Governor Takit Bersamin stressed a point while talking to SysOp
Bangued, Abra (03/15/2013). I arrived at the Governor Takit Bersamin’s farm in Penarrubia, Abra at about noon. He had accepted my request for an interview (note: this is very informal) earlier that week. The purpose of my interview is to get his side of the different issues leveled against his administration and of course the upcoming elections.
This was the first time I met the governor in person and I noticed that he was just wearing a t-shirt and jeans as he ushered us to the table where he has laid down a myriad of dishes.
After exchanging some few pleasantries, he started asking everyone to eat. The dish were the usual Ilokano food like chicken, pork and fresh water fish. There were other food on the table which I couldn’t make out of it but nevertheless looks delicious.
He seems to be laid back, relaxed and always smiling, as he points towards the rows of chicken cages “This is what I do during the weekends, I hang out here and try to relax. This was my plan even before I was a governor – to retire early and just spend my time here”, he said. “It’s very peacefull here”.
In between bites, I started to ask him questions:
SysOp: Thank you Governor for seeing me today. It was great to finally meet you in person.
Guv: of course. Any time. Am-ammo ka ah Eric!
SysOp: You probably know why am here. To ask you some questions about things that has been said on the internet, particularly in abrenian.com
Guv: yes i know, abrenian.com. You can ask me any questions. I am familiar what’s being said there. And I can tell you right now, most of them are not true.
SysOp: Am sure you know I have no personal agenda with the site governor, I can’t stop people from commenting. But before we go further, can you tell me what are your most significant accomplished for Abra in your last 6 years in office?
Guv: There’s so many things to mention, but first off, we succeded in breaking the almost 20 year rule of Vicsyd. It was a tough fight but we did it. We have improved our roads and bridges and Peace and order has also been improved. A new hospital will soon be opened to the public.
SysOp: I noticed that you have been very quiet about all these charges of corruption in your adminstration. There’s this radio program that goes to the extreme of calling you and your wife names. What can you say about that?
Guv: I don’t want to bother on those nonsense. “Lakayakon nga mang-tutop pay laeng kadagita nga banag”. “I don’t want to engage any word war with them”. “Ammo ti tao no nya ti naarmid ko nga pagsayaatan ti Abra”. About what had been said about me, my wife and even my kids are not true. My kids have good life in America, they have good jobs so they can afford whatever they want. “Sayang di mo naabutan ni Ruby, she actually wanted to meet you”.
SysOp: Let’s talk about the hospital which is one of the hottest issues right now.
Guv: The hospital was built according to standards. In fact, we are scheduled to open the facility this April. The preparation is in full swing.
SysOp: What about the e-coli issue?
Guv: Well it’s up to the health department. They are looking into that. That should not be an issue when the facility will be open. In fact, I invite you to see the facility for yourself.
SysOp: I would love it see it (I was able to gain access of the facility and took some pictures – this will be published soon). What will happen to the old APH?
Guv: We will improve the old building and probably will retain other services there. I assure you the new hospital will be open soon.
SysOp: What about the ABRECO issue? People has said that you have not done enough to avert the disaster?
Guv: I’ve explained it over and over, it is not under my control. But any case, you noticed there’s no more disconnection notices for the past month. We’ve discussed this with all parties concerned. The GM has agreed to do a thorough restructuring. So the situation is now under control.
SysOp: It’s election time, what are your chances?
Guv: “Kayat dak met pay laeng ti tao”. I have the support of the masses. I have confidence that I will win this election.
SysOp: including those people abroad?
Guv: yes
SysOp: People are very concerned about election related violence, what can you say about that?
Guv: I have confidence with the military that they will make sure that we have a peacefull elections. I have confidence with Gen. Magalong. Sinno ayat ti mayat ti nagulo nga election? That’s why I said earlier, I don’t want to engage in provocations like what the other camps are doing. I even subjected all my guns to be sealed during the election campaign. Province wide I think we will have a peacefull election. I do see that in Bangued, there will be problems.
SysOp: Why Bangued?
Guv: It’s history, Bangued is always a very hotly contested town. Plus it’s the return bout between Dominic and Ryan.
SysOp: YOu think the military will remain neutral?
Guv: Yes, I do. Gen. Magalong is an honorable man.
SysOp: If you lose, what will you do?
Guv: I don’t think that’s going to happen. But if ever, then so be it! I won’t force my way. Look at what happen to the previous administration (referring to the downfall of Vicsyd Valera who is now languishing in jail as the primary suspect of the killing of COng. Chit Bersamin). So if ever, I can just retired peacefully here in my farm.
SysOp meets the Governor: Nothing personal.
SysOp: If you win, what’s your priority programs?
Guv: I will continue with the improvement of our infrastructure. I will concentrate on improving our roads in the uplands. That’s the key to develop far flung areas.”ammom deta Eric, like in the U.S. no napintas ti dalan, adda progresso”.
SysOp: I visited the Abra-Ilocos road and it has not been completed. There are parts of it that are either destroyed or incomplete.
Guv: this is a national road so it’s under our Congresswoman. I cannot comment on that. But I’m sure she’s doing what is needed to be done. Siguro it’s better that a foreign contractor should finish the job since they are the experts on road buildings.
SysOp: If you win, it’s going to be your last term as a Governor. What’s next?
Guv: It’s hard to tell what’s going to happen after 3 years. But right now, I want to see a new leader that will emerge to succeed me as Governor. If I can find that person, then I will be happy.
SysOp: Thanks for your time Guv, it was a great lunch.
Guv: Anytime! Now go and see our new Hospital.

