[12/5/2012] UPDATE Eye in the Sky Report: Ambush in Tineg, Abra A councilor and his brother from Tineg, Abra were reportedly ambushed as they were returning home from Vira, Tineg. Initial reports identifies the victim as Rey Tandy and his brother. Rey’s brother was killed on the spot with gunshot wounds, while the councilor suffered from wounds in the abdomen & foot. He was rushed to the hospital in Bangued.
According to latest report, Tandy died in the Hospital today.
Would someone care to conduct truthful research if what was the motive behind this crime and which political party they are affiliated with.
Anyway, my heartfelt condolence to the families they left behind. I hope they would be able to forgive the suspect/s from the bottom of their hearts and just let our criminal court or divine justice will do the rest or whatever comes next. In that way, they wouldn’t suffer too much for the fear or emotional stress that will produce more harm than good to their lives.

Am not certain if he survived. But he could have a higher chance to live considering he was in Tineg, which is some distance to Bangued. We all know that time is against you when you’re injured like this. An immediate medical procedure could have made a difference.

Sysop and I will show our kababayans how CHIT and TMC systems works in a MAKE-BELIEVE
SCENARIO in saving the life of a person shot in a far-flung community of rugged-inaccesible-mountainous ABRA.
I invite Gov. Takit to join us in this adventurous make-believed trip because the implemmentation of CHIT and TMC SYSTEM of delivering Health Care in the Province could be Gov. Takit’s “LEGACY” to the people he had sworn to serve.
Let’s assume that Triage Medical Clinic (TMC) exist in TINEG which is manned by a physician and a nurse, both trained in EMERGENCY CARE procedures.
A person who was shot like Councilor Tandy was brought into the TMC. The physician will
do the following:
1. Quickly examines the patient and make his assessment…
Check his vital signs…pulse, respirations, temperature, EKG tracing (heart function or activity)… all these parameters are base-line, for future comparison.
2. Start Intravenous infusion (I.V.) of Lactate Ringers Solution…the reason.. he will be without water or food (nothing by mouth) from now on…to avoid dehydration.
3. Physician continues the examination. He tries to find out if there is bleeding, source if possible the amount of bleeding…concealed (that is inside the Abdomen) …parameters of blood analysis of Hemoglobin, Hematocrit and CBC-Complete blood count…these tests
parameters are quickly done by the well Trained Nurse who had drawn the blood from the patient and the Physician who helps and reads the results of the tests.
4. At this point the Physician activates his computer and contact the (AMMC) Abra Memorial Medical Center… he talks to a Physician Coordinator of the CHIT-TMC system via computer through the CHIT system using cell- phone and visual via computer Monitor…

I agree to you Dr. Tuazon, How i wish that plan will push through because it is very much helpful and very much needed in areas like Tineg… maybe by that time, the possibility of providing power will be given a solution in order for the computers to run.

All I know is that these electronic gadgets can be powered by self-contained batteries like alkaline or littium batteries. Also batteries can be recharged by solar or wind sources.

