UPDATE (12/11/2012): Enough is enough, Aboitiz finally delivers the Coup de Grace

Update 1: According to reports Mayor Ryan Luna and Governor Eustaquio Bersamin has taken this crisis through the radio station. The two local leaders are reported to be in a war of words.

Update 2: The power disruption could last for weeks.

Update 3: Apparently,  local radio station DZPA announced on December 7, 2012  that AP will disconnect power on December 10, 2012.

Update 4: 15 checks issued by ABRECO bounced.

Update 5: According to our sources, People are now out on the street and situation are getting edgy. Our source fears that anytime violence will erupt.

Update 6: Sources is now saying that the amount ABRECO owes is running hundres of million of pesos due to interests.

Update 7: Gunshots can be heard around the capital town of Bangued.

Update 8: Sources say that Governor Bersamin knows in advance that this crisis is inevitable as he was busy looking for a generator to power his fighting cock farm.

Update 9 (12/11/2012):  Electricity will resume within the day. According to Mr. David Guzman, Chairman of the Board of Directors (who’s conveniently out of town) . Also today, CONCERNED MEMBERS of ABRECO will  deliver a signed letter to ABRECO at 11 o’clock this morning. Aboitiz is willing to negotiate with ABRECO. Aboitiz does not expect ABRECO to be able to pay the full amount owed but the power company is asking for guarantee from the Cooperative.

Update 10: Students from Divine Word College of Bangued, Abra Valley Colleges and Abra High School are mobilizing to denounce the electricity cut-off.

Update 11: The protest placard shown outside ABRECO is “Agbusina ka nu taga-Abra ka” (blow your horn if you’re from Abra) to create a noise barrage.

Reports are going around that the whole province of Abra is without any electricity. According to radio reports, Abotiz Power finally cut-off Abra’s power supply due to ABRECO’s failure to pay it’s huge financial obligations. Back in September, ABRECO owes Php 53 Million broken down into: Php 32 Million Security Deposit and 21 Million of unpaid bills.

Abotiz Power had issued 3 disconnection notice to ABRECO for the past few months. Each time, the company suspend disconnections hoping the cooperative will keep it’s promise to pay. And each time no less than the Governor and Congresswoman intervened. The last suspension was in November 12, 2012.

Abrenians has been clamoring for a change in the ABRECO leadership for some time but the Local Government has not done anything so far.

        SIR, I’m not familiar with ABRECO COMPANY.

        My honest opinion is this (you asked for it)… Being a Company responsible to the

        peoples’s need of electicity, and the people have been up to date in the payment of

        their electric bills, the company being headed by a CEO, this CEO must be made

        responsible for not providing electricity to the people whether he or she is an appointee

        to the post by the incumbent or past administration.

        If ‘incompetency’ is proven in the performance of his/her job, the CEO must be removed

        from the office. Of course he/she must be allowed (in civilize society) to be heard in a

        public meeting to depend his case.

        The Public Meeting is presided by the Governor and Committee of respectable members of

        the community.

If the principle of command responsibility is to be applied in full measure, the culpability goes up to them. They supported the wrong person (for familial & personal reasons, of course!) and cuddled him, tolerated him in his wrongdoings when he did nothing but ransacked d coop’s coffers, to the damage of members/consumers! Come election time, this will haunt them, mark my words, unless sooner addressed! We are tired of your useless politics. If we, poor consumers, continue to suffer under your rule, let this suffering be shared. Let d buck stop, and take d blame!

  12. the members of the coop are the consumers themselve. there’s more than 44,000 consumers in Abra. they should demand an emergency meeting with the board of directors and kick the GM’s butt out of office and file graft and corruption and abuse of authority, Freeze his assets and haul him into Jail.

As like any other issues The Governor will wash his hands and deny his culpability. But then again the GM is his appointee and his kaanakan.

  14. Fair or no fair, or no matter how we call it, I suspect that to some, they may see this an opportunity to further their political aspirations. To some, they will say that not only d Abreco GM but also d sitting Governor and the Congresswoman are inept in d performance of their functions! To some, they will debate why these people should not be re-elected to office. To some, they will say/promise that they will stop d Abrenian people’s suffering, and take d people out of this “darkness”…And, I’m very much interested to know who these some people are.

We are calling our member consumers (General Assembly), as aptly pointed out by cooppower let us demand for an emergency meeting, the Board of Directors and Abreco Officers are directly accountable to the membership. Let us remind them time and again that we are their real employers (Cooperative Code of the Philippines). The GA is the highest policy making body of the the cooperative let us go out and demand this right.

    RA 9520 is explicit and clear….
    (2) Whenever necessary, a special meeting of the general assembly may be called at any time by a majority vote of the board of directors or as provided for in the bylaws: Provided, That a notice in writing shall be sent one (1) week prior to the meeting to all members who are entitled to vote. However, a special meeting shall be called by the board of directors after compliance with the required notice within from at least ten per centum (10%) of the total members who re entitled to vote to transact specific business covered by the call.

    “If the board fails to call a regular or a special meeting within the given period, the Authority, upon petition of ten per centum (10%) of all the members of the cooperative who are entitled to vote, and for good cause shown, shall issue an order to the petitioners directing them to call a meeting of the general assembly by giving proper notice as required in this Code or in the bylaws;

    BANGUED, Abra – Abra is in total darkness as power supplier Aboitiz Power Corp. has cut off its supply lines to the Abra Electric Cooperative (Abreco) apparently because of unpaid arrears amounting to P35 million.

    Abra’s electricity would have been cut off since October had it not been for the intervention of government officials.

    Abra governor Eustaquio Bersamin and Rep. Jocelyn Bernos had reportedly asked the private firm to delay cutting off power in the province.

    On December 26, 2011, Aboitiz signed an agreement with Abreco to provide electricity to more than 43,000 member-consumers of the cooperative.

    Abreco distributes electricity to 26 municipalities in Abra.

    The cash-strapped cooperative has been unable to improve its finances.

    Cooperative manager Loreto Seares Jr. has earlier vowed that the cooperative would be able to fulfill their side of the agreement with the Aboitiz firm. Seares said the cooperative is also planning to build a mini-hydro project in Daguioman town, also in the province to tap renewable energy potentials in the province.

    With the province without electricity, both government and Abreco officials are looking for alternatives to bring back electricity to the area.

  18. You may be wondering why the 54Million, the stated debt is such a big deal. Well! You can just say that the gov. funds can pay it easily, but the problem is>>> It is NOT the TOTAL! They have a debt too at the NAPOCOR amounting 353Million! And if you will only realize, that from 2009 to 2011 the Operating expenses of Abreco incresed by almost a hundread percent! What is WRONG??! If they can stop electric supply, why they can’t stop government funds/supply since they had been infertile or adamant in prosecuting these corrupt officials? Why government money still flowing like honey directly to their pockets in the guise of imaginary public services or sub-standard infrastructure projects? You mean this Aboitiz private entity is far more efficient than our national officials with the exception of the President? What a shame? The world is still watching us, you know?

I bet that they couldn’t even look straight to their children’s eye and say “Don’t worry kids, I am not feeding you with my prostituted wealth”.
    I am not singling-out any politician, this refers to any thief politician or not politician with the exception of those who are just kissing ass in order to gain favor in the guise of “pautanganak man” for they are still far decent than their innocent but wicked prey.