If it’s so obvious that we can not stop the connivance between the local contractors, Commission on Audit, and other thief politicians in devouring government or people’s money, why don’t we try the Governor’s suggestion to see if they have more decency or respect to the President? However, foreign capitalists are just relying to their hired local workers which I am afraid if they are just the same or even worse than our local contractors. But, it’s still worth a try for we have already tried our local contractors for so many times and yet we arrived at the same verdict. If not “collapse” it’s “remove and replace” because allegedly the materials used were so inferior while their corresponding prices were so superior. Or, non-existence of projects at all but their Accomplishment and Financial report says otherwise with some justifications like pictures that were taken from other project sites perhaps, like China’s infrastructure projects. One good example is our barangay road that (maybe) has been reported as cemented so many times, but in reality “tapok-tapok” pay laeng met apo. Ngem no kitaem diay Report da nakadanonin diay langit iti kaadu ti pina-semento da that led me to ask this question: Who was the worst culprit of this “kawalang-hiyaan”, the COA, the Contractor, or the thief Politician?
My guess is, if only the COA will not convert their cowardliness into CASH and do their job honestly whatever it takes, I don’t think corruption still exists which is the number one reason why poverty and political killings would continue to take every breath of poor Abrenians in the province.

BANGUED – Abra province is always on
the list of election hotspots, but a
candidate in the town of Lagayan wants to
change this.
Bernardine Joson, a whistleblower, will go
head to head against her former boss in
the municipal government, Jendricks
Luna, who is part of a famous political clan
here, as mayor of Lagayan.
Lagayan actually comes from the word
ālagaā or āto weave.” Long time ago,
woven baskets were used as containers
for vegetables or used catch fish. A
symbol of the latter is prominently
displayed in the seal of Lagayan. Fishing,
aside from farming, is one of the sources
of livelihood in Lagayan.
To most Filipinos, however, ālagayan”
means bribery, or according to Philippine
laws, the act of giving something to alter
the behavior of the person receiving it.
Joson said the town’s name is āmasagwa
(in bad taste),ā and it is her dream to
change the name of the town to St.
Francis of Assisi, which is also the name
chosen by the Catholic Churchās new
Pope.
Running for mayor
In 2011, Joson ā then the municipal
planning and development officer of
Lagayan ā filed plunder charges against
Jendricksā mother, former Abra Rep.
Cecilia Seares Luna, and others for
plunder, graft and corruption, technical
malversation, unethical conduct, violation
of the government procurement law and
forfeiture.
Joson said the alleged plunder or large-
scale graft took place from 2003 to 2010
and amounted to at least P133.9 million.
Cecilia was mayor from 2003-2006. She
was succeeded by her son Jendricks, who
served from 2007 to 2010.
The complaint is still pending before the
Office of the Ombudsman.
āSiyempre, tumatakbo ako as mayor dahil
first, yung pag-file ko ng case sa
Ombudsman, ine-expose ko doon ang
tunay na nangyayari dito sa Lagayan na
talagang rampant ang graft and
corruption. Nag-file ako sa Ombudsman
pero siyempre….our justice system,
mabagal,ā the 45-year-old said.
On the day of ABS-CBNnews.com’s
interview, Joson was wearing a yellow,
long-sleeved top, jeans and yellow flip-
flops. Yellow is the election campaign
color of President Benigno Aquino III, and
Joson believes he can help get Lagayan
out of its current rut.
The interview took place at her home,
just a stoneās throw away from the
welcome sign of āLagayan.ā A tarpaulin
covered the exterior of Joson’s house to
help hide it from strangers.
Inside the house, there were many rocks
aimed at protecting her from death
threats she gets frequently. āNung
pumutok ang plunder [case] ko, syempre
kailangan ko namang i-extend ang buhay
ko, hanggang eleksyon.ā
‘Lagayan’ in Lagayan?
Joson said she knows that public money
went to the pockets of the Lunas.
