Bangued, Abra. Consumers who attended the supposed General Assembly yesterday were dismayed about the outcome. Majority who were present didn’t think the forum did any good to solve the on going issues of ABRECO.
According to our sources the open forum became heated and full of political color as the Lunas (led by Atty. Hans Luna) dominated the said meeting. Atty. Luna again questioned the SP resolution authrozing Governor Takit Bersamin of the use of the Province calamity fund to pay ABRECO’s dues to Aboitiz.
Also yesterday, several ABRECO empoyeed tendered their resignation including the Vice Mayor of Bangued, Allan Seares’ wife Ma. Dympha Seares. On her posting at abrenian.com, Ms. Seares has refuted all allegations leveled against her and her husband. She challenged her detractors to show proof of wrongdoings on their part. “I know my resignation will again be perceived by our detractors as an act of cowardice or as an escape and will be seen as an example of “jumping off the ship when it’s sinking” but i refuse to accept that on the contrary there is this belief of seafarers that when the ship starts to sink some baggage should be thrown out to make it stable again so it can weather the waves, i got the point there’s too much overboard so i needed to get out so that the ship can be afloat.” She said.
There has been raging debates among Abrenians all over the world on what went wrong with ABRECO. Some has argued that the problem did not happen overnight instead it was brewing even before the current management took over. Others disagree. Who ever is right remains to be seen.
Meanwhile consumers are left exasperated as they are caught in this unfortunate gridlock as Abra officials continue finger-pointing at each other.

I’m reposting Pedro Abreno’s Feedback on the General Assembly:
I am one with you, CONCERNED MEMBER. I was at the forum organized by Carmelita Bersalona, Pura Sumangil, the priests and many others. I had every reason not to attend but I consider the problem of grave importance. What can be a more basic necessity than electricity? We have been robbed of the taxes that we paid, many of us have been robbed of their lives and property, and all of us have been robbed of our dignity and self-respect as ABRENOS. Now, we are being robbed of our right to be provided electricity by the same species of people – the hopelessly corrupt and the greedy.
What happened at the DWCB gym yesterday reinforces my belief that we must keep politicians out if we truly want to find a lasting solution to this problem. I have no political alliances because my only alliance is to truth, integrity and respect for the rights of everyone. I did not even know Hans Luna from Adam until he dishonored himself by what he did in front of over 400 consumer/members and an equal number of students, faculty members and priests.
I will never forget when he strode to the michrophone and asked the moderator if he could speak. Having been given the go-ahead, he introduced himself as Hans Luna and said that he is 29 years of age. After that, he lambasted Carmelita Bersalona, Pura Sumangil and even a priest whose name escapes me at this moment. He was all sound and fury and bravado if you will. He said that he wanted the ABRECO management to be changed. Well, who doesn’t. But we are a government of laws and not of men. ABRECO, for all its shortcomings has its own constitution and by-laws and no amount of rabble-rousing coming from his brother, Mayor Ryan and his lap dog, Syd Vasquez can change that.
Is this the kind of person who is aspiring to represent us in Congress? He has no sense of shame. He has misplaced his moral compass and his respect for elders and even priests is gone. It was simply a dumb posture normally taken by born villains. He disrespected himself and he also disrespected us.
Bravado is a texture of character. It does not at all indicate bravery; it implicates quite the opposite. On the other hand the bearers of truth (Carmelita Bersalona, Pura Sumangil and the priest whose name I can’t remember) need no attractive packaging, no sugar-coating, no gloss, no bravado.
Hans Luna was trying to impose his will on those present in the forum and so was his brother, Mayor Ryan, Mayor Marco Bautista and Syd Vasquez. It did not look good and it certainly left a bad taste in the mouth. I believe the people present there, mostly elderly, are not dumb. They will never allow leader wannabes to lead them down the wrong road.
At a time when truth, honesty, morality and dignity have been sacrificed on the altar of personal gain, comfort and expediency, our acts will define who and what we are. Only a citizenry willing to enforce accountability through public clamor and protests in all its forms can end the culture of impunity, be it murder or plunder. The instinct to look the other way erodes the last vestige of any sense of community among us.
As the old song goes, “mountains crumble and rivers run dry”. Change is inevitable. The management of ABRECO must go and they must be held accountable for the mess. Only if these people are placed behind bars can we really learn from this. We must replace them with honest and capable people. To do that, we must keep politicians out together with their evil influence.
A democratic impulse has started to exist and ABRENOS are going to find a way to be heard in new and imaginative ways. Vaclav Havel is right, “Hard as dying for freedom is, even harder is living for it. Hard as it is to blaze forth like a meteor, harder it is to shine like a beacon”. Let us not be afraid. Let us remain steadfast. Let us build shelters in our hearts and havens in our minds. Let us work to be a quiet resplendence emanating through the dark..
I hope to see the rise of more courageous, decent and incorruptible men and women of conscience who will defy moral evil and ambivalence in defense of truth, social justice, godliness and genuine democracy. The price of democracy is personal courage and eternal vigilance. It is written, “For every right that you cherish, you have a duty which you must fulfill. For every hope that you entertain, you have a task that you must perform. For every good that you wish to preserve, you will have to sacrifice your comfort and your ease”. MANILA, Philippines – Energy Secretary Jericho Petilla proposed the conversion of the National Electrification Administration (NEA) into a governing body with powers to review and actually intervene in the management and financial affairs of electric cooperatives.
Petilla raised the suggestion after the Abra Electric Cooperative (ABRECO) faces another disconnection by February 7 or 8 if it is not able to pay P16 million in overdue payment to its supplier and National Grid Corp.
Another P10 million is needed a few days from Feb. 7 and yet another P16 million in overdue amount will have to be raised by ABRECO. On top of this monthly obligations, ABRECO also owes PSALM P355 million in previous loans.
According to Petilla, even the cooperative’s supplier Aboitiz Power is now giving up due to defaults in payment.
Petilla still hopes the coop gets a weekly contract so as not to plunge Abra in darkness. But he said if the people of Abra will allow the DOE, he would want a new management team to take over ABRECO.
ABRECO is not under the NEA but the CDA or the Cooperative Development Authority.