Sir Leo, I’m really very much interested in your TMC and CHIT project for I know it will benefit the majority of Abra since Abra is composed of 27 municipalities with 21 upland municipalities and most of this municipalities do not have Doctors to manned the Rural Health Centers, I’m pretty sure that if this program will be realized, I am sure many programs of the Government specially the Health care of the people will greatly improve but I am interested with Dr. Lunes of Tineg, Is he a Dr. working in that place. I would suggest that this project be coordinated with the Governor and thru the Local Chief executives so that they will be of help in the financing of this project and be realized.
LAVANDER, your interest of the CHIT-TMC health care delivery system is overwhelmingly
impressive. I am sure that who ever comes after Gov. Takit as Governor shall make
his/her priority… the health of the people of ABRA.
I’m most certain that executives of the Government from the Governor to the Congress,
Abra Mayors, Barangay heads… are reading this article… where they can learn to save
lives. The ‘Make-Believed Scenario’ is written the simpliest way I could, easily
understood by our kababayans.
NOw. where are we…
The patient is received by the TMC physician in the municipality of ALAOA.
The physician at Alaoa TMC…will do the follwoing:..
1. Check the VITAL SIGNS… these includes.. temperature, pulse, EkG (heart tracings),
2. Urine out-put (indwelling Urinary bladder catheter connected to a collecting bag or
bottle from TINEG TMC to ALAOA TMC).
3. Parameters like Complete blood Count (CBC), Hemoglobin, Hematocrit these are indixes
to determine the amount of circulating blood in the body.
After obtaining the results… the physician contact the AMMC Coordinator via the
computer.. the results of the parameters including the heart tracings are projected on
the computer monitor…
If there is irregularity on the heart activity of the EKG tracings…
The Coordinator will activate through the Hospital public speaker paging
system,…. summons to come his office….
Specialists… Heads of the Depts. of Internal Medicine, and Surgery, and XRay.
These specialists shall act as consultants.
The heart activity noted at ALAOA TMC.
Dr. Bringas, Coordinator to consultant Dr. Blanco, Head of Internal Medicine
….> any suggestions Dr. Blanco.
Dr. Blanco to Dr. Martes (Physician at TMC ALAOA)
Pls. improve ventilation… use Ambobag (a contraption with a face mask connected to a
rubber balloon compressed at breathing rate to deliver air to the nose of the patient
thru the face-mask… this might improve the heart activity).
The Ambo-bag may be continued thoughout the trip.
The patient is transported to San Juan TMC.
The physician at San Juan TMC. is instructed by the AMMC Coordinator to do
1. STAT (immediately) EKG and transmit results via computer/ monitor.
…If normal rythem… no further treatment for the heart… but continue ventilation
with the use of Ambobag.
ADDENDUM:..
The transport of the patient from TINEG TMC to ALAOA TMC is by person -STRETCHER.
There will be a time in the future when transport of burden instead using humans (I
propose the use of LLAMA… is a South American Carmelid widely used as pack animal by the
INCAS of So. America and other natives in these areas to transport burden on their back
carrying weights up to 45 kilograms).
Next TMC is at San Juan. This community has system of roads.
At this TMC. a quick test of the parameters-indixes including EKG heart tracings are
done.
If the results are with-normal limits… the patient is transported via Ambulance, or
jeepney direct to Bangued, by-passing TMCs at Langangilang and Tayum.
At the AMMC patient shall recieve the definitive treament/ surgery.

I’ve written a blog about CHITS (Community Health Information Tracking System) back in 2009. check it out here http://ericbringas.blogspot.com/2009/08/52-open-source-project-for-health.html I was thinking of a Nationwide Health Information Network when I wrote this but it could well be applicable to Abra.
Since then things have changed dramatically, when it comes to available technology. My original idea was to purchase servers to power every CHIT locations but with the development of Cloud-Based computing, it is no longer necessary to have a physical server. For one, maintenance and scalability of a traditional computer network will be very expensive not to mention contrainst about electricity on far flung locations.
Instead, the idea is now to host all these server via the Amazon Cloud. It’s cheaper, scalable and it’s located in a secure location in the U.S.
My idea was read by Dr. Tuason who for sometime now, has been pushing for the TMC. His idea was to establish Triaging Centers (Rural Centers) strategically located around the province as an emergency response center who will handle medical emergencies such as what has happened in Tineg.
That brings us to the idea that combining the CHITS information System (as it’s primary communications system) and TMC’s Medical team to attend medical needs is such a powerfull combination that can save lives and expand Medical Services to far remote areas of the Province.
That’s CHITS-TMC in a nutshell…

