A public document chronicling the money loaned to put up the new APH

This was sent to me by one of our users showing how the New Abra Provincial Hospital was built. According to the document,

The construction of the New APH was authored by then SB Member Jocelyn Bernos and was approved n October 7, 2009. The cost of the hospital was P180 Million. The amount was taken from a P400 Million loan by the Provincial Government from Land Bank of the Philippines.

After 4 years, the New APH has yet to be fully operational.

    It is then of common knowledged that small & big corruption are one & the same, that hamper the very essence of progress. In our province “ABRA” the provincial treasury had been put to an unworthy or corrupt use by the politician for the sake of their personal gain. We have seen on our very own eyes how those projects by our present politician implemented, less expenses on the projects more on their fat wallets. As PA said on his foregoing statements on the other thread, that the province had wallowed long enough on poverty. Yet this politician does not see or rather ignore this. What they see; ABRA is a fat milking cow that provide for their capricious lifestyle. Whereas, we the constituent feel otherwise the brunt of this shameless indignity that bury us more to the pit of excruciating destitution. The way our present politician steer the helm of governance in the province bleed us to the very last drop of our hard earn money by instituting higher taxes which the common populace can hardly meet ends. In return this present politician bring false hope by building hospital & roads which are totally useless for they are build substandard and become “White Elephant”. Abrenians wake up, come 2016 forget about the P3k as payment of your vote, it is a short term relief and long term agony.

  4. we should organise a rally infront of the capitolyo. we should shame these corrupt leaders in a peaceful manner. we should all act together and demand an answer as to where is the rest of the money loaned from the land bank amounting 400 million pesos. we demand that all these culprits headed by our governor to come out of an answer. and if there’s no satisfactory explanation, we must fight and demand for their resignations. agkaykaysa tayo kakailian!

  8. The trusted ears and eyes of the President already heard enough of the shenanigans of our governor and congresswomen. How about the different town mayors? Were their projects posted by COA at the other thread were certified as “true and correct” by your honest observation especially of the amount involved? I believed that not all posters here are residents of Bangued that they don’t know how these mayors were causing poverty of their respective constituents. If we don’t expose also their corruption practices, how do these ears and eyes initiate the necessary actions in fumigating these pests? Besides, we the OFWs are also eager to read or hear how you guys persecuting these thief municipal mayors so that we would be able also to share our humble opinion in finding solutions leading to the prosecution of their shenanigans.

    • If the DOJ expedite it like the Ampatuan case,I dont know when then. Justice delayed is justice denied.Political will and resources is needed if Pinoy is serious about it. I do think it will take longer than 3 years to process it.
      By then there will be a new president and it will be a new ball game. Pardon my pessimism,it is the filipino way till it is proven otherwise. It will take a convicted politician to go to prison to remove my reservations.

If they sweep your face on the floor like what what they did to Pedro Abrenio and Dr. Neil Banez, just remain calm and laugh for laughing is still the best medicine for any kind of heartaches and headaches. They didn’t lost their temper but maintained the high standard of ethics or professionalism for they know that they were just dealing with pretending Christians. Do you know the characteristics of these children of their parents who doesn’t have remorse for the feeling of others just to defend the misdeed of somebody else? If you knew then why do you care? Just ignore them like the two gentlemen did who humbly presented or defended their case even up to the point of asking forgiveness. Now, that’s something different that shows how fine gentlemen and true Christian leaders they are that our youth of today and tomorrow might want us to emulate.

    This is not a sermon Madam O because the truth of the matter is, I could sense your natural courage, your honesty, and your hidden unconditional love and concern to your province to be materialized not in this venue but God willing three years from now. Hence, we would like you to preserve them and just feel relax and always smiling for the meantime. Definitely, it’s should be then your time as well as those who really cares real justice and prosperity for there’s no more PDAF or any kind of funds to be entrusted to the elected government officials by that time. These fund will be then transmitted to the different government implementing agencies like, Dept. of Public Highways, Social Services, Education, etc., therefore, why do the thieves still have the appetite to run for any elective office?

