This was sent to me by one of our users showing how the New Abra Provincial Hospital was built. According to the document,
The construction of the New APH was authored by then SB Member Jocelyn Bernos and was approved n October 7, 2009. The cost of the hospital was P180 Million. The amount was taken from a P400 Million loan by the Provincial Government from Land Bank of the Philippines.
After 4 years, the New APH has yet to be fully operational.

Sir sysOp, Kindly provide us a copy of resolution/s of any project/s implemented by the Provincial Government on the remaining bulk of the 400M loan? Or the financial statement on the rehabilitation of APH if any?. Otherwise, this will create misconception from our readers that the remaining balance of the 400M loan was pocketed by the unscrupulous officials, just like what our friend GENTI is feeling right now.

She also said that Mr. Freddie Bobila may also have copies of the receipts. The receipts she said was VERIFIED by Land Bank? I said why LandBank to be verifying the receipts unless, it was a construction loan? But according to the above Loan Agreement, it wasn’t a construction loan.

In politics, I worked actively within the limit of the law, as public servant, relatives n friends solicited my opinions on some important matters related to their socio economic n political life which brought me to harassment by my ‘former political friends’ whom I deserted because of their greeds to money at the sacrifice of the common tao. I supported the late cong Zapata, mayor Pacunio n Engr. RogerLuna using even my personal resources because I really wanted a change in the miserable life rendered by the existing self centered politicians.
With God’s loving kindness, I was able to send my kids to colleges without a single centavo from any politicians. I worked hard to have them finished degrees because I was inspired by the sacrifices of my late parents who in spite of poverty n illiteracy ( my late mother was a no read no write), they were able to send some of us to colleges. Proud to say, my kids have modest houses, cars and better life than I used to have. With daily prayers n continuous trust in the power of God, asking forgiveness of sins committed, praying guidance and blessings even to enemies, I find peace and happiness which I’ve never experienced before.

They approved a “special development assistance” for APH. I am also waiting for the DOH what is the hold up of the NEW APH to open to the public. I requested an inspection of the old APH because we were told how unsanitary it is and patients are sharing the same bed and plastic chairs are used to lay “kids” patient. Were they already tested by qualified or dependable building inspector that could be sued if the quality of his inspection is sub-standard too ? Please don’t ignore this Madam O for this is the most important thing to be considered if we want to prevent mass killing that may happened in the future. God forbids for the would-be victims/patients majority are just poor less-privileged and innocent individuals that have no relation at all with the few corrupt local government thieves.
