New APH’s water supply positive of E-Coli

Bangued, Abra. The yet-to-be opened newly constructed Abra Provincial Hospital (APH) took another turn when the water supply was tested positive of E-Coli strain. This despite the claim of the Provincial Government that, the water supply system (which takes water from the Abra River) is a state-of-the-art.

E-coli is highly contagious and could be deadly to children. Symptoms include Abdominal pain, Diarrhea, Nausea, Vomiting, Fever and fatigue.

According to sources who spoke on conditions on anonymity, the provincial government has been working frantically to open the hospital in April, just before the 2013 local elections. But Health authorities delivered the bad news just this week. It is unclear when the hospital open.

Meanwhile, some pictures inside the hospital was posted on one of the FaceBook group (check out Abra Elections 2013), obviously in response to abrenian.com’s article. The pictures, which we don’t have permission to post , shows some partial items still in plastic wraps somehow trying to justify Governor Bersamin’s claim that he only wanted new equipment in the hospital.

Abrenians here and abroad has criticized the new hospital due to poor construction, despite being built for more that P200M. The damage that was cause by rains has yet to be fixed. (abrenian.com)

  2. There is a dispute on whether the damaged portion has been fixed or not – as a recent visit (as per Atty. Glo) indicated that it was fixed. With regards to the above – if its true – I’m glad it was found before the opening of the hospital. In my personal opinion, I would rather have all the problems be found now – and subsequently fixed right away – properly – before public use.

    • I agree Ivie. Ecoli is not something that the Governor placed in there. That is why the water was tested for safety purposes.

      • Dr. Tuazon, how old are you? If you don’t mind because it looks like you have a memory lapse. I did’t say that the Ecoli issue is a hearsay. I said, I don’t know who tested the water and asked you the same question if you know. Go back and read the thread before saying that I am feeding false to the youth. So what if you are an MD, if you don’t even remember what is being said, you are nothing. Leave the rest to the youth!

        • Ringnoster sorry to say that you don’t know of what you are talking about. E coli is present when there is human excreta in the water and mind you that e coli could really be present in water but in certain limits for whatever purpose it is intended for. But I am not defending the hospital.
          This news about the e coli present in the water supply in the new hospital only shows the poor planning of the hospital. I don’t think that a sanitary engineer was consulted regarding water system and sewerage of the hosp8tal. If they could have tought of placing the new hospital nearer the center of town, water supply could have not been a problem because they could have just tapped into the bangued water district. The bangued water district has its water anakyzed monthly for bacterial analysis. That is the procedure especially if the water is for drinking purposes.
          If sa gov takit says that the hospitals water filter is state of the art, why is e coli present in the water supply? This only means something wrong with the state of the art thing that takit is bragging about.
          But for impartialities sake, there are several factors that affect the analysis of water
          . 1. The manner of collection. Was the colection done in an aseptic manner.? Was the colection bottle sterile?
          2. The transport of the water sample. Was it submitted in time? Was it sealed properly?
          3 who did the analysis? Was it an accredited water laboratory? Bangued water district has its water analysed at the ilocos training and medical center.
          As I said, planning is key to anything to be successful. We need experts here not amateurs. We need hospital experts not mere contractors.

          The presence of E. COLI in a drinking water supply of a Hospital or community…. as physician, I’ m very concerned… it make it a serious a ALLEGATION .

          THe fact that the E. COli bacteria was discovered in the Water supply of the Hospital.

          1. Find the source of E. COLI.

      • It was substandard. The concrete was already dry and painted that time. The cribwall, so they say, that collapsed was not steel reinforced. And yeah its NOT yet fixed as of today, the cribwall and that portion of the hospital that was damaged.

    • Mario Bang and Dr. Tuazon, why are you explaining to me about Ecoli? . I am not questioning it. I do understand what s Ecoli. My argument, is I did not say that the issue is a HEARSAY. Dr. tuazon, you are putting words in my mouth and you are trying to get away from it by trying to explain ecoli. I know what is ECOLI. You and Mario Bang don’t need to explain it to me. You were asking me who tested it and my answer was NO.

      • Ringnoster by the way you talk you are really in the circle of takit. What we are looking for here is where the information and where the test was done. You may know what e coli is but do you know the implications of e coli being present in your drinking water? Your governor takit was bragging abiut the”state of he art” filter that he installed at the new hospital, why the e coli.? Just a simple refilling station is negative for e coli, why this very expensive filter yeilded e cili? That is the question here ringnoster. You are blinded by your loyalty to takit.
        Dr tuason is right in asking you about the report because by the way you talk you know the ins and outs of the provincial government. But it seems that you are just a mere fanatic fan of eustakaw puruganansya bulsamin.
        You are challenging miss omli, but who among the two of you has reason? Ms omli has more grit than you. Ms omli is objective but you are here only to act as the attorney of takit. Sorry to say this but you are the tuta of takit.
        So you know about e coli? Then why not ask your boss takit where it came from. Are you not concerned? Anyway I think not, you are just defending takit.

  4. A 200M project damaged by the rain? Suppose there will be a strong typhoon will the hospital withstand it? How about an earthquake of strong magnitude? Suppose a grenade is thrown,..

