Three weeks (July 1, 2013) from now, the winners of the 2013 Elections will be assuming their respective offices. And for 3 years new and old faces will either make or break the dreams of Abrenians for a better government. I hope they are ready.. But wait! not so fast says the COMELEC. In case our candidates (both losers and winners) suffered from amnesia, they are reminded that there’s this Memorandum of Agreement (MOA) between the COMELEC and DILG that all candidates in 2013 Elections must submit their Starement of Election Contributions and Expenditures (SECE).

This MOA empowers the Comelec to strictly enforce the requirement of filing SECE, which is until June 12.

According to COMELEC, local candidates failing to submit Statements of Election Contributions and
Expenditures won’t be allowed to assume office. 

Failure to submit the SECE, both for losing and winning candidates, will also constitute an administrative offense, which is punishable by a fine ranging from P1,000 to P30,000 at the discretion of the Comelec while the second or subsequent offense, offenders shall be liable to pay an administrative fine from P2,000 to P60,000 and shall be subject to perpetual disqualification from holding public office.

I wonder if the money they use for vote-buying will be declared? What about the procurement of guns and goons? Will they mention that too? Well let’s wait and see.

  2. most if not all have declared “donated and financed by friends.” not even one of these idiots know the word “vote buying.” another 3 year term full of pretension and broken promises……..hehehe

  3. What a waste of “katay” (regulation) from COMELEC. Is there a value added in requiring candidates in submitting SECE? Naglaka ti “agulbod” basta adda la ket maisubmitar, then what? Adda mang-“scrutinze” tioy nga reports, ket no palso nga report, then what?

    basta total votes multiply ti 3000 equals…un na un…plus cost of printing, Pf ni singer sa.jingle, ken extra bayad sa mga leaders etc.

    onething more…. rumurs may mahigit 1000 daw na nabayaran ng 3K na hindi bumoto… Isa dian ung tomboy na mayabang. Nagleft and right… Kinausap ni 500 kaya ayon

  5. Absolutely correct SENTI! So many rules n regulations, so many good laws wasted, so many agencies receiving enormous funds but failed to perform their duties as desired. Do we expect vote buying to progress? Big time n traditional lawmakers are the lawbreakers! Look at Enrile, good his son, though ilocano, did not make it! Sorry for Abra, the biggest buyers are the winners. How about the COA? So many projects reported, but did they really check these if they really existed? How about the executives’s SALN? Compared to the value of their houses, cars n other properties recently acquired? When shall the long arm of the matuwid na daan ni Pinoy reach Abra? Hopefully, reforms will be felt in Abra with the remaining 3 yrs of Pinoy. If not NPA n other criminal groupswill become stronger
    Because, people will be more disperate n bewildered.

  6. Tay amammok nga nangabak nga sanggunian, awan nagastona. Ngamin ket naisurot diay naganna idiay line up nga nagiwaras ti sag 3K per botante. Diay man istrit-istrit nga kunada. Kimmita pay ketdi a ta imbes nga 3k ti iwaras da per botante, sag 1,500 na lang. imbulsadan diay kagudua. He’s telling the truth, awan gastona.

  9. actually awan gastos da. hahaha.. kasi puros DONATED BY FRIENDS OF… kasta ti nakasurat.. ngem kinapudno na, IRA met la naggapwan na ken 7171. DA subsidies ken daddumay nga sources pati pgalakwan ti sedula. grrrrrrr!
