BAGUIO CITY–A town mayor of Abra was arrested early Sunday after policemen found firearms in his vehicle in the capital town of Bangued.
Reports from the Cordillera police said the vehicle carrying Luba Mayor Marcelo Biscarra Sr. and three other persons was stopped at a checkpoint at 12:05 a.m. along the Abra-Kalinga Road.
As policemen were inspecting the mayor’s black Mitsubishi Pajero, they discovered an M16 rifle, a 9mm pistol and bullets in the vehicle.
Biscarra and his companions Federico Balboa, Mario Ambrosio and Joel Thomas were arrested for violating the election gun ban.
Biscarra, however, was later taken to a hospital when he complained of chest pains, police said.
In a separate police operation also on Sunday morning, police arrested a suspected leader of a private armed group, which is believed to be offering its services to Abra’s political families.
Tandingan Guayen, 41, is the subject of several warrants of arrest for murder and a robbery case, police said. Vincent Cabreza, Inquirer Northern Luzon

Is this random, accident, or selective campaign against gun ban violators? This incident will serve as a warning for others to delay momentarily their evil plans, so better hurry up of doing what you are supposed to do (with or without court order) in the guise of received tips in conducting house to house or office inspection to all mayoral candidates. Then, the majority residents of Abra especially the President would finally convinced and delighted with your sincere advocacy for honest and peaceful election.
your days are numbered. feel the wrath of PNP.
One M16 nag-Mi Ultimo Adios!
This is aBIG WARNING to the big pretenders- most politicians exalting themselves as gods. Your happy days are gone, your professor in evil scheme is cursed behind bars n the crooked Big PNP partisan is changed by an upright leader. Congrats PNP! We r now proud of u.
then what now no natiliwanda?
I guess there are a lot more political leaders(mayors) who deserve to receive warrant of arrest for grave misconduct to their constituents… More investigations should be done, SALN and lifestyle check should be implemented to them so that not only those people whom they we’re using ang nadidiin. Ang nangyayari kasi kapag d na nila kailangan mga tao na ginamit na nila sa kasamaan noon, sila na ngaun ang nadidiin at naaaresto, what about the masterminds.
hahaha!. . medical condition is always the excuse of the F Fooliticians!. . .. . . .inherited from their Boss Gloria!. . damn fools!
