Abra Electricity is Back

We have confirmed reports from our ground troops in Abra that the power has been restored after more than a day of interruption.

It is not clear what has transpired for Aboitiz to restore its service. There were talks that no less than Pres. Aquino intervened in behalf of the Abrenians.

At this point who cares. Power has been restored and Abrenians can ease up a little. But with the reported more than P50 Million debt from Aboitiz and more than P350 Million from NAPOCOR, everyone wonders, What now?  Will this happen again?

Your guess is as good as mine. For Now Abrenians take a breather!

Update: We got hold of the official statement from Aboitiz Power.

AP received at 1:04 p.m. today (Dec.11). APRI will resume the supply of power to ABRECO after the latter settled their pending obligations. ABRECO also committed to pay in full on or before Dec. 24, 2012 their current bill as well as process their WESM membership. APRI has notified NGCP to reconnect at the soonest time today.

    Dear friends,

    In the last few months of the Abreco crisis, Cong. Joy and Gov. Takit had been working tirelessly meeting with Aboitiz and other government agencies trying to avert the loss of power in Abra. Up to the last minute, they were busy trying to work out an arrangement but, unfortunately, time ran out.

    Cong. Joy and Gov. Takit still worked as diligently to solve this problem, hence, the restoration of power today.

    ABRECO IS A COOPERATIVE and does not fall within the purview or power of the Governor or Executive of the province. Nor does COA (Commission on Audit) have any power to demand an audit.

    On the other hand, WE, the consumers and members of the cooperative, have the power to ask for an explanation or accounting of these happenings. A lot of member consumers are now asking the Board of Directors to call for a Special General Assembly to determine our plan of action. Please join us and be a part of the solution.

    Let me also implore you, dear Abranians, to repudiate and reject the lies being bandied about. Reject these people seizing crisis for their own personal gain and using their fingers quick to point who is to blame but do NOT offer any solutions to help the situation.

  3. don’t worry musilat mulagat. for sure we will have electricity on christmas eve because the payment/collection problem happens every 1st week of the month. so, let’s wait, this thing will happen again next month.

    AP Renewables, Inc.’s official statement on the indefinite suspension of power deliveries to Abra Electric Cooperative
    Tuesday, December 11, 2012

    AP Renewables Inc. (APRI) announced the indefinite suspension of power deliveries to Abra Electric Cooperative (Abreco) due to the cooperative’s unsettled financial obligations to the independent power producer effective 12:01 pm, December 10, 2012.

    APRI provides 100% of the power supply for Abreco, which serves the whole province of Abra, and its 27 municipalities.

    “As much as we want to continue to provide electricity to Abreco for the benefit of the people of Abra, the cooperative’s continued failure to settle their financial obligations could affect the sustainability of our operations and our capacity to serve the rest of our customers in Luzon,” APRI SVP-Corporate Services Juan Alfonso said.

    Abreco, which started sourcing its power supply from APRI’s geothermal power plants in December 2011, has obligations amounting to around P20.2 million (mn) to as of December 10, 2012 inclusive of the current month’s power bill. Aside from this, Abreco has yet to settle the P32 mn security deposit that was required to be paid in January 2012.

    “When Abreco came to us needing power for Abra, we immediately worked to supply power, even temporarily waiving the P32 mn required security deposit, just so we could immediately serve the people of Abra,” Alfonso said.

    “We have extended assistance to Abreco for several instances to help them restructure their pending obligations. We have also been coordinating with the local leaders of the province of Abra. Unfortunately, despite these efforts, Abreco has not fully complied with all the agreements, hence we are forced to finally enforce this 4th disconnection notice.”

    A disconnection notice was first issued to Abreco last June 1 due to pending obligations amounting to P64.5 mn, which accumulated since January 2012. APRI immediately negotiated a restructuring program with the management team of Abreco. Both parties agreed to Abreco’s schedule of payments for past obligations, and a commitment to fully pay current monthly obligations.

    As a show of support and to ease its obligations APRI also immediately credited P23 mn to Abreco last August 2012 due to the difference in the contract and Energy Regulatory Commission-approved rates. APRI also agreed to restructure the initial obligations of the cooperative.

    APRI even offered to assist Abreco join the Wholesale Electricity Spot Market so it can diversify its power sources, but the initiative is still pending.

    Unfortunately, Abreco had once again failed to comply with the agreements of the restructuring program. During the 11-month duration of the supply agreement, a total of 15 checks bounced.

    “We sincerely hope for the immediate resolution of this issue, and as always, we are willing to work with Abreco provided they show sincerity to finally comply with the agreements to avoid this situation.” Alfonso said.

  17. One probable solution is for a certain bank (or 2 or more banks) to take over Abreco until they could get their money back with the required applicable interests. They pay all Abreco’s debts with the condition that all their officers will be fired and face prosecution at once. That’s right, we need the intervention of the national government particularly the Department of Justice under Leila de Lima if we want permanent closure of this embarrassing problem.
