, one person no other than the local chief executive (Mayor) of the town has already monopolized 70 percent of the business, name it and he have it, thus bringing the other competitor to the edge where in the long run will seek another venue to put up their business or simply close down. This is very unhealthy to the growth of the town where the income generated is mostly from OFW and others. Mayor Dominic you better hire a consultant on Economics which will better determine which course to take and not by increasing taxes and bullying Balikbayan Boxes which is tantamount to resistance of the common populace and will lead you to being unpopular. If you remember before that you have closed GLOBE & SMART communications in Bangued due to TAXES you were then rated just above ZERO and the end result you were not voted by the second time around. Hope this issue of REVOLUTIONARY TAXES of yours will not be same as Globe & Smart. We know vote buying is the key determining factor of being voted as a mayor but remember not all the time you can do that. Why not give something to please the common populace by enhancing productivity of any thing that Bangued can offer which is of legal commercial purposes, in that way you can leave a legacy that will be remembered by the succeeding generations. You have everything that money can buy, then why not fulfill your campaign slogan that you are going to build Bangued a better place to live and not making a hell by pervading unpopular taxes to anything that people have in Bangued. Furthermore, coercion and threat or worse death has been the daily lives of the people of Bangued, we know you can do something about this, Common dont be NAIVE otherwise 2016 will be very costly on your pockets. Because, there is a plan that somebody will file his candidacy by 2016 which is very much expected by the common people of Bangued. Give us a Break will YOU!!!!!!