She said she was able to enter
government service ā after doing the
rounds in the private sector ā because
her parents are friends of the Lunas. She
said a cousin was supposed to run against
Cecilia, but backed out as a compromise.
Joson believes, however, that Cecilia did
not like her because she was
āmaingayā (noisy). She said she was not
even given a regular employment
contract, despite her many years of
service in the municipal hall. It was only
when Jendricks came in that she was
regularized as part of governmental
processes.
āSinabi ni Cecilia sa akin iyan. Sinabi niya
sa akin āKung ipepermanent kita, kung
iaappoint kita as permanent, dadating ang
panahon na susuwagin mo ako.ā Kasi alam
nila right from the start, nakita ko na ang
sistema sa gobyerno,ā she said.
Asked why she filed the plunder case,
āKasi nga wala naman tayong nakikitang
program. Tapos gumagawa na lang ako ng
accomplishment reports na wala naman.ā
So why only now? She said sheās had
enough.
The Lunas
In a separate interview with Jendricks, he
said Josonās complaint is a sham, which is
why it is not moving at the Office of the
Ombudsman.
He said he cannot comprehend where
and how Joson got her numbers for the
plunder complaint, adding that a
falsification of document complaint has
been filed against Joson.
He said Joson did not have a good
reputation when she worked for the
municipal government.
Jendricks believes that Joson is backed by
the Lunasā rivals in politics.
Joson said, however, that had the Valeras
and the Bersamins backed her, the case
at the Ombudsman would have already
moved. She said she will continue to
stand her ground.
Death threats
Elaborating on the threats she has
received after she filed the complaint,
Joson said: ā[Sa] Text, maraming text.
Kahit noong nasa Manila kami,
nakakatanggap ako ng text. Iuuwi daw nila
yung ulo mo. Tapos yung ulo mo, isasako
tapos dadalin sa Abra tapos yung katawan
mo didikdikin, gagawing corned beef.”
She said she wanted to give up then, if
not for her family. She said she needed
also to protect them.
āWala nang pupuntahan ang takot kasi
patay lang naman ang pupuntahan natin
eh. Any moment from now, kung talagang
panahon na natin, kahit ilagay mo ako sa
aparador, kung kukunin na tayo ng Diyos,
wala na,ā she said.
For her protection, Joson said she was
first taken in by a religious group, until
she entered the jurisdiction of the
Witness Protection Program (WPP) of the
Department of Justice.
She said, however, that she did not like
being in a secret place. āMayayabang
sila,ā was how she described her guards.
Her dream of ridding Lagayan of the Lunas
was what brought her out of her secret
place despite the threats.
āSabi ko, hanggaāt inaantay ko ang justice
system natin na umikot, matagal talaga.
Pumasok din ako sa WPP kasi may
provision doon sa WPP na speedy trial ng
cases pero wala din naman nangyari. Sabi
ko, I cannot just sit here inside this room
waiting for nothing. Sabi ko kailangan
kong kumilos para yung ipinaglalaban ko
na mabago ang Lagayan ay makamit ko.
Doon ako nag-decide na tatakbong
mayor,ā she said.
David vs Goliath
Jendricks and Joson will be up against 8
other candidates for mayor. Jendricks,
however, expects all of his rivals to back
out by election day.
If Joson does not and gets just 10% of the
votes, Jendricks said he will step down
and wonāt accept his win.
Joson said Jendricks only perceives he is
popular. āHe is now a barangay captain,
but heās the de facto mayor [of Lagayan]
ā¦Siya ang deciding factor. Di pumupunta
ang mga tao sa 84-year-old na mayor
[Purificacion Paingan] ngayon, dun sila sa
Dangdangla sa Bangued (where Jendricks
resides).ā
She said the people are only afraid of
Jendricks. She said that if she wins, she
will return the freedom of speech to the
people.
She admits is up against a Goliath, but
āgigisingin ko ang kamalayan ng tao. Sabi
ko sa kanila: āWala akong pera. Pero alam
nyo ang sitwasyon dito sa Lagayan. Eto
sila, nandyan kayo. 26 years sila, nandito
kayo. Tignan nyo ang Lagayan, tignan nyo
ang kalagayan nilaā¦Parang mga kabuti
ang mga sasakyan nila na naglalabasan.ā
Despite the slow pace of her case, Joson
said she still believes in the government
of the people. āBilang baguhan sa pulitika,
pinapanatili ko ang tiwala ko sa
gobyerno.ā

