DOLORES, Abra, April 30 (PIA) — Mayor Robert Victor Seares, Jr. has been chosen as Most Outstanding Mayor for the Year 2013 by the Superbrand Marketing International, Inc. (SMI), a multinational and the only international award-giving body in Marketing/Branding in the Philippines and is recognized as Global Brand Arbiter with 88 member-nations.
Seares was nominated to the Most Outstanding Mayor Award (MOMA) 2013 in the Philippines in recognition of his many and sustained development efforts and his special way of implementing the programs and projects of the local government unit (LGU).
Some of the accomplishments of Seares that made a mark are his support in the basic social services of the national government through improved delivery system of health services and education; provision of basic support infrastructure facilities to agriculture; and the promotion of peace and order in the municipality.
In the aspect of educational development, Seares initiated the construction of new classrooms and repair of the old and dilapidated school buildings to ensure the safety and convenience of the pupils and teachers. Books and other library materials were likewise provided to all the elementary and secondary schools in the municipality from the local revenues of the LGU and funds sourced out from Seares’ friends and relatives.
To capacitate the youth and even the graduates in terms of information technology, Seares established the first municipal eCenter in the province.
It is also in Dolores where the first modern Rural Health Unit (RHU) was built with the funding assistance from the Department of Health. Here pregnant women are provided pre-natal care services until they deliver their babies in order to prevent maternal and child mortality caused by the lack or absence of proper medical care.
Seares’ perspective in development management is greatly influenced by the concept of the Bottoms-Up Planning and Budgeting System” where priorities are set in order to maximize the utilization of the LGU’s limited resources and access to sources of augmentative resources needed in their programs and projects that address the problems and needs of the people of Dolores.
As a result, Farm-to-Market Roads and irrigation systems were implemented in the barangays in order to sustain the agricultural productivity of the farmers in the municipality.
Seares has also given special attention to the peace and order situation. The ‘state of the art’ municipal police headquarters is about to be finished.