    Can the hospital be of viewed by an individual(or group)? Please reply, I hope to see it for myself and ask some of my engineer friends their personal opinion. Can it be photograped too?

      Few questions to the Engineer or Architect of the NEW HOSPITAL….

      1. Sirs, why did you chose ABRA RIVER (directly) as source of water supply to the NEW HOSPITAL?

      2. Is there any VALID reason why the water could not have come from the same source as the Bangued water come from. If the Bangued Water is safe for the entire population of the municipality of Bangued, it should also be safe for the Hospital.

      3. Awaiting for the answers before I continue my comment.

        • Why not Madame C as long as you are not violating any of our existing laws and if our very supportive Site management will concur it. The public truly deserves to know anything and everything that affects their life and the future of their loved ones regardless of what kind of local government officials we presently have. They owe you one if you are the one that could seek and speak the truth that will certainly redefine their future especially if you do it without prejudice or hidden personal interest which I doubt you have. Therefore, we expect you not to expose only those pending corruption cases in the provincial level but also to the municipal down to the barangay level regardless of their political affiliation party or social standings in the province.
          Madame C, thank you very much for your unending unconditional cares or concerns which the under-privileged constituents will never forget your name if you could also convince the corruption court/s to expedite the prosecution of these leeches and crocodiles in our province. Too bad that you withdrew you candidacy otherwise we should not have been suffering like this.

    • Who is Madam X? What is her involvement? ABRECO? The only involvement I know is the 4.7M they claimed as paid by the gov’t. out of the “Calamity Fund”. This was paid by GM Seares a day before the 1M was paid again to NGCIP. I was shown a receipt bearing Abreco as the payor. So, if that’s the case, where did the withdrawal from the calamity fund went? I want to now please…..

First, you said you found out that Pedro Abreno is a woman. In all honesty, did you really find out or did you just swallow hook, line and sinker what the supporters of a political clan said? A person who lies to herself and believes her own lies becomes unable to recognize the truth. Second, you said that I don’t like people hiding behind aliases. If you have read my previous posts, I have said time and again that I respect the right of any person to use a pen name as well as the right of a person to his or her own opinion. We live in a democracy after all. Most of our national heroes used pen names. Across the world, people fighting for reforms use a “nom de guerre”. A lot of authors use pen names. There is nothing to hide. It is just the way other people do things. Third, you ask why I am hiding? I am not hiding. Why should I hide? I have never engaged in plunder and worst of all murder. I have never worked in government. I have no political agenda. I have no wish to enter politics, a profession that bears a strong resemblance to the oldest profession.
        I respect your right to use your real name and I respect your opinions and pronouncements. It matters little to me if I agree with what you say or not, I will always defend your right to say it. I respect your desire to run for public office. But I will not sit idly by and watch my liberty being invaded. It is one thing to feel that the way you do things is right, it is another to think yours is the only way. You posted a comment on what TB ALIAS TOTOY BIBO wrote. Pray tell me, do you honestly believe TB ALIAS TOTOY BIBO is a real name? You certainly don’t have to be a rocket scientist to know that it is a pen name. If many people posting their comments are using pen names, am I not within my rights to do the same? Besides, if you ponder a little deeply, you will understand that PEDRO ABRENO stands for the simple and ordinary people of Abra. My only wish is to lighten the burdens of the majority of our people who are poor and to speak in their behalf, hoping against hope that one day they will be liberated from the prison walls of poverty. For those who have a difficult time understanding simple English, I will reiterate, my only allegiance is to upright, honest and competent governance. I will not vote for anyone in the gubernatorial, congressional and mayoral races. I will not choose from rotten apples. For me, there is no such a thing as a less rotten apple. Be that as it may, I fully respect the right of every Abreno to his or her own choice. The most important thing for me is that the will of the electorate be respected. I say no to vote-buying, the use of guns and goons, and murder. That is as plain and simple as I can get. I am not anybody’s fool. I can take care of my needs. I do not have and I will not suck up to any government official or politician to advance in life. It is not where we studied or what course we finished. It is not how wealthy we are. It is not how powerful we think we are. The bottom line is always, do we possess good judgment. For those who believe they have the power, let me remind you here and now, true power is not about control and intimidation. It is not about fooling others for they know no better. It is not self-deception. It is not reengineering so that the distasteful and sinful are buried deeply.

      COULD BE TESTED BEFORE THE PUBLIC/ PATIENT CONSUMES IT..

  27. eColi in the APH water system? So what else is new? Test the town water system and I will guarantee it, it will test positive as well! It is just a matter of increasing the dose of chlorine mixed in with the APH water filtration system and the problem is solved! The amount of ecoli present in the water system regardless of it’s source in Abra is not generally harmful to those who are used to it. Most people who have been away and living in the US will be most affected by it because their digestive system is not used to the amount of eColi their bodies can tolerate – thus you get LBM if you drink water drawn from the tap! You folks are making a big deal out of nothing! eColi is not generally harmful but will cause some discomfort to those who are not used to it! This “problem” should not keep the new hospital from opening on time as planned!
