BANGUED, Abra, Sept. 17 (PIA) — The Sangguniang Panlalawigan of Abra recently passed a proposed ordinance regulating the use of plastic bags and styrofoams as the province’s contribution to the global action to promote a plastic-free environment.
The proposed ordinance authored by SP Member Kathleen Maria A. Balbin prohibits the use of plastic bags on dry goods and regulates its utilization on wet goods. It further prohibits the use of styrofoam in the province to minimize and eventually eradicate the use of environmental hazard materials.
Said measure was presented in a public hearing held on September 12, 2013 at the Provincial Capitol.
For so long, the use of plastic materials has become a daily practice in society because it is highly convenient, available and practical for packaging commodities and other purposes. Globally, the production of plastic materials dramatically reached 200 billion pounds per year alarming the environment-friendly non-government organizations.
In Abra, the use of plastic bags and styrofoam is rampant as well as cases of improper waste disposal have been observed. During rainy seasons, these solid and non-biodegradable materials which are not properly disposed cause clogging of canals, creeks and other waterways. This is one of the main causes of flash flood in the province especially in some areas of Bangued, the provincial capital.
These adverse effects of using plastic bags and styrofoams moved Balbin to author and sponsor said ordinance prohibiting the use of plastic bags in the province.
During the public hearing Balbin explained that there is a transition period for this ordinance from six months to one year for the conduct of information education campaigns to prepare the people to adjust. She added that they will also conduct info drives to the different municipalities on the use of woven bags (bayong), cloth bags (katsa), paper bags, and other similar materials instead of plastic bags and styrofoam. This way, they will not only help save the environment but also support and promote the local industry.
Willie Princer, sanitary inspector of the local government unit of Licuan-Baay suggested the establishment of sanitary landfills per municipality as well as a centralized landfill for the province for the proper solid waste management and disposal.
Balbin also said that after the final drafting of the Implementing Rules and Regulations (IRR), the council will ask foodchains like Jollibee and Chowking in Bangued to provide alternative materials for packaging rather than styrofoam and plastic materials. (JdP/Ginalyn Brioso/MTBB-PIA CAR,Abra)

I am an advocate in the continuous usage of plastic. Because, without plastic those mountains we have should have been denuded with trees long time. Why? because we have to cut plenty trees to augment the shortage of plastics. Ms. Balbin have not weigh in the after effect w/out the use of plastics. Trees will be cut to make paper bags instead of plastic. And it takes around 10 to 20 years to produce a full grown trees while plastics it takes only a few minutes to produce one. And trees by the way are the only thing on earth that subdue the UV rays of the Sun. Try this experiment, expose the galvanized iron roofing in the Sun at the same time with the trees after 4 to 5 hours, you can not even touch the galvanized iron roof because of the hot temperatures, whereas the trees you can even stay underneath and enjoy fresh air and a good nap. What should we do is proper disposal of plastics and proper discipline for the people using plastics. In Las Pinas & Paranaque there is a machine that recycle plastics and convert them into school chairs. Abrenians, do we have to cut trees to make paper bags?
Or we have to use plastics to save our dwindling inventories of trees around Abra.

Most environmental groups say that it’s best to avoid the choice altogether, instead we should diligently reuse bags. Studies on the issue of recycling shows that: in the total waste generated, only less than one percent are being recycled. In addition, it is more costly to recycle a bag than to produce one. Also, oceangoing vessels altogether dumped 8 million pounds of plastic in the ocean bed annually. Countries like, Bangladesh, China, Israel, Canada, India, Botswana, Kenya, Tanzania, South Africa, Taiwan, Singapore, and even Rwanda have banned plastic bags. Some cities and provinces in the country started to banned plastic bag and utilizes reusable cloth bags and paper bags as their contribution to the solution of environmental problems. Your notion of our forest being denuded if plastic use is totally eradicated, I think it’s an overkill. We see vendors utilized news papers, and other reusable papers to wrapped their goods. We need not to cut trees to produce papers in lieu of plastic bags. In the 80s, bay-ong and labba were seen rooming in the market place. Can we not bring back those days? for a sound and environment friendly Abra?
