Election 2013: Looking at the Congressional Candidates of Abra

Six months before the Local and National Elections and here we go again. A three cornered fight for the lone congressional district of Abra. Fighting it off are 2 Veteran Politicians (Joy Bernos and Rolando Somera) and a first time candidate (Hans Luna), a lawyer, and notably member of a prominent Luna Clan.

I am taking this feedback from a user itellitlikeitis to a new discussion topic. His/her own take of the 3 candidates for Congress. Do you agree on his/her assessment? Let’s keep the discussion clean please.

I would agree that not all lawyers would be ideal for a political position BUT, in this case you should take into consideration the list of 2013 congressional candidates presented as choices for the people of Abra. Joy Bernos? Exactly what has she done for Abra except assure an office for her father Dominic to allow him to “HIJACK” all the projects in the Highways Dept – not to mention advertise her fat face on streamers all over the province. VG Somera, a vice governor – what exactly does he have to offer that would be considered a significant accomplishment during his term? Diak la ammo!

Slim pickings but Atty Hans Luna still presents the best bet to put our money on and I hope he realizes that the PORK BARREL is meant for the Province of Abra but not for his own personal use. Unlike those two women solons who spent it on blings and/or expensive purses from Rodeo Drive!! They only showed up in House sessions if they had to go collect on their Porky Barrels! Shame! Shame! But, unfortunately they are out of shame!

I am going to be blunt with my assessment of the candidates in the provincial level:

1) The past & current solons who represented Abra for the past two terms are totally USELESS & INCOMPETENT and with them representing us is an insult to the people of Abra as well as the office!!

2) If I had to pick among those contenders to represent Abra, I would pick Atty Hans Luna – I’ll take my chances with him in spite of the fact that he is lacking in administrative experience BUT, definitely superior intellectually than the others.

3) I’ll stick with the current Governor and would prefer that he be re-elected for another term.

4) I’ll take my chances with Mayor Ryan Luna for another term!

  1. Section 7. Term of Office. — The Ombudsman and his Deputies, including the Special Prosecutor, shall serve for a term of seven (7) years without reappointment.

    Section 15. Powers, Functions and Duties. — The Office of the Ombudsman shall have the following powers, functions and duties:

    (1) Investigate and prosecute on its own or on complaint by any person, any act or omission of any public officer or employee, office or agency, when such act or omission appears to be illegal, unjust, improper or inefficient.t has primary jurisdiction over cases cognizable by the Sandiganbayan and, in the exercise of this primary jurisdiction, it may take over, at any stage, from any investigatory agency of Government, the investigation of such cases;

    (2) Direct, upon complaint or at its own instance, any officer or employee of the Government, or of any subdivision, agency or instrumentality thereof, as well as any government-owned or controlled corporations with original charter, to perform and expedite any act or duty required by law, or to stop, prevent, and correct any abuse or impropriety in the performance of duties;

    (3) Direct the officer concerned to take appropriate action against a public officer or employee at fault or who neglect to perform an act or discharge a duty required by law, and recommend his removal, suspension, demotion, fine, censure, or prosecution, and ensure compliance therewith; or enforce its disciplinary authority as provided in Section 21 of this Act: provided, that the refusal by any officer without just cause to comply with an order of the Ombudsman to remove, suspend, demote, fine, censure, or prosecute an officer or employee who is at fault or who neglects to perform an act or discharge a duty required by law shall be a ground for disciplinary action against said officer;

    (4) Direct the officer concerned, in any appropriate case, and subject to such limitations as it may provide in its rules of procedure, to furnish it with copies of documents relating to contracts or transactions entered into by his office involving the disbursement or use of public funds or properties, and report any irregularity to the Commission on Audit for appropriate action;

    (5) Request any government agency for assistance and information necessary in the discharge of its responsibilities, and to examine, if necessary, pertinent records and documents;

    (6) Publicize matters covered by its investigation of the matters mentioned in paragraphs (1), (2), (3) and (4) hereof, when circumstances so warrant and with due prudence: provided, that the Ombudsman under its rules and regulations may determine what cases may not be made public: provided, further, that any publicity issued by the Ombudsman shall be balanced, fair and true;

    (7) Determine the causes of inefficiency, red tape, mismanagement, fraud, and corruption in the Government, and make recommendations for their elimination and the observance of high standards of ethics and efficiency;

    (8) Administer oaths, issue subpoena and subpoena duces tecum, and take testimony in any investigation or inquiry, including the power to examine and have access to bank accounts and records;

    (9) Punish for contempt in accordance with the Rules of Court and under the same procedure and with the same penalties provided therein;

    (10) Delegate to the Deputies, or its investigators or representatives such authority or duty as shall ensure the effective exercise or performance of the powers, functions, and duties herein or hereinafter provided;

    (11) Investigate and initiate the proper action for the recovery of ill-gotten and/or unexplained wealth amassed after February 25, 1986 and the prosecution of the parties involved therein.

    The Ombudsman shall give priority to complaints filed against high ranking government officials and/or those occupying supervisory positions, complaints involving grave offenses as well as complaints involving large sums of money and/or properties.

    Sir, ABO….Thank you for your continued effort to share with us ABRENIANS your legal ‘know-how’.

