Posted by Imbagakon Jack | September 12, 2013, 6:31 pmPeople of Abra knows who are the contractors in these project. The problem is.. politicians involved on the project usually demand 40% as commission. So what do we expect, the implementation of the project will surely be substandard.
The sad part is, they sometimes divert the use the big part of the fund supposedly for concreting of roads to mere road safety signs so that it would be easier to justify the nonexistence of the project.
Maybe that is the very reason why politicians spend so much on election even if it’s more than the salary they will receive for the whole term.

1. Clean water with 1000 PPM free or we can call use potable water. Not water direct came from Calaba River, this is dirty with many unseen solids that can affect the strength of the concrete. In contracts all these are stated and must be followed.
2. Use Portland Cement for load structures i.e. roads specially highways
3. Washed and cracked gravels. For roads and highways it should be maximum of 25 mm or minimum of 10 mm or can pass 80- 100% sieve 25 mm analysis.
All these I can tell the roads from Bangued to Tayum didn’t meet these basic requirements.
Technical matters to be considered when constructing roads or highways:
1. Get the right and proper elevations. Surveyor should check the elevations prior and during pouring
2. The proper way of mixing.
3. The time duration of concrete placement or procedure of pouring.
4. Apply 4000 Psi for road or highways. Monitor the mixing strength during constructions.
5. Get samples of the mixing
6. Employ qualified Engineers and labors
7. During constructions, trucks with heavy loads should be slowed down when passing the area of constructions to prevent the concrete from crackings when this is on curing period or concrete setting. This is very critical, from 0 day to 28 days, the road should be protected from vibrations.
8. After pouring of concrete protect the roads from direct Sun exposures by covering burlap cloth on top with plastic to prevent fast evaporations of water content of the concrete, cure with water, etc.
All these I can tell the roads from Bangued to Tayum didn’t meet these basic requirements because of the color of the roads, stones are showing, cracks are many, joints are not level, use of concrete vibrator during construction is not proper because stones settled on top, etc.
NOTE:
Safety should be considered above all in constructions specially roads and highways constructions.
Highways is mandatory to have shoulders on both sides for emergency stop. If the area has existing houses or structures already then let it be but on areas with clear shoulders on both sides don’t construct any walkway with curbs, this will reduced the width of the highways. Walk ways with curb stones applies only for inside areas like subdivisions or service roads with vehicles speed at minimum.
The removal of the walk way with curb stones is urgent. This is unacceptable for highways. During nights, or even day, when there are broken vehicles, these shall stop on the middle of the highway and will expose the public in great danger. This is my first to see highways with walk ways with curb stones.