you see what kind of governor we have . he is playing safe he does not want to act on the matters that it will affect his chance of winning eventhough it is a blatant and publio knowledge that the roads being done by his ally are substandard, my god part of his mandated to see that the people’s money are spend according what the law prescribed, it seems that the governor and the congressman are scratching their back each other bec they are both corrupt.

Tourism when taken in the context of Hospitality Industry can play a major role in turning the province’s economy around. If tourism is to be cultivated as an industry in Abra, it is not enough to have end point-destinations no matter how fantastic these places may be. Firstly, it is also important to establish the goal that the province wants to achieve in its tourism-hospitality program: should image promotion over-ride the balance-sheet-bottom-line or is it the other way around – profit before image? (Tourism promotion entails expenditures first before it starts to get earning to trickle in. Profitability is perceive and quantified in the long term valuation of asset developments). The targeted market (local residents, inter-regional visitors, non-Philippine resident Filipinos, visiting non-nationals, etc) determines the required service to be provided, the manner how service provided. ‘Marketing’ Abra as a destination needs to be in packaged tour formats. This type of format includes a program of itinerary that caters to the ‘comfort’ of the visitor. Transfers, accommodation, food, guide, adventures and activities – all these when pre-arranged can then be sold as programs to tour service providers and carriers. It is not viable to promote spots or destinations unless you are selling the spots to local residents.
How we long to see Abra in the list of primary tourist destinations of the Philippines in its ‘It’s More Fun In The Philippines’ promotion drive. With peace in place in Abra, this would be truly doable,

Who am I to judge how to price these infrastructure without justification of what has been done?? I’m not an Engineer, but I’m also not stupid to know that a lot of what was listed is OVERPRIZED!

In this regard, may I know what significant piece of legislation has the past and present representatives of Abra authored or passed? Aside from distinguishing themselves as members of the committee on silence, have they really done their work? With regards to the PDAF, the only participation allowed a representative is to identify the projects for his or her district. They are prohibited to participate in the bidding and implementation of said projects. The money for these projects come from the taxes paid by the citizens of the republic. Sad to say, the real intent of the PDAF has been and is being prostituted by past and present representatives. They have dipped their dirty hands in the purse that is supposed to fund projects that would redound to the benefit of our people. It is as clear as daylight that these representatives do not even know their jobs and are really just in there for the money that comes in the form of SOP. To the candidates for representative of Abra, I say NO, not one of you pass the test of competency for the job. The same names, the same names that have prolonged the stay of Abrenos in the tunnel. Abrenos deserve someone better.

