    YES, it is difficult to make the right choises… but 3 ABRENIANS by the names of BARRAG, KARRUBA and MALADAGA have brought out pointers that would allow voters to
    facillitate their desision making… All three agree that a candidate must be…

    1. HONEST

    2. TRUSTWORHTY

    3. PRO-PEOPLE

    4. PROPER-KNOWLEGE (College Degree ..specially important in the House of
    Representatives). Other provinces will send their best members to the Congress to
    represent them.

    One recalls the following names all were members of the CONGRESS…in the past such as:

    1. Quintin Paredes, a LAWYER from ABRA, who later became the 1st Ambassador to
    the USA.

    2. Elpido Qurino, a LAWYER from Ilocos Sur, who later became Philippine President.

      I am going to be blunt with my assessment of the candidates in the provincial level:

      1) The past & current solons who represented Abra for the past two terms are totally USELESS & INCOMPETENT and with them representing us is an insult to the people of Abra as well as the office!!

      2) If I had to pick among those contenders to represent Abra, I would pick Atty Hans Luna – I’ll take my chances with him in spite of the fact that he is lacking in administrative experience BUT, definitely superior intellectually than the others.

      3) I’ll stick with the current Governor and would prefer that he be re-elected for another term.

      4) I’ll take my chances with Mayor Ryan Luna for another term!

  5. i have nothing against lawyers, but i dont think lawyers are the best choice in this point of time…..we are in the world of technologies now..almost everything is depending on technology…written laws can be learned by a non-lawyer representative….i would rather see names with technical education and background…ever since China appointed Engineers to 5 key positions in their government, their economy got better and stronger….and they created names around the world….bottomline, lawyers are not the only hope for progress, they can interpret laws and find loopholes in it too…if only the principal author and those who voted for the cybercrime law have the technical knowledge in technology, the law may not have passed….

      because I left the Philippines for the USA in 1956… so Congress
      members are not known to me since.

      My main purpose is emphasize the importance of proper EDUCATION
      to get to the House of Representative.

      This is a reminder to all that Proper Education (could be Educator, Engineer, etc.) together with Honesty, Trustworthy, Pro-people are pointers mentioned by Barrag, Karruba and Maladaga.

      ADDENDUM: I must add this to the 4-pointers…Candidates of Government Offices must voluntarily submit (SALN) Statement of Assets, Liabilities & Net-worth. This shall eliminate corruptions /greed, ill-gotten wealth (riches has to be commensurate to salary and investments).

    • I would agree that not all lawyers would be ideal for a political position BUT, in this case you should take into consideration the list of 2013 congressional candidates presented as choices for the people of Abra. Joy Bernos? Exactly what has she done for Abra except assure an office for her father Dominic to allow him to “HIJACK” all the projects in the Highways Dept – not to mention advertise her fat face on streamers all over the province. VG Somera, a vice governor – what exactly does he have to offer that would be considered a significant accomplishment during his term? Diak la ammo!

      Slim pickings but Atty Hans Luna still presents the best bet to put our money on and I hope he realizes that the PORK BARREL is meant for the Province of Abra but not for his own personal use. Unlike those two women solons who spent it on blings and/or expensive purses from Rodeo Drive!! They only showed up in House sessions if they had to go collect on their Porky Barrels! Shame! Shame! But, unfortunately they are out of shame!

    • MANILA, Philippines – A plunder complaint before the Ombudsman has been lodged against businessmen Roberto Ongpin and Ramon Ang, as well as legal hotshot Estelito Mendoza and Supreme Court Justice Lucas Bersamin over alleged irregularities and losses incurred by the government in a 2008 deal that involved the shares of the country’s biggest power firm.

      On Monday, September 24, complainant Emilio Aguinaldo Suntay alleged that the share purchase agreement between the business groups led by Ongpin and Ang of diversified conglomerate San Miguel Corp., and government-run financial institutions, including Land Bank of the Philippines (Landbank), Development Bank of the Philippines (DBP), and Government Service Insurance System (GSIS), was disadvantageous to the state.