As I am reading all your post with detailed information on how to save an injured person, it’s really very realistic and if only the Leaders( Government Officials from Up-down) this project is not hard to realize. First of all every Municipalities has their Rural Health Units which is mostly manned by a Nurse in the absence of a Doctor because as we all know that most municipalities in Abra has no Public Health Physicians and we also have Midwives, and in every barangay, there is what they call the Barangay Health Stations(BHS) which is being taken cared by a Midwives and the Barangay Health Workers(BHW’s) to help them identify the needs of the people in the community.I think If these personnel are given proper and enough training on how to run this proposed projects(TMC and CHIT)and be provided with the necessary equipments needed to save life then it would be of great help. This only happens if the concern leaders are being supportive to our goal- the easiest way to save life in far flung areas of Abra. Another is they should prioritized the construction of an ALL WEATHER ROADS in far flung areas so that transportation is always available at all times to transport not only ill person but also commodities that will help us improve our lifestyle.Sir, It was my ambition to become a doctor in order to serve the needy people and save life with the best that i can but unfortunately i was not able to make it because of financial problem that is why i am very much interested about your project proposals. In 2005, my last visit to Bangued, I had a conversation with Cong. Chito. He mentioned
about his ‘Scholarship program’ for the people of the province of Abra.
I don’t know who handles this program after his death but it you are Bangued, Inquiere
about it… if the program is active, please apply for it, a chance you can’t afford to
miss!!! If the program does not include ‘Medicine’ then apply for ‘NURSING’.
After 2 years you would have obtained Bachelors degree as Registered Nurse! Then apply
for training in the STATES…therafter, many good things will come your way.

The road building of the province of Abra begun during the early American Occupation of the Philippines.
In Bangued, the road extends from Bangued…>Tayum …>Langaguilang…>Dolores…> San Juan…road ends here. ..>Alaoa…Lanec…>Tineg (Northern most community of Abra).
Another route to the Northern Abra…from Bangued… via…> Calaba…>LaPaz…>Lagayan road ends here. …>Caganayan…>Naglibacan…>Anayan(northern most community of Abra).

Lavander, will you please name some commodities you want transported from far-away
communities to the next town (towards Bangued).
(EXAMPLE) TINEG….>ALAOA ….>SAN JUAN (Road available to Bangued).
Kababayans, road construction is expensive (Abra is not rich province). Previous
Administrations never thought about road construction in this region… very mountainous,
rugged and must construct two bridges along the road from the community of TINEG…over
the TINEG RIVER and the BINONGAN RIVER to the community of ALAOA.
In the building of ‘two-way’ road, Engineers/ workers have to ‘deface’ the mountainsides,
cutting trees and bulldoze-grade the mountain…resulting to dirt/soil washed down by
heavy rain finally causing ‘siltation’ of the RIVERS TINEG and BINONGAN!!! and
destroying ‘water-shed’ in his region.

KABABAYANS…please allow me to tell you what I know about road construction…. as I saw it when I accompanied my brother Moises in his ‘logging’ activities… which included road
building to the area of the trees and transport ‘cut logs’ via the newly built road.
1. First, he surveys the terrain, which side of the mountain gives the easiest access to the trees and requiring less work. They (Loggers were working against time, amount of work
done. You see friends, bro Moises paid his workers by the hour.
2. FOLKS, let us build a road from San Juan…to …>ALAOA…>crossing Binongan River and
another river to cross the Tineg River before entering the municipality of…> TINEG.
3. The building of two-way roads, for public conveyances entails the following:..
> Cutting of trees.
> Bulldozing and grading of the projected road, 20 ft wide for 2-way thoroughfare.
> Asphalt the surface road for the user’s convenience and to increase longetivity of the road.
I can see how expensive road building could be… and the ecological changes in the surrounding areas it can produce. The soil/dirt from bulldozing/grading and saw-dust is washed down during heavy rain contribute to the ‘pollution’ and ‘siltation’ of the TINEG RIVER.
FRIENDS, I thought we want TINEG RIVER ‘polluton free’. For obvious reasons…to
preserve the ‘Life Cycle of the fish Ludong’. To make the water-ways down stream ‘pollution-free’ so as the people by the river can make it for household use, irrigation of farm-fields, humans, animals, cattle, carabao, swim and drink, etc.
To the people of ALAOA and VICINITY what do you wish to transport (commodities as mentioned by Lavander or produce, merchandise) from your place to San Juan?

Mountain Province, Ifugao and Benguet baranggay roads are far better now than before. They actually opened and connected their road to Tabuk-Apayao. If they did it there why not in Tineg, Abra too?..
Lets face it, there are roads to success….and Tineg needs that road to success…We want Tineg the way it is but does not mean it should be…