    I want to show poster ‘TAMANG LANDAD’ (he has somewhat ‘myopic’ vision) that knowledge of a ‘bit’ of the law can help to eradicate CORRUPTION in the Govenment… like ‘UNEXPLAINED -AMASSED WEALTH’

    Example:… Know about

    1.>.. ‘SALN’… in the selection of Candidate for high office

    2.>.. ‘Ombusman’ its Deputies and Prosecutor… their unique functions or duties
    for the benefit of the peolpe. These are the people who keeps the
    ‘SALN’ records.

    3.>.. ‘BIR’ (Phil. Bureau of Internal Revenue)… imposes monetary fines or imprisonment
    for those who willingly defies the law (that is do not pay their ‘income
    taxes’).

  4. The Ombudsman may be removed from office by impeachment on grounds of culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust. (Just like what happened to CJ Corona).

    A deputy or special prosecutor may be removed by the President of the Phils (with due process).

    To TAMANG LANDAS. Our laws give the public the empowerment it needs to render leaders accountable for their misdeeds. No matter how we campaign for or against a certain individual because he “killed, cheated or robbed” the province, these are purely tsismis if not backed by evidence which are submitted in the proper forum.

    I respect your choice of candidates. My suggestion is this: go out during the campaign season and convince our uneducated brothers/sisters that your choice is the good one (even without the cash). This forum cannot reach out to them considering the obvious limitations.

Lucky are those who could understand for their own line of generation would inherit it and reap its fruits by being fearless in launching their attacks against the forces of darkness headed notably by our corrupt politicians. Protected by invisible Force, believe me, cowardliness is out of their vocabulary unlike most of us who are still reluctant to embrace the words of wisdom that comes freely from above. It might be 3 years more or even more for their chance in leading us in a straight path, but like our beloved President they will be then guided by highly educated righteous individuals, trusted law enforcements, and the rest of us who are willing to extend LOVE instead of hate, greed, selfishness, useless pride, and hypocrisy in putting our province in the map as one of the most loved/visited places on earth because of its hospitable, peaceful, and friendly constituents.

  15. ABUSED: Don’t sweat! Anyone who asks forgiveness and repents will be forgiven. Even the worst corrupt/criminal politician/hired killer always have a second chance by just amending their evil ways and conducts. That’s how our Creator loves His creation, slow to anger, full of mercy, and always ready to offer His unending forgiveness. He is not the one inflicting human sufferings for He is a loving God not a punishing God. I think He is just allowing the devil to punish us until we learned to do what’s right. To end one’s miserable life, he needs to LOVE his neighbor and try to forgive those who hurt him and ask forgiveness from those he may have hurt in the past. If he doesn’t have the courage to face them, just a simple note/emissary and public apology may do likewise. Then, try to be helpful and generous and don’t let evil thoughts enters in your mind anymore. Just murmur his Name if the devil keeps bothering you or tempting you to do it again for the last time. If you could do this, I don’t see any reason why you will not also experience the greatest feeling or peace of mind you have never felt before in your life. I know you already knew all these stuff, but I am just trying to target those who have already lost their hopes in trying to have even just a little bit of real happiness in their life.

  16. I am practicing of what you have shared and guess what? It turned around my life 360 degrees!
    All the fears, worries, doubts, or nervousness were gone where sleepless nights and nightmares are now thing of the past. Before, I was so afraid that someone might hurt me (like the PAGS or other lawless elements), worried if I am going to eat today or tomorrow, if I got sick, or heard bad news especially from my loved ones….but now…. everything has changed with a strong feeling that no more evil traps or bad things that happen in my life. I finally found solace in my heart and totally relieved from these dreadful stressful thoughts with full enthusiasm of continuously looking others to share with my new-found knowledge, regardless of who they are, but preferably to the poor, less educated, innocent, and helpless individuals in the remotest far flung areas. Jesus Christ thanks for accepting me although it took me several painful years to change but to no avail until just recently. Yes, I fought the devil very hard to free me from the bondage of evil ways and conducts, it’s not easy as you think, but don’t ever give up, keep fighting, eventually HE will be convinced of your sincerity and kicks the devil’s ass. As a starter, try to do this: “Faith comes by hearing, by hearing the Word of God”.

If for some reasons or unavoidable circumstances prevent you to ask forgiveness, just simply forgive them sincerely in your heart and allow our current justice system or Divine justice to do the rest. I know…I know… it’s hard to do it but it’s one of the effective ways to find peace and renewed strength.

    I have concern or question (maybe a silly one) that I am begging the religious sector of different denominations to provide some clarifications.
    How come that only Jehovah’s Witness cares to walk house to house fearlessly facing possible dangers (like the psychopath, rapist, government thieves..he..he.., etc. etc.)on their way, just only to make sure that all gentiles (that includes us Ilokans and Tingguians) would also be able to receive mercy from above? Would it be nice also if we could see on the streets other believers of the different religious organizations/churches joining, walking side by side, locking their hands together, and knocking every door to ensure more of their safety and success in circumcising the hardened mind/heart of our stiffed-neck idolatrous kababayans?

  18. By uttering religion; technology, science, logic and information poses treat with respect to which. More and more people are losing faith, esp our generation where computers are prominent. There are discrimination from a certain mind sets.

    I hope that the separation between the church and state is implemented in Bangued.

    That the Church will not interfere this coming election; I hope it will be free from bias; I hope to hear what is the stand of THESE people to the RH bill which I hope to be passed.