  15. Makur, it’s obvious that we have nothing to talk further regarding this issue. Both persecuting lawyers headed by Madam O and the defendant lawyers headed by Lecheka are now resorting to name-throwing or character assasination. In my opinion, I think nobody has an edge except that all Abrenians in the whole world are now feasting again for this very important development aiding them to brainstorm their mind for the next election/s. Of course, the subject person/s are still presumed innocent until proven otherwise. But this will not deter us to judge them by the ballot when election comes for their accomplishment speaks volume as per COA reports.
    Therefore, what left for us is to start encouraging now those who has natural desire to serve their constituents taking advantage with the suspension of funds that may be extended until the next coming election or permanently thereafter so that honest and righteous individuals have the courage to run as political candidates. I think this is one of the Divine interventions for the fulfillment of their calling or mission in life to serve God’s people especially the underprivileged, educationally and economically speaking.

In a sense that, with the impending total abolition of the fork barrel, will our present brand of politicos desire to run for a political position any longer? what will be the reaction of the masses who milked on the politicos during election? Will there be a major transformation in the political system. Or, will the Aquino administration and cohorts work hard to maintain the status quo?This are the things that many Filipinos are asking in their mind. I believe that divine intervention is very much present in the human life. I am not interested in throwing stones to perceived corrupt politicians. But I am hopeful that things will change and it will be for better. Someday, somehow, evil subsides and unselfishness flourish in the heart of men.

      • I observed from the grapevine of senior citizens that talking out their experience of life especially their positive accomplishments is a good form of mental therapy especially if they are suffering some kind of illnesses as part of aging. I have a lot of friends of this kind but others misinterpreted them as arrogant. They were oblivious to the fact that they too will become senior citizens and might end up far worse than them that they could never imagined. I think this attitude is a part of aging for I observed it too to my grandfather when he was so proud in relaying to us his positive accomplishments in life. In the case of Madam O, I think she is still young enough to fall on this trap which I inclined to believe that she is just trying to picture herself in the most honest modest way so that we may give her just a little respect. She was just forced to do so without any intention of gaining favorable impression because some of us have already assumed that she is just “just just”. On my humble part, I can’t blame her if it’s the only way where we could continue dealing with her and discovering the best of her yet unlike Sir Pedro Abrenio who totally forgotten us in our quest for a new prosperous Abra.

        • Just my take on your questions TAGAMASID: from a reliable source, the “vote-buying” case was originally filed by Gen. Magalong. Somehow he dropped the case after the elections. However, I am following up on this matter why it was dropped?

          APH: I sent a letter to DOH (copy furnished to Sysop for posting) to confirm the “assistance to purchase equipments” that was already approved by them. We want to know if it was already received by APH or not yet. We’re trying to find a way to get a copy of the Loan Agreement from LandBank. We want to know the interest payments and HOW is it going to be paid back? We’re also getting information from JICA of the claimed 20K aid to APH if it was a donation or loan?

          Jenrix’s plunder case is still pending. I was at the Ombudsman office talking to their legal Dept. a couple of months TO ASK WHAT IS THE “HOLD-UP” ON THE CASE? They are short of investigators for Northern Luzon; there’s only 11-investigators for all cases. however, they already have a “case number” assigned meaning they are getting there. We need to push more. I will send again one of my NGO associates to follow up.

  28. I hope and pray that this GOD SAVE ABRA organization is the one that we have had been waiting that could change our province for the better. Judging alone of what they are doing, although it’s only the tip of the iceberg of what we read from the above comment of COMLI, someone with their mind could discern their burning desire of saving our province from further economic deterioration and scary “peace and order” condition.

    Would it be possible if members/officers of this organization would be our front leaders in the future? Hopefully, two of them will become our governor and lawmaker while the rest will become mayors in their respective municipalities. My suggestion however, is, to be very careful in the selection process by conducting secret background investigation for every member who wishes to file his/her candidacy.