These people were INVITED to find out how they can help solve the problem of mismanagement of ABRECO that has led to two blackouts. I believe we atill live in a democracy and no one, but no one, no matter how high his station in life may be, has the right to impose his will on the majority. Vice-Governor Somera spoke and I respect whtever he said. I may not agree with everything he said but I respect it. Serafin Alzate also read the message of Gov. Bersamin and I also respect what he said. Then came Mayor Luna who said he does not want to recognize the loan given by Cong. Joy Valera to the ABRECO management and I respect that and I even agree with him. But when he said the forum should be converted into a General Assembly, with all due respect, I cannot agree with that. Mayor Marco Bautista also talked and said that the forum should be converted i to a General Assembly. Again, with all due respect, I cannot agree with that. May I remind you that they were only invited. When someone invites you, do you tell your hosts what they should do? I believe a modicum of civility, respect and decency is required of everyone. My only allegiance is to genuine leadership and true democracy. I have yet to see it in any of our leaders. What gets me really riled up is when leaders or wannabees act as emperors whose every whim and caprice should be blithely given by the people. As far as I am concerned only one side matters – the majority of the peace-loving Abrenos. I don’t give a damn if our leaders want to kill each other. I posted that when the Abra PNP reported 179 guns surrendered by politicians in Abra. For those who are really dense, I will repeat for the last time, my only allegiance is to good governance and true democracy, nothing more, nothing less. Pardon the mis-use of the word, that interpretation of yours with regards to what i have said is unacceptable. Let me reiterate that one vital aspect that was pinpointed as one cause of the problem is the large number of employees that was why there is the need to push the retrenchment program. It is my belief that the least that i could do is to resign so as to help realize the need to minimize the overhead expense.

I believe that there’s no more end of this even though the coop would be able to regain its credibility because the damage has been done and storm of suspicions is still unpreventable that may ruin further your integrity. What about dismantling it as a coop and submit it to the government authorities for reconstruction not allowing any political intervention to form its new and fresh “Management Team” in compliance with the Civil Service rules and regulations?
It’s just a suggestion Madam and please pardon me if you find it unacceptable. I am not just concerned for the non-interruption power supply but more on the incurred debts which its interests alone are enough to cripple us. Whereas, if the government will take over it completely and permanently, there’s a possibility of debt absorption or reduction without further light or heavy expense or burden of responsibility from the consumers.