      The Ombudsman will have to weigh the merits of the complaint and decide whether or not to file it in court. SC justices can only be removed through impeachment; in his complaint, Suntay asked the Ombudsman to still investigate Bersamin as possible basis for an impeachment case against him.

      The deal involved the purchase of the state-run firms’ shares in Manila Electric Co. (Meralco) by units of San Miguel Corp and Ongpin-led firms. At the time, Meralco was controlled by the Lopez family and the target of a brewing battle for control by major business groups, including that of businessman Manuel V. Pangilinan.

      The minority Meralco shares held by the state-run pension funds and banks — equivalent to about 10% of Meralco — were then part of perceived swing votes that could potentially determine which business group could control the giant power retailer.

      The complainant alleged that when the state-run firms acepted the offer of corporate units San Miguel Corp Global Power Holdings Corp, Ongpin-led Global Air Services and Global 5,000 Investment Corp, the government was disadvantaged because there was a better offer from the Pangilinan-led group.

      The deal that pushed through involved a P90-per-share valuation payable over 3 years. Pangilinan’s group offered to pay the same in cash.
      Respondents, charges

      Other respondents in the plunder case include former Finance Secretary Margarito Teves and Landbank president Glida Pico, vice president Reynauld Villafuerte, SMC Global Power Holdings Corp.treasurer and Top Frontier Investment Holdings Inc. president Rhogel Gandingco in his complaint filed at the Office of the Ombudsman.

      Private companies San Miguel Corp., its subsidiary SMC Global and public corporation Landbank were also named respondents.

      Suntay accused the above of the following:

      a. Pico and Teves “steered” Landbank, GSIS, the Social Security System, and DBP into accepting SMC Global’s term and price without the benefit of a public bidding and without conducting due diligence, as raised in an article of former ABS-CBN editor (now Rappler business editor) Lala Rimando.

      b. Landbank entered into a share purchase agreement with SMC Global even if there was a “better” deal from Metro Pacific Investment Corp (MPIC), allegedly costing the government P157 million in revenues. MPIC made an offer of P90 per share, in cash, for the government’s shares in Meralco, while SMC Global made an offer of P90 per share payable in 3 years.

      c. SMC Global and Ongpin lacked the financial capacity to enter the said share price agreement. The Commission on Audit found out that SMC Global only had a paid-up capitalization of less than P63 million. Despite this, SMC GLobal was allowed to purchase P10 billion worth of Meralco shares from government agencies SSS, Landbank and GSIS.

      Another one of Ongpin’s companies – Global Air Services (GAS) – was able to secure a loan worth $180 million despite having only a paid-up capitalization of $2. This is the subject of a Senate investigation.

      Suntay alleged that Ongpin and Ang are involved in a money laundering scheme and that they used SMC, GAS and SMC Global as “corporate vehicles” for the said activity.

      “Respondent Roberto Ongpin mutually benefits from his partnership and relationship with Ramon Ang highlighted by the frequent absurd or redundant disposition and acquisition or exchange of stocks, funds and wealth among themselves,” he wrote in the complaint.
      Judicial ties

      Suntay also sounded the alarm over Ongpin, Ang and Mendoza’s alleged “ties” with the judiciary, saying they “rely on an intricate and nurtured relationship with many government officials, including the judiciary.”

      Suntay said Mendoza, counsel of Ongpin and SMC Global, has been “actively pursuing the subject contract and case” before the High Court, the way he allegedly lobbied before for the dismissal of the labor case involving Philippine Airlines (the case is still pending in the SC).

      He added that Mendoza’s cases have always been decided by Justice Lucas Bersamin.