    If that would be candidate is a respected religious kind of person, helpful or generous, loving and forgiving, could swallow his/her pride and meet anybody in bad or good times on the filthy ground, and most of all: has the balls or clitoris to face the sick or thief politicians, there’s no doubt in my mind that the “ears and eyes” of the President would notice these and might send his Army to protect your voters from the vicious political leaders/PAGS of your opponents. Majority voters are just scared that they could not really practice their right of suffrage, therefor, you really need to kiss the ass of the President.

Hayan, at may karagdagan na ngang news na magtatayo ng mga ‘birthing facilities’ sa mga lib-lib na lugar para doon manganak ang nga buntis. Dini-discourage ang panganganak sa loob ng bahay para maminimise ang child-birth fatality. So, siguro ngayon, magiging in-demand ang mga propesyonal na komadrona na mag-handle ng klinika (birthing clinics) sa mga liblib?

    Samson Alcantara, president of the Social Justice Society, told the Supreme Court on Wednesday that the arguments used by the Office of the Solicitor General (OSG) in seeking the partial lifting of the temporary restraining order (TRO) while the constitutionality of the pork barrel system was being reviewed supported his position that the program was flawed.
    “Respondents, by asking for a partial lifting of the TRO, based on humanitarian grounds, have in effect admitted the validity thereof,” Alcantara said in his reply to last week’s OSG comments to the antipork barrel petitions before the court.
    The OSG said more than 400,000 recipients of education grants and hundreds of thousands of indigent patients dependent on the congressional Priority Development Assistance Fund (PDAF) would suffer because of the TRO the rest of the year.
    Alcantara said acceding to the OSG request would “allow the release of millions of pesos for very questionable projects, activities and transactions, thereby enabling the lawmakers to still continue with the pernicious practice called pork barrel.”
    He scoffed at the argument of the OSG, which is representing the Palace and the House of Representatives, that the alleged PDAF abuses were problems of implementation and did not go into the constitutionality of the law, which the court upheld in three previous rulings.
    Alcantara said the pork barrel system posed “dangers” that could not be solved alone by prosecuting offenders. He said retired Chief Justice Reynato Puno condemned it to be “evil” while the Catholic Bishops’ Conference of the Philippines called it an “act of terrorism.”
    “It is the mother of all scandals and very destructive of society,” he said, adding that the best way to solve the problem was to “totally eliminate it.”
    “If it permits a continuing and blatant violation or circumvention of express constitutional mandates, it should be outlawed without further delay. The monster itself should be slain at once,” he added.
    Alcantara noted that pork allocations had ballooned from P12 million for congressmen and P18 million for senators in 1994 to P70 million and P200 million for the lawmakers.
    “Surely, these will double or triple in the near future, unless the pernicious practice is stopped now,” he said in his five-page petition.

    • I posted the above just incase you have not seen this article: The rest of the “PORK” is not going to be released. From this information, NO MORE PORK for the APH I’m sure. We sent petitions with SJS to block lifting of the TRO. Note the reasons of why the PDAF should not be released. We are also sending petitions to block the General Appropriations approved for 2014 PDAF. Definitely NO PDAF or DAF until after their term of office.

      Kitaentayo no mailippas dayta APH without the 2013 PDAF ta dayta funds to complete the APH was released long time ago. In addition, there was a loan of 400Million plus PCSO plus JICA that the people of Abra needs to find out.

      To date, we have not heard his (the governor) side of the story about these allegations from everyone

      GSA (God Save Abra) also got the COA Reports and we noted so many discrepancies and questionable implementation of funds. We are in the process of following through with COA, It’s a lot of work guys, but someone has to do it for the sake of abrenians.

    • @Eric Shawn…no problem I was just hinting everyone that the reason probably why the APH is not completed as yet because they have used all the money alloted to the project THINKING they would still be getting their share of the PDAF to cover it for this year.