You may spit them with negligence or ineptness or any other spiteful adjectives, but it is still the responsibility of the provincial government to ensure that no single municipality should be left behind from this so-called “Matuwid Na Daan”. You may say that our town is not generating enough revenue thus no project or social services to be rendered. Fine, but we also have several OFW who plays crucial part for the survival or growth of our nationwide economy thru their remittances and immigrants or citizens of other major countries that still sending part of the fruit of their hardships to their close relatives back home. So, what’s really the moral or legal basis of continuously neglecting our Municipality?
But on the bright side, THANKS A LOT for not involving our humble town with these so-called infrastructure projects that tainted with alleged left and right corruption. Our conscience is clear and since we are not part of it, we could proudly shout to the whole world that our humble municipality would continue to survive without any assistance from the national or provincial government. And please continue to hide from us the free college scholarship program (exclusively for minorities regardless of their general score) for we might rise up above from other municipalities education-wise.

A FAIR conclusive assessment analysis cannot be totally based on what one can or cannot sight as evidence in physical or material form – considering the purchasing value of the figures given per locality. Let’s appraise it from a FAIR REALISTIC view: I.e. For a 100,000.00 worth of road rehabilitation, even with inflation factored in, how many meters of complete and decent road work will that cover if you factor in the cost of pebbles, transport of ‘darat’, cost of cement or asphalt, labor cost of people (at minimum wage) within a specific number of days? If this figure was for roadwork, it could very well have been used for repairs. To expect a major roadwork for that figure and still see it after how many years is stretching reality.
‘Financial assistance for priority development programs and projects’: what does this supposose to mean? Considering the amounts being too-piecemeal again to provide a decent structure that could mean anything, it is simply goobledygook without any other explanation to it; as it can mean just anything. The figures imply “one-off”-types of projects. Those recipients are answerable to what could these ‘development programs and projects are!” (Fiesta funding maybe? Funding for one abung-abong?)
What is odd is the piecemeal dole out that the figures reflect. It is as if each of the above localities just wanted a piece of the pie. It does not matter whether by piecemeal-ing it, nothing decent of quality will come out of it!
The ‘philosophy’ reflected in the ‘piece-meal’ fund distribution is growth-defeating! Why just not one place at a time for a bigger slice for a more believable/sustainable/lasting project. And by the way, for any structure or project to be sustained, maintenance should have been budgeted for, otherwise projects of these type end up being wastage.
As to the priority development projects worth 200,000.00 to 1,000,000.00 each: the amounts should have something concrete and decent – perhaps an infrastructure or a structure to show for these within the two years of the release of funds. (Kiosk, hanging bridge, artesian well, school building, sports venue, etc?) And if there were, there should have been maintenance budget awarded these projects.

What are the programs and projects that fall under the category of ‘priority development?’ Feasibility wise, 2,000,000 doled out to a barangay could perhaps provide a sports complex, a huge town landmark or a town plaza reconstruction, or a roadwork perhaps for a stretch of a few kilometers? Which of these released funds has anything that’s worth being classified as priority development project to show at all? If not, what applications have these funding been spent for?

Posted by poh wet | March 28, 2013, 1:28 pmI am just wondering if the provincial government had already used the expertise of Building Inspectors using “state of the art or high tech equipments” in determining the durability of the new hospital against any occurrence of natural calamity like earthquake, strong rains and winds, or maybe the weight capacity of the building? If our local engineers have no capability nor equipments, why don’t we ask foreign investors technical resources?
However, if we could fully trust again the expertise of our local Inspectors, then so be it. But, if something happens again that cause serious injury or even death to the patients, I think the people of Abra, from generation to generation, will not stop remembering or cursing your name and your family until the end of the world.