      Bersamin decided in favor of the parties that Mendoza have represented in the following cases:

      a. The labor dispute between the Flight Attendants and of the Philippines and the Philippine Airlines (Mendoza, Ang and Ongpin are directors and stakeholders in PAL)

      b. The constitutionality of 16 cityhood bills. Mendoza is the lawyer of the municipalities whose transformation into cities is being questioned

      c. The coco levy case, where the Court ruled that the 20% shares of SMC chairman Eduardo ‘Danding’ Cojuangco were not bought using coco levy funds

      Suntay added that Bersamin should be probed by the Office of the Ombudsman for “serious misconduct” and that this investigation be done for the possible filing of an impeachment complaint against him.

      SC justices can only be removed through impeachment.

I know it is hard to choose with the governorship and in the congress candidates for they are just the same but hopefully there could be one in the mayoralty line up na pwedeng maaasaahan na magmalasakit sa bayan kahit alam ko na mahirap para sa mayor kung ang nakatataas ay maka personal service at hindi public service ang pakay para kumandidato bed. as we know the candidates, they aare all nagpapayaman at hindi tumutulong sa bayan. Sana mga kababayan, huwag tayong masilaw sa mga goods, mga used clothes, mga sako sakong bgas at pera na ipamimigay nla during campaign time because after that kukunin din nla ang bayad ng pinamigay nilang mga commodities sa atin sa kaban ng bayan. yan ang itanim natin sa icip nation. kailangan meron tayong prinsipyong sundin sa pagpili ng mga lidearto ng ating bay an.

  36. Sir Leo, as I grew up, I witnessed how politicos manipulated voters with their money and power. There were people who resist to sell their votes bec. they have their own principles in selecting their leaders but their families suffer so much because they lost their loved ones in return for not following thses powerful Politicians. Buhay ang kabayaran ng hindi pagsunod sa kagustuhan ng mga powerful people. That is the reason why those people who have hearts for a better Abra, but do not have enough money to over rule the money of the corrupt cannot fight for their dreams to contribute for the betterment of Abra because of the POWER OF MONEY MANIPULATING PEOPLE due to poverty in the province. I believe that if these leaders would have PAGMAMALASAKIT SA KAPWA, lalo na sa mahihirap, these poverty problem could be easily be given a remedy because Abra is just a small province compared to other provinces in the Visayas and Mindanao but the problem is that they are more concern for their personal interest and not for public service. In selecting a good leader, we should consider the ability, capability,and knowledge of the individual leader to bring us enlightenment and brighter tomorrow for Abra. I would also encourage voters to select a n Educated and learned, trustworthy, honest individual to lead us in Abra. Sir Leo I would also call the attention of the Civil Service Commission to please watch out for those Local chief Executives who are appointing their kins in position so that they can do what they want to do without complaining because they are all magkakasabwat, just like what happened in 1 Municipality in Abra where in the LCE ordered his SB members to file a case against his Municipal Treasurer so that he can appoint his cousin to take charge of the position. In this case they can just take money at times they want to. And also the Accounting Office in the Provincial level should conduct an actual audit to projects of the Municipal levels bed. mostly they just report a finish project without any existence bed. there is no monitoring or maybe kasabwat din sila.In cases like this , money plays a big role bed. the LCE’s give percentage to the people concerns para hindi sila magsalita para di malalman ang pagcorrupt nil a. Is this a good example to the upcoming generations? So sad that other people do not know these happening in their laces or they may knew it but they are just afraid to talk about it or they are conspirator.

You are right Sir Leo, we are leaving our place in search for a better future and in order to be of help to our own town in the future if given the chance but it does not mean we are no longer concern for the betterment of our province. I think your suggestion helps a lot in the improvement of the situation as long as people accepts suggestions and criticisms.I say so because most powerful people of Abra only believes in their selves and never listen to others.Thats the reason the masses became deaf and blind to what are happenings in their surroundings
    just to be safe from threats.I would also suggest that the PDS of all the candidates from congress up to the mayoralty should be post in this site including their educational attainment, their assets and Liabilities, their abilities and capabilities so that voters have a basis in selecting their future leaders.

