BANGUED, Abra,Sept.19(PIA) – – Members of the Provincial Technical Working Group (PTWG) of the Project for the Cordillera-wide Strengthening of the Local Health System for effective and efficient delivery of maternal and child health services had a unified stand to urge the local government units(LGUs) in the project sites to pass an ordinance requiring all pregnant women to deliver in birthing facilities.
Said proposed ordinance was based on the evaluation conducted by the PTWG during their meeting last week.
It was found that many women still prefer to deliver in their homes which is no longer advisable because the environment has already become polluted and the health of the mother and child is at stake.
The PTWG likewise urged the LGUs in the project sites particularly the six municipalities of Villaviciosa, Pilar and Penarrubia, and Dolores, Lagangilang and San Juan to improve and sustain the health care facilities for the maternal and child health care program.
Relative to the strengthening of the local health zones in the project sites, the Japan International Cooperation Agency (JICA) had earlier provided the needed equipments in the birthing facilities with the condition that the LGUs provide the structures to house the facilities and the health personnel involved in the project.
In compliance with the stipulations of the memorandum of agreement earlier signed by the local chief executives in the six LGUs led by Governor Eustaquio P. Bersamin last year during the project launching in the province, the LCEs have already given their cash counterpart of a
Meanwhile, JICA continues to provide funding for all the trainings to be conducted in all the projects sites to capacitate the health personnel. It will also assist the RHUs in their documentation of activities and accomplishments in order to monitor and evaluate their performances.
Dr. Makoto Tobe, the chief adviser of the JICA on the said Maternal and Child Health Care program, had presented the revised matrix for monitoring, documentation and reporting of the project implementation.(JDP/MTBB-PIA CAR, Abra)

How can this be implemented when the APH is not even completed?
What is this, invasion of pregnant women’s “freedom of choice” where they want to deliver their babies? LGU’s cannot just be passing an ordinance like this without consulting the public first? Delivering babies at the homes had always been a practice since before my birth and I don’t understand what this passing an ordinance to NOW REQUIRE PREGNANT WOMEN TO GIVE BIRTH TO A FACILITY?

Ayon sa pananaliksik tungkol sa birthing facilities, itong mga itatayong mga birthing facilities ay upang ma-complement ang functions ng existing medical facilities, kasama na riyan ang mga hospital. Ang mga itatayong ito ay talagang kakailanganin sa mga malalayo at liblib na lugar kung saan ay mga lokal na kumadrona ang tinatawag sa kanilang bahay at sila ang inaasahan sa pag-pa-paanak ng buntis. Maganda ang hangarin ng proyekto. At ang ponding gagamitin para rito ay donasyon galing sa mga pribadong NGO. Ang siste lang niyan ay ang proper maintenance niyang facility. Kung ito ay ipapasa-ilalim ng DOH, kailangang masiguro ang maintenance at kalinisan nito.