I have no personal interest with gov. Takit. With God’s help my kids have good job without the help of any politicians. As the philosopher, Confucius said, “In a society that is well-governed, poverty is something to be ashamed of; in a badly-governed society, wealth is something to be ashamed of”. Indeed, almost always, in a graft-ridden society, behind every enormous wealth in an enormous crime. As we watched our so-called leaders through the years, we find that corruption is a learned behavior. Honorable is not the word that leaps to mind when we speak of our leaders. The fault lies not in our stars but in us. The backbone of leadership is character and character is nothing if it acquiesces, however tacitly to iniquity and evil deeds. When our leaders turn a blind eye to wrong-doing done year in and year out, these are the real apathy and arrogance we must all vehemently protest. When a political clan expands its lust for power over and beyond its territory, do we simply shrug our shoulders and watch? When only three political clans run against one another, do we honestly beleive we have a choice? TAGAMASID, it behooves us, as concerned, thinking individuals to educate our people, to inform them that we are being insulted, as it were, by these three political clans. They would have us believe that they have the monopoly of leadership and good intentions. May I respectfully remind you that even the road to hell is paved with good intentions. We must work together to educate our people and remind them that they deserve better leaders than the current slate being offered to them. Whoever wins, are we going to be better off? No, they all belong to the same bunch of bad bananas. The most prudent thing to do is to wait for 2016. To have better choices in 2016, we must send a clear and unequivocal message to these discredited politicians that we will not settle for anything less than competent, honest and resolute leadership. We can only achieve this by saying no to all of these candidates. If voter turnout is low, then the message becomes loud and clear to freedom-loving, competent, honest and resolute leaders to offer their services to the electorate in 2016. This is as good a time as any to take the first step. The long-suffering Abrenos have had enough. They deserve true servant-leaders, nothing less.

What if they are the ones initiating or forcing our honest public servants to commit bribery or other anomalous acts thru the guise of insufficient justifications of their FINANCIAL REPORTS although they were not? What the hell we could do since no one could audit their dishonestly (the COA) except their good conscience or the wrath of karma for their evil doings? Assuming further Sir Abrenio that there were honest and brave DOB and COA personnel/officials who will file corruption cases and the likes against these pests and crocodiles, how could we push the smooth sailing of the wheel of justice in light of the present justice status quo. We have the most bravest and trusted Sec.of Justice in the person of De Lima but observe the lukewarm reaction compliance of her action men and women or her corruption judges. Robredo. Unfortunately, he passed away too soon. There is a saying that “a journey of a thousand miles begins with the first step”. That first step is to choose the right leaders – competent, resolute and above all honest. Second, the change must begin with us. It is high time our people disabuse their minds of the thinking that all their needs, from the cradle to the grave, must be provided by their leaders. Our leaders only make so much every month. If day in and day out, people will line up at their doorsteps to ask for help for anything from medicines, tuition, burial expense and hospital expense, where will our leaders get the money. Without meaning to, we are teaching them to steal from government coffers. There must be a stop to this policy of mendicancy. We must teach our people to be self-sufficient. We must produce our needs and limit our wants. We pay our taxes so we can demand government services in return. Foremost of these is the implementation of livelihood projects. Regarding the judiciary, we now have a more honest Supreme Court. We can file complaints against corrupt judges. The auditors of the COA cannot escape responsibility. Lifestyle checks can be made every now and then to find out if the assets accumulated are proportional to their salaries. Always, the price of good governance is eternal vigilance. Most important of all, let us not tolerate wrong-doing at any level. Let us not tolerate murder and plunder. Let us report cases of wrongdoing whenever we see them, wherever we see them. Let the chips fall where they must. Let us not forget that sovereingty resides in the people and all government power emanates from them. Government officials must serve us, not enslave us. As President PInoy said, we are the boss so let us act like one. If government servants are not up to the task, let us kick them out by voting them out of power. Granted that he finds one that suits his fancy and considering that the gubernatorial position is an elected position, does this mean that he would endorse a chosen candidate or will he play a role as a candidate’s political ‘god-father’ even while he would be ‘retiring in his farm?’ ‘

Whoever wins, no matter what we do, we are still facing the indisputable facts; rampant corruption, endless poverty, and other lawlessness that may crop up just to survive or be able to put food on the table. Instead of ruining further the credibility of these politicians, why don’t we just shift our ire to the Commission on Audit (COA) and corruption courts or Ombudsman who were tasked to eradicate corruption but failed that they may listen now? If they were not conniving or conspiring in devouring government funds in the past or perhaps until the present, the atmosphere of politics at present should had been different where ideal candidates with no “dead money” (ill-gotten wealth) to spend or buy votes will be running, isn’t it? There should had been a level playing field where no one could afford to hire bodyguards that limit other candidates moves in campaigning, isn’t it? Anyway, please just ignore this pleading if it will just do more harms than goods to your beloved honorable candidates. I might wasting my saliva instead of just assuming that you were just sacrificing for your personal interests and not interested at all for the betterment of the majority towards a “BETTER ABRA”.