        I retract my previous statement of rating Gov. Takit, instead, I humbly ask the people of the Organization of ‘Good Governance’ to do the rating on Gov. Takit based on his governorship from 2007 to the present.

        Tomorrow, I am mailing via US. Postal Service this copy of ‘Graph Form’ I prepared to SYSOP.

        Now, we shall wait to see the ratings in the Website… which may take several days.

    After many months of posting and gettting comments, I have concluded that the political atmoshpere in our province of ABRA is somewhat difficult to correct and change for the better.

    There are still politicos who desires to stay in their government offices getting
    richers by corrupt means eventually unexplained wealth, NOT COMMENSURATE to salary or investments, buying cars for prestige purposes… causing hardship to the people of the community.

    Some of these politicos have been blamed for DERELICTION or abandonment/DESERTION of duty.

    Abrenian Politicos especially in the House of Representatives have been charged as “bench warmer” only and not involved in the discussion of government issues.

    Politicos who are proven inefficient in the performance of his/her government office must not be voted back to the office’

    In 2-9-2012, I posted this…> 2013 could be the year for true-TINGGUIANES to come forward
    to lead the province of Abra to greatness.

If i were to choose between evil politicians in abra then i’d rather vote for Hans Luna for congressman and Kit Bersamina to be the next in line to put Abra on the map again as the best province in the cordilleras, We need change and if we are to choose somera to be the congressman then we are out of luck again for the very reason that he did’nt do antyhing good as a mayor of PIlar and as a vice governor of the province.

    We are all intelligent voters that don’t need to be bought by money? we deserved to be respected abrenians , we need a true leader that can unite the left and the right, we need a politician to govern us with outmost respect and not an idiot. We are not supposed to blame these thieves/corrupt politicians for they can’t do anything if only our law enforcement agencies like Commission on Audit (to mention a few) have guts to discharge their duties without fear from intimidation or if they are just willing to self-rehabilitate their addiction to bribery. But I think there’s still hope because the President is dead serious with his fight against corruption and determined to bring this Country a better and safer place to live in which we can assume that the days of these thieves have been numbered. No siak koma ti kandidato, I’ll give a second thought if I would still buy your votes or still go killings if awan to met laeng ti matakaw konto. How I wish that there should have been a survey done in the province on who were to file their candidacy in the COMELEC before the Filing deadline because as I went through the lists of aspirant candidates in the whole province, only FEW are trusted to work as public servants but they are not even in the higher positions to fight for progress. Looking on the lists of congressmen, Governor and Mayoralty candidates i don’t see anybody who are really MAKABAYAN,SIGURO 3-4 lng sa mayoralty ang may pusong makabayan at willing to help for the benefits of the masses.Its really discouraging to vote this coming 2013 Election for Abra because we don,t have good leaders to choose. I’m sorry for the statement but this is the truth.unless these people people have realized what they have done in the past and try to make A GOOD CHANGE FOR THE PEOPLE.

I’d say, it is safe to assume (maybe I should say – I AM SURE) that 90% of those running for office are in there for the IRA and PORK BARREL (Php70M annually)!! With that kind of money it will buy plenty of carats and designer purses and overseas junkets for the members of the family – all expenses paid by you, the tax payer! Somebody tell me I am wrong! With the LGUs – watch them after the elections whoever will win will be driving a fancy new vehicle – courtesy of their first IRA check!! These are not assumptions but FACTS!

Out of the 27 Municipalities of Abra, I’ve seen 6 Municipalities with unopposed Mayoralty candidates, I hope that this is because they are a good public servants to their constituents.They are serving their constituents based on their needs and not for their personal needs.If this is so, then this is a good example to other municipalities for them to be in power to serve properly and not to save property.

    • In my own opinion or observation, they are unopposed because they are scared to face those in the position because either something happen to their life or even in their families. I’ve heard enough that they wanted change, new officials but they don’t have choices. Even me now I’m already in my 40’s, since I was young and until now, same faces and names are there. Makopa