I was following everyones bad perceptions of the GM but I kind of change my attitude of really trying to find the truth about Abreco. I want to give him the benefit of doubt after my few phone conversations with him. I feel the honesty and sincerity in his tones and I will do my best to help him straighten some things before we go public about what really happen? I took into consideration the fact that he took over a “debt ridden” cooperative and that is a big factor in my investigation. What do we understand what this means? There was already a big problem before he took over…How much? that’s what we’re trying to account. The GM is taking care of important matters right now and once he’s done, he can concentrate more in putting together a “financial statement”. Right now is not the best time for a New Mangement as per the wishes of the Governor and his wife, My advise to him is to prove he did not do anything wrong. He may, a little but I don’t believe he caused all the problems. Trust me, if all your accusations is true, I will be the first one to tell him to “step down”.

He is very cooperative with me and I pray he is not going to shove me on the side before I find out the truth. He is very willing for me to help him, he told me that. I would like to see where he started to fail the expectations of everyone. Sometimes I try to rationalize him….maybe he thinks he is impressing everyone when in fact the ship is already sinking like you all say?

To give you a little perspective:
1. Abreco created millions of indebtedness from Nea
2. Psalm condoned the loan of Abreco to Nea. However, the amount being condoned by Psalm Abreco based on its capacity should return the amount to its members consumer. The mandate was relegated to the wayside
3. Abreco has incurred 24M to Nea after the condonation.
4. James Bersamin reminded the Gm regarding Abreco’s obligation to its members consumer and asked the GM the disposition of Abreco’s loan from nea amounting to 24M because according to James the loan will be passed on to the members consumer
5. James Bersamin revealed an ERC communication for Abreco that the LAN being condoned by Psalm should be return to the members consumer. The revelation of James has been regarded as a high profile issue against the management of Marco
6. Nea acting upon a request has conducted a surprise comprehensive audit
7. Abreco Gm ask the board of directors of Abreco to call for a special General Assembly of members consumers in order to approve the conversion of Abreco into a Cooperative. In the know: Under The Cooperative Code of the Philippines, Abreco like any other electric distribution utilities that operate under the supervisions of Nea has given an option to convert itself into a stock or non stock cooperative. Gm Marco was quick to realize its fate, he took advantage of the provision set forth in the Cooperative Code of the Philippines hence the convention of members consumer to a General Assembly. Serafin Alzate has made the motion to convert Abreco into a non stock Cooperative it was seconded and there being no question Abreco was declared a cooperative, free from the dictums of Nea.. Abreco has averted the intervention of Nea. The Gm never should have been interogated with regard to the findings of Nea because Abreco was already a non stock cooperative.
Abreco is a cooperative created under PD no. 269 otherwise known as the National Electric Administration, as amended by Presidential Decree No. 1645. Abreco is within the Administrative regulation of Nea under PD 269. Having registered itself -Abreco- with the CDA, Nea’s supervision under section 5 of PD 269 as amended by PD1645 no longer be applicable because Abreco has already qualified as a cooperative under CDA. Sec 5 of PD69 empowers NEa to issue rules and regulations and motu propionate, or upon petition of third Artie’s, to conduct investigations, referendums, and other similar actions in all matters affecting electric cooperatives and other borrowers or supervised or controlled entities.
Section 17 of RA No. 6938 supersedes section 5 of PD 269 as amended by PD 1645.
James Bersamin was the chairman of SP’s Cooperative Com. He regarded electricity rate increase as anti people.

Fact 4: Karamihan ng emplayado nya ay kanyang appointed, so what do you expect?

I don’t know what the allegations but, whatever it is, no a nia ti pagasasaritaan tayo ditoy isu la met ti sungsungbatak. Like the rest of you, whatever my opinions in regards to our present Abreco situation are mere opinions that I thought would help solve the querries of everyone. I do not judge or conclude until I find proof. That’s true, a person is innocent until proven guilty….if you guys have proof against the GM, why not bring him to court? The fact that we have black-outs or the fact that he is not on time with his payments doesn’t mean he is a “criminal”. No talaga ga adda aramid na nga kasla ta kunayo amin, apay nga madi inikkat ti DOE isuna? All of the power providers were all at the meeting. In fcat PSALM offered to defer the debt for a year, just to help Abreco after the GM presented his Rehab Plan. Let’s give him the benefit of doubt nga kasla tay inted ti DOE kaniana. He can do it and slowly I am asking for reports for the consumers to see.
